Waterloo Wins National Award for Municipal Innovation

The City of Waterloo, ON has received national recognition for its PickUpHub online sport booking platform from the Canadian Association of Municipal Administrators (CAMA). The City was presented with the 2017 CAMA Willis Award for Innovation, in the 20,000 to 100,000 population category, during CAMA’s national conference in Gatineau, QC.
This technology allows people to participate in team sports on a game by game basis, while the application takes care of everything from payment and waivers to team organization.
Waterloo leveraged newly-developed, local technology to address a gap in sport service delivery. Historically, sports fans have had two options for participating in municipally-run sports – join Community Adult Recreation Leagues or attend a pre-scheduled drop-in program.
The leagues offer longer term participation with pre-established team members, but not all participants can commit long-term or afford the costs. Drop-in programs offer short-term opportunity at a lower cost, but participation is limited to specific time frames and the outcomes can be sporadic, sometimes with too many or too few participants.
PickUpHub allows players to register online to play in drop-in sports programs. Access to PickUpHub is provided via a link on the City’s website, which allows staff to set up and post games. PickUpHub processes all online registrations and provides a monthly remittance to the City.
Originally designed as an adult use program, PickUpHub has been modified to allow for parent controlled accounts that let them register their youth in sport. Sports include soccer, basketball and hockey, with access volleyball and Ultimate Frisbee coming soon. Participation in sports is up, and overall, approximately $15,000 was generated in new revenue in 2016.

Cory Bellmore has been the Chief Administrative Officer for the Village of Carmacks, YT since 2006. She has also served as a director for the Carmacks Development Corporation since 2003. From 2003-2006, she served as a Council Member for the Village. She was the Director of the Little Salmon Carmacks First Nation from 2001-2006.
Her career started by learning about and building a government structure in the early years after the settlement of Land Claims and Self Government. She has represented Yukon communities on the renegotiation and restructuring of the annual territorial grant for municipalities in 2013, as well as the review and updating of the Yukon Government Municipal Act in 2016.
She earned an Arts and Science Certificate from Mount Royal College in 1999 and a Commerce Degree from the Hayskane School of Business, University of Calgary, in 2001. She and her partner have three boys and love the fact they can grow up in a great small community, experiencing lifelong friendships, traditional culture and amazing wilderness.
JACK BENZAQUEN, Director

Jack Benzaquen has a bachelor's degree in electrical engineering from the École Polytechnique and an MBA from the HEC Montreal. For the first seven years of his career, he was project engineer at GoodYear Canada and Johnson & Johnson.
In 1991, Benzaquen was hired as Director of Technical Services at the Jewish General Hospital, where he oversaw 500 employees. His achievements were recognized by the Jeune Chambre de commerce de Montréal who named him 'Jeune cadre du Québec' in 1995, and in the following year, the HEC honoured him with an achievement award.
In 2000, he was appointed City Manager of the City of Dollard-des-Ormeaux, a city in the West Island of Montreal which has a population of 50,000. In 2002, he became Manager of the Borough of Dollard-des-Ormeaux/Roxboro, within the new City of Montreal. In 2006, the City of Dollard-des-Ormeaux demerged and once again, Benzaquen was named City Manager, a position he has held since then.
Jack is a Past President with the Association des Directeurs Généraux des Municipalités du Québec (ADGMQ) and is still actively involved.
