Johnstone Selected as ICMA’s 2016-2017 President-Elect


 

CAMA is pleased to extend congratulations to David Johnstone, Director General of Candiac, Quebec (Canada)  who was selected as ICMA’s 2016–2017 President-Elect.   Mr. Johnstone will be installed as ICMA’s 104thPresident at the conclusion of the 2017 Annual Conference to be held in San Antonio/Bexar County.  He has served in local government for 35 years in Canada.  He was an ICMA Regional Vice President from 2011 to 2014 and also on the CAMA Board from 1996-2004, serving as President in 2002-2003.   
 
Mr.  Johnstone will become a member of the ICMA Executive Board along with the Incoming Vice Presidents at the Celebration of Service session on Wednesday, September 28th, 2016 at the 2016 Annual Conference in Kansas City.  At that time, Lee Feldman, City Manager, Fort Lauderdale, Florida, will be inducted as ICMA’s 103rd President.

In the Fall of 2015, the Local Government Research Collaborative (LGRC) released a report and subsequent webinar, Red Tape to Green Tape, that looked at why grievance policies are important and the impact they can have on all levels of an organization. What particularly makes this relevant to this month's WorkforceWednesday topic? Primarily the fact that the research showed most organizations surveyed had grievance policies that were nine or more years older, which is significant because newer policies are perceived as more effective. Federal Broadband Improvement Program Announced
A new program is currently being developed by the federal government to support broadband accessibility. In the 2016 budget, the federal government acknowledged the need to improve access to reliable broadband connections in underserved communities. The focus of the program involves extending infrastructure to these areas.

Various entities, including municipalities, are encouraged to apply to the program.  Applicants must identify who will build, own, and operate a network, as well as who will manage the project. Projects must connect at least one underserved institution and one small community in a rural area. Applications are due in January 2017, and successful project applicants will be notified in the spring.

City of Mississauga, ON: Winner of the 2016 CAMA Environmental Award (Over 100,000 population)

The City of Mississauga, ON has received national recognition for its Development and Implementation of a Stormwater Charge Program from the Canadian Association of Municipal Administrators (CAMA).  The City was presented with the 2016 CAMA Environmental Award, in the Over 100,000 population category, during CAMA’s national conference in Winnipeg, MB.  
 
Stormwater management is a challenge for the City of Mississauga.  As a growing city, the amount of water running off hard surfaces such as roofs and parking lots is increasing.  In addition, climate change can mean heavier rainfalls and rapidly melting snow.  The result is more stormwater entering the City’s system, causing costly wear and tear on an already aging infrastructure.
 
The City did a study with input from the public in 2012 to find the best solution for Mississauga. This study found a stormwater charge to be a fair and dedicated source of funding that is needed to manage stormwater now and into the future.
 
The stormwater charge is a new, dedicated source of funding that will be reinvested into stormwater infrastructure.  Different types of properties have different amounts of stormwater runoff. The more water runoff a property creates the more the property owner will be charged. The less hard surface a property has, the less they will pay. 
 
Approved in May 2015, the new stormwater charge will appear on water bills for Mississauga properties in 2016.  It will generate $33M in revenue: $12.3M (or 37%) of which will go towards operations and maintenance activities, and $20.7M (or 63%) that will go towards construction of new infrastructure as well as infrastructure renewal.
