Governor General's Canadian Leadership Conference

The Governor General's Canadian Leadership Conference was created to broaden the perspectives of future leaders in business, unions and public administration so that their decisions are based on a practical understanding of the influence of their organizations on the general welfare of the community.
The mission of the Governor General's Canadian Leadership Conference is to:

  • Improve decision-making abilities among young leaders likely to occupy high level positions in the near future;
  • Facilitate a more progressive era of interaction between leaders from business, labour, government and the broader community; and
  • Broaden understanding of Canada.

Mandate:  Members of the Governor General's Canadian Leadership Conference come from different regions of Canada, different perspectives and different careers. All members share one thing in common: they are high potential individuals expected to achieve senior leadership positions in their organizations and communities.  The Canadian leadership conferences began in 1983 as a means to help build Canada. They involve a unique process of examination, debate and discovery designed to broaden perspectives and enhance the leadership qualities of members.  The Governor General's Canadian Leadership Conference is designed to pack the most intense experiences of life in Canadian industry and community into a unique 2-week event. 

Members:  Typically managers and officials drawn from business, labour, professional and government positions as well as from academia, community and voluntary groups, and the cultural sector. They will have acquired considerable knowledge and experience and an appreciation of the economic and social conditions impacting on their community and Canada as a whole.  Members are also expected to have a capacity for leadership; to be able to contribute to the effective working of a group; to have strong interpersonal skills; to be able to undertake the program travel schedule, and to have a genuine interest in the overall theme and topics of the Conference.
 
Opening Plenary (June 1 to 3, 2012)
All 230 participants will meet in Halifax, N.S., for a three-day plenary session. Members will be addressed by high-profile Canadian and international speakers on key issues that provide focus and substance to the Conference theme. Sessions will be organized to prepare members for the study tours.

Study Tours (June 4 to 12, 2012)
Members will be divided into sixteen "study groups".  Each group will include individuals with highly diversified professional and cultural backgrounds, and each group will travel to a different region of Canada. Every effort will be made to ensure that participants tour an area of the country where they have had little previous experience.  The Study Tours are not conventional "visits" to factories and organizations. Each host organization understands at the outset that uninhibited individual and group face to face discussions with people at all levels are essential to the success of the visit. The locations for the tours are selected because of their potential usefulness as learning sites. They are, in essence, the Study Conference laboratories.  A typical day during the tour might consist of a plant visit in the morning followed by a meeting with the C.E.O. and senior management, an in-camera workshop with union leaders, a luncheon meeting at the local community centre with grassroots activists, a visit to a local school or hospital, and a dinner discussion hosted by the municipal council.  At the close of each day, participants meet with their fellow group members to discuss the issues that have been raised during the day. These lengthy sessions allow intensive exchanges of opinion among peers with vastly different backgrounds. The emphasis in these debates is not placed on finding solutions to the issues raised, but rather on increasing the members' personal exposure to the views and perspectives of others. The discussion and debate is always rigorous.

Closing Session (June 12-15, 2012)
All study groups meet again in Ottawa-Gatineau. Each group prepares a report reflecting their perceptions and insights on the complex concerns of the communities they have visited, and presents its findings to the Governor General and other members of the Conference.  The purpose of study group reports is to record members' reactions to the key issues highlighted by the study tours in the context of the Conference Theme and to comment on the lessons learned to the full Conference. These reports are not intended as criticisms or calls for action, rather they are intended to provide all Conference members with an opportunity to share some of the key experiences and observations of each study tour group.

Implementing Integrated Energy Projects: Survey of Municipal Capacity

The Federation of Canadian Municipalities (FCM) is conducting a survey to understand municipal governments’ capacity to undertake integrated energy projects. FCM hopes to develop resources to support municipalities in the area of Integrated Community Energy Solutions (ICES). These resources include new funding, capacity-building and training, and supports for overcoming regulatory obstacles.  
 
The term ICES may be new to you.  Basically, ICES are solutions that improve energy performance. ICES capitalize on cross-cutting opportunities and synergies available at the community level by integrating components from multiple sectors. Sectors include energy supply and distribution, transportation, housing and buildings, industry, water, waste management and other local community services; and land use and community form.  Unlike stand-alone projects, integrated energy solutions result from an established vision and coordinated planning, or other strategic method, to address energy in the community. ICES should also generate co-benefits beyond energy efficiency or generation.
