Registrations are now being accepted for CAMA's 45th Annual Conference being held in Winnipeg, Manitoba from May 30 - June 1, 2016 at the Delta Winnipeg and Winnipeg Convention Centre. Conference Scholarship Program - Deadline April 1st

In recognition of the importance of promoting professional development opportunities for members, the Canadian Association of Municipal Administrators established the CAMA Scholarship Program in 2016.

Through the Scholarship Program, CAMA will provide six scholarships for the registration fee (in the amount of $725.00) for the 2016 Annual Conference (two to young professionals pursuing a career in local government; two to members working in municipalities located north of the 60th parallel; and two to members from smaller municipalities).  Individuals are only eligible to receive a scholarship once to provide an opportunity to others to access this scholarship.

CAMA Holds Quarterly Board Meeting in Vancouver, British Columbia
 
The Board of Directors of the Canadian Association of Municipal Administrators (CAMA) held their quarterly meeting in Vancouver, British Columbia on March 17th, 2016.  A special thanks to Jake Rudolph (Board member for BC and Yukon) and Deputy City Manager for the City of Abbotsford, for his warm hospitality.
 
The Board dealt with a number of issues, but what follows are the highlights of those discussions:

Execution of Contract Between CAMA and the City of Fredericton for National Office
The CAMA National Office has been housed in Fredericton since 2005.  The Board was extremely pleased to formalize a five year agreement with the City of Fredericton to continue this relationship including an extension clause for one additional five year term expiring on November 30, 2025.  A special thanks to Past President/Honourary Member (and former CAO of Fredericton) Mr. Paul Stapleton, current CAO Mr. Chris MacPherson, and Mayor Brad Woodside for their unwavering support to the Association.  
 
Federal Government Report
CAMA released its final report this week to Infrastructure Canada on the Municipal Infrastructure Program.  As the Federal Government is considering new infrastructure funding opportunities, it was important for CAMA to provide input on programs moving forward.  CAMA was pleased to present sixteen priorities, which were identified by the members as having a high importance from an administrative standpoint.
 
Strategic Plan
The Board approved the new CAMA Strategic Plan for the 2016-2021 year which will be officially launched at the 2016 CAMA Conference.  Watch for more details in the near future on this new document that will guide our Association for the next five years.
 
Nominating Committee
Robert Hughes, Past President and Chair of the Nominating Committee, submitted his report for consideration of the Board.  There are two positions on the Board available for the 2016-2017 fiscal year:  the first is for a representative for Manitoba, Saskatchewan & Nunavut (currently being filled by Glen Davies) and the second is for a representative for New Brunswick (currently filled by President Don MacLellan).  Mr. Hughes will be advising all CAMA members of more information about Board elections.

The Board also approved a recommendation from the Nominating Committee that a motion be forwarded to the 2016 Annual General Meeting that beginning in 2017-2018, the Slate of Directors for CAMA include a representative for Northwest Territories, Yukon, and Nunavut. 
 
Honourary Life Member Awards
The Board reviewed a number of nominations for this prestigious award and will be announcing its choice during the President’s Dinner in Winnipeg.
 
Update on Communications/Marketing Plan.
Communications Chair, Glen Davies updated the Board on his Committee’s recent activities of the Communications/Marketing Plan.  As a result of the Committee’s work on the e-blasts to future members, the Refer a Member Campaign, and other tactics, a total of 49 new members have joined the organization.  Work on the Association’s membership tactical plan continues with the next steps being to engage the direct reports.  Keep up the great work in being a cheerleader for CAMA to your colleagues!
 
Update on CAMA and Provincial/Territorial Association Communications Partnership
CAMA continues to work closely with six of our Provincial/Territorial Associations (LGMA, AMCTO, OMAA, LGAA, ARMAA, and AMANB) on a two year communications project.  Chair Davies briefed the Board on the work of the Steering Committee and Working Group.  The results were just received from the survey recently undertaken by Insights West.  The overall objective of this research is to assist with the communications initiative to encourage younger Canadians to seek careers in this field.  Other key objectives of this research included measuring awareness and familiarity with municipal and local governments; and, comparing and contrasting perceptions of municipal and local government careers to those in federal and provincial governments.
 
These groups are brainstorming ideas for a strategy that would allow us to have success in “Recruiting the Next Generation of Leaders”.  We all agree that we need people to consider a career as a leader in local Government Administration but it will not happen without a proactive strategy.  More information will be provided as it is developed.
 
Website and Social Media
The Board also reviewed the quarterly statistics for the website, member section statistics and CAMA’s social media program.  We are very pleased that we will once again offer the mobile app to delegates so they can keep track of all the activities, speakers and sessions at the Winnipeg Conference.  Watch for this app to be launched in mid-April 2016.

The CAMA Board also discussed plans for future CAMA Conferences which include:
 
  • 2017:  The Hilton Lac Leamy in Gatineau, Québec
  • 2018:  The Crowne Plaza/Hilton Garden Inn/Convention Centre in Fredericton, New Brunswick
  • 2019:  Québec City (with staff currently negotiating a location)
 
CAO Performance Management and Evaluation Committee
Janice Baker, Chair of the CAO Performance Evaluation Committee provided the Board with an update on the activities of the Committee since the last meeting in November of 2015.  The Performance Evaluation Toolkit is progressing well and is currently being tested through a pilot with approximately 25 municipalities.  The completed toolkit will be launched at the 2016 CAMA Conference in Winnipeg and will be available in the Member’s Section of the CAMA website after that time.
 
CAMA’s Code of Conduct
Mr. Jack Benzaquen, Chair of the Committee, provided an update on the legal opinion that was provided by Lidstone and Company.  This opinion stated that CAMA does not have the legal authority to discipline members who violate the Code of Conduct, because CAMA’s bylaws do not set out a power to discipline members, and there is no requirement in the bylaws that members agree to be bound by the Code of Conduct as a condition of membership.  It was felt however that the Board needs to consider a process to respond to potential complaints wherein the complainant is given an avenue to pursue their complaint without CAMA agreeing with or validating the complaint. 
 
2016 CAMA Awards of Excellence Program
Chairman Marc Landry provided an update on this year’s Awards of Excellence Program.  We are once again pleased to have Ravenhill Group Inc. as our gold sponsor this year.  The Awards Selection Committee has been busy reviewing the many submissions that have been received and are impressed with the quality of the applications.  Notifications to those submitting applications should be out shortly.
 
Membership Update
The Board was updated on the current membership levels.  As of March 4th, 2016, the membership of the organization stood at 535 members.  The Board is excited about the potential for growth in the CAMA membership to make the organization a stronger voice for municipal administrators annually. 
 
Long Service Awards
CAMA will once again be presenting its Long Service Awards to members at this year’s Conference.  This year there will be 75 members that will be receiving their recognition pins.  Ten and fifteen year recipients will be receiving their pins in mid-April and those with more than twenty years of service will be presented their pins at the Long Services Awards Luncheon at the Winnipeg Conference. 
 
The Long Service awards are a great way for our Association to acknowledge the commitment of our members to the profession.
 
ICMA
Mr. Marc Landry, CAMA External Relations Chair and Third International Vice-President of ICMA, provided an update on the activities of ICMA.  The 2016 Annual Conference of ICMA will be held in Kansas City this Fall.  ICMA and CAMA have also been working on a joint membership campaign noting the benefits of belonging to both Associations.
  
International Affiliate Panel and White Paper
CAMA is pleased to participate on the International Affiliate Panel focusing on an overview of what the key trends are that are happening in local government in Canada, Australia, New Zealand and the United Kingdom.  Watch for white papers from all four countries in the near future.
 
Treasurer’s Report
Ms. Janice Baker, CAMA Treasurer updated the Board on the Association’s finances.  CAMA continues to be in a healthy financial position.  The Association has a member’s surplus of over $500,000 and indications are that we will once again be in a surplus position at year end.  The Board takes pride in its prudent fiscal management of our member’s funds.  A detailed review of the Association’s finances will be presented at our Annual General Meeting in Winnipeg.
 
Next Board Meeting
The next CAMA Board meeting will be held in conjunction with the Annual Conference in Winnipeg on May 29th, 2016.

Public Sector Management Workshop - Winds of Change - June 12-14, 2016 - St. John's, NL
From June 12-14, 2016, the Financial Management Institute of Canada will be hosting a national professional development event, the Public Sector Management Workshop, at the Sheraton Hotel in St. John's, Newfoundland.  This event will attract approximately 300 delegates from across Canada.

The theme of this year's workshop is the "Winds of Change" and is intended to reflect on changing citizen expectations, demographics, technology, economics and workforce.
