2011 CAMA E-Brief Partner: March 1, 2011            

Registrations are now being accepted for CAMA’s 2011 Annual Conference to be held in Halifax, Nova Scotia from May 31 to June 1, 2011 at the World Trade and Convention Centre.  The Conference theme is “Successful CAOs – How Do We Measure Up?”  with sub-themes on Performance, Communications and the Economy.
 
Using the links below, members can register for the Conference, the golf tournament, the partner’s program, and purchase additional event tickets.  Have your credit card ready.  For those wishing to pay by cheque, register online then forward payment to the CAMA National Office.  Registering online is the only way to sign up for this year’s conference.

Affiliation Agreement with AFOA Signed

CAMA President, Jacques DesOrmeaux, pictured with Dana Soonias, Chair, Aboriginal Finance Officers Association of Canada (AFOA), signing the Affiliation Agreement at the 2011 AFOA National Conference held in Vancouver (February 15-17, 2011). 

President Des Ormeaux and Mr. Kelly Daniels, CAMA's International Chair and Board representative for British Columbia and Yukon, had the pleasure of attending this event.    AFOA has a national membership of first nations communities that includes not only Finance Officers but Administrators.  AFOA  and CAMA believe there are many benefits this alliance will bring to the communities they represent.   Watch for a survey in the future as we try to get an indication of services or information that you, our members, would find valuable in our relationship with AFOA.

Member Profile - Gerard Lewis, Chief Administrative Officer, City of Mount Pearl, NL

Gerard Lewis was born and raised in Baie Verte, NL.  In 1963 Gerard joined the Redemptorist Congregation and graduated in 1964 from the Junior Seminary at St. Mary’s College in Brockville, Ontario following a Preliminary Arts Year in affiliation with the University of Windsor.  The following year Gerard entered the Novitiate at Keswick, Ontario for a year of special religious training.  After deciding that religious life was not his vocation Gerard commenced work at Advocate Mines Limited in Baie Verte in 1965 and continued to work in the administration division until 1975, leaving after progressing through various positions to the senior position of  Mine Accountant.  In 1975 Gerard moved to Gander, NL and commenced employment with Gander Aviation Limited as Office Supervisor and Accountant. From 1975 to 1984 Gerard managed Gander Aviation Limited, an aviation company and several affiliated companies involved in both aviation and the operation of sports fishing lodges on the island of Newfoundland and in Labrador.

Gerard began his municipal career in 1984 as the Town Clerk/Comptroller with the Town of Gander. In 1989 Gerard commenced the position of City Clerk and Assistant Manager with the City of Mount Pearl.  In 2003 Gerard was appointed the Chief Administrative Officer for the City of Mount Pearl, a position he holds today.

Gerard is planning retirement early in April of this year and has been a committed lifelong learner during his career. Gerard obtained a Certificate in Municipal Administration from Memorial University of Newfoundland; an Advanced Certificate in Negotiation, Mediation and Conflict Resolution from St. Mary’s University of Nova Scotia; a Certified Municipal Clerk (CMC) designation and the first municipal official in the Province of Newfoundland to obtain a Master Municipal Clerk (MMC) from the International Institute of Municipal Clerks; graduated from the Local Government Leadership, Coaches and Mentors Program of the Local Government Leadership Institute; and graduated with a National Certificate in Local Authority Administration Program from the University of Alberta and Dalhousie University of Nova Scotia.

Gerard served on numerous committees and organizations through his career, including President of the Municipal Training and Development Corporation of Newfoundland; President of Trio (the Newfoundland and Labrador Municipal Employee Benefits, Inc. the provider of pension and group benefits to municipal and elected officials of NL); trainer with the Local Government Institute with training provided for local government officials throughout NL, Canada and the Philippines; member and National Director of the Board of Directors of the Local Government Institute; Director, Secretary, Vice-President and President of the Newfoundland and Labrador Association of Municipal Administrators; Director of the Canadian Association of Municipal Administrators; and served on numerous provincial and national committees including the Municipal Grants Review Committee, Municipal Elections Act Review Committee, Municipalities Act Review Committee, FCM/CAMA  Task Force on the Future Role of Municipal Government and the Municipal Financial Management Training Design Committee.

Gerard also served as an Advisory Committee Member to the Conference Board of Canada Supporting Workplace Health project and presented at IPAC Pride and Recognition Workshop. Gerard also assisted in the design and production of the Municipal Government …”the Right Approach” series of seminars and was also a seminar leader for this series of seminars throughout NL, as well as a number of other seminars on behalf of the Department of Municipal Affairs, PMA (provincial municipal administrator’s association) and MNL (provincial councillor’s association). Gerard also assisted in the development and delivery of the Local Government Management CORE Certificate Program with the College of the North Atlantic in partnership with the Municipal Training and Development Corporation.
 

Gerard is a firm believer of supporting membership in both the provincial municipal association (PMA) and the national municipal association (CAMA).  Gerard believes success at the municipal level can be greatly enhanced and advanced through relationships and support from peers at both PMA and CAMA.


He looks forward to his retirement and spending more time golfing and spending quality time with his two grandchildren and the two new ones due to arrive in 2011.  Congratulations Gerard!
