The 47th Annual CAMA Conference will be held in Fredericton, New Brunswick (the home of the CAMA National office) at the Fredericton Convention Centre from Monday, May 28th to Wednesday, May 30th, 2018.
CAMA has secured a block of rooms at three hotels:
- Hilton Garden Inn (connected to the Convention Centre),
- Crowne Plaza Hotel (directly across the street from the Convention Centre),
- Delta Fredericton Hotel (the overflow hotel) which is a 15 minute picturesque walk on the river trail (from the Convention Centre) or a five minute drive.
The Hilton Garden Inn is a brand new hotel and is still being constucted with an opening date of May 1st, 2018. They are therefore in the process of building their booking website and we hope to have this available to you by the end of October 2017. Once this is finished we will be releasing the room blocks to all three hotels at the same time.

Alcohol Policy Resources for Municipalities
The Canadian Centre on Substance Use and Addiction (CCSA) has released four new resources to support municipalities in developing municipal alcohol policies (MAPs) –Municipal Alcohol Policy: A Role for Canadian Governments and case studies from Ontario, British Columbia, and Nova Scotia.
A MAP contains a set of rules for alcohol use in the community and aligns with local liquor laws and regulations. It provides guidance to help run safer events and informs the public about their responsibilities and potential liability. Canada’s National Alcohol Strategy recommends that provincial governments and municipalities partner with community groups to develop MAPs to address local issues about the use of alcohol in municipally owned settings. These resources and additional information on MAPs can be found on CCSA’s website.
Ontario Members: Funding Available for Projects to Reduce Greenhouse Gas Pollution
The new Municipal GHG Challenge Fund is a program funded by the proceeds from Ontario’s carbon market that aims to support community-led action on climate change. The competitive application-based program will fund up to 100% of the eligible costs for greenhouse gas emissions reduction projects proposed by municipalities.
Municipalities may request up to $10 million per project. Municipalities are invited to submit applications for the fund by Nov. 14, 2017. Selected projects will be announced in 2018. The Municipal GHG Challenge Fund is part of Ontario’s Climate Change Action Plan to fight climate change, reduce greenhouse gas emissions and transition to a low-carbon economy. The action plan and cap and trade program form the backbone of Ontario's strategy to cut greenhouse gas emissions to 15 per cent below 1990 levels by 2020, 37 per cent by 2030 and 80 per cent by 2050.

Jean-Marc (JM) Nadeau is the City Manager for the City of Portage la Prairie, MB – a position he has held since 2012. Prior to that, he was with the RCMP for 23 years, holding a wide range of positions from front line investigator to Detachment Commander (Chief of Police) and National Director of Strategic Planning and Performance. While with the RCMP, he spent eight years in the Arctic, serving in four different isolated northern communities. In 2011, he volunteered and deployed for 12 months to Afghanistan as a member of Canada’s contribution to the development of the Afghan National Police.
Mr. Nadeau holds a Bachelor of Commerce, an MBA, a Certificate of Manitoba Municipal Administration (CMMA), and a Master’s Degree of Law (LL.M.) from Osgoode Hall Law School at York University.
He joined CAMA in 2013 and feels he has learned a great deal about municipal management and leadership through the different topics presented at the CAMA Conferences. He is committed to the advancement of municipal management, and prior to joining the Board of Directors, he volunteered on two CAMA sub-committees, including the CAMA Awards Selection Committee in 2015 and the 2016 CAMA Annual Conference Organizing Committee. Jean-Marc was the 2017 Awards Chair and is also currently the CAMA Professional Development Chair.
Mr. Nadeau is married and has two teenage daughters.
Fort St. John Wins National Municipal Environmental Award

Congratulations to the City of Fort St. John, BC who has received national recognition for its Micro Hydro Project from the Canadian Association of Municipal Administrators (CAMA). The Town was presented with the 2017 CAMA Environmental Award, in the 20,001 to 100,000 population category, during CAMA’s national conference in Gatineau, QC.
The project consists of a 100kW turbine, a generator, associated controls, located in an 8.6 m x 6.6 m building, plus 800 m of 300 mm diameter penstock that was installed parallel to the existing discharge pipe down the hillside. The turbine works more effectively with higher pressure. The penstock allows for this, and controls keep the head pressure consistent.
This is the first 100 KW net metering installations in the province. Fort St. John worked with BC Hydro to adjust this from 50 KW. All the power produced is fed back into the BC Hydro power grid. The generator will create approximately 780 MWH annually; enough power to supply approximately 70 homes and generate about $75,000 - $80,000 in revenue per year of the City. In 2016, the project generated $69,000 in revenue to the city.
The project was awarded an Award of Merit in 2016 from the Association of Consulting Engineering for engineering excellence. It cost $1.46 million to build, with $1.1 million in funding coming from the Provincial Gas Tax Grant program and $361,000 from annual Gas Tax allocation. It could be used by municipalities in similar situation across Canada.
