CAMA is developing a Communications/Marketing Plan for the organization to grow our membership and make us stronger.   The Communications Sub-Committee chaired by Mr. Glen Davies (with members Robert Hughes, Janice Baker and Bev Hendry) has been working on developing a set of specific communication tools (i.e. a member toolkit, promotional video, and testimonials that include our own CAMA members).  These tools will help grow the CAMA membership, promote local government administration as an attractive career choice, and raise the awareness of the value and importance of municipal administrators.

Don MacLellan, General Manager – Community Safety Services for the City of Moncton, NB was elected President of the Canadian Association of Municipal Administrators (CAMA) at the Association’s Annual General Meeting held on June 2, 2015 in Jasper, AB.  He is the CAMA representative for New Brunswick,  most recently served as First Vice-President for the Association and has been a member of the Association for more than a decade.

MacLellan will lead the 500-member national organization of municipal management professionals for the next year.  He succeeds outgoing CAMA President, Robert Hughes, P.Eng., who is the Chief Administrative Officer, Town of Stratford and served as the CAMA representative for Nova Scotia and Prince Edward Island.

“My priorities, as CAMA President over the next year, will be to focus on CAMA’s strategic plan objectives, including communications awareness efforts, code of conduct review, and the CAO performance evaluation initiative,” said Mr. MacLellan.

He started his local government career in 1981 with the City of Calgary, Alberta and spent nine years in the Engineering Department.  He moved to the City of Moncton in 1990 and has held a variety of roles with the City. Presently, as General Manager of Community Safety Services, he works out of the City Manager’s Office and is responsible for Fire, Police, By-Law Enforcement, Urban Planning, Building Inspection and Transit.

MacLellan graduated from Saint Francis Xavier University in 1979 with Bachelor of Business Administration and completed his Masters in Public Administration from the University of Western Ontario in 1999. Over the years Don has volunteered in a variety of sports and community organizations. He is a board member of the Codiac Regional Police Authority and is a founding member and on-going site coordinator for the Moncton CIBC Run for the Cure.

He and his wife, Sharon have been married for 31 years and are the proud parents of two adult daughters, Jaime and Joselyn.

Two new members were also elected to the Board: Rodney Cumby, Chief Administrative Officer for the Town of Paradise, NL and CAMA Representative Newfoundland and Labrador, as well as Louis Coutinho, CAO for the Town of Windsor, NS, CAMA representative for Nova Scotia and Prince Edward Island.  The 2015-16 CAMA Board of Directors includes:

 

CAMA Scholarship for ICMA Leadership Program - Class of 2017
 

Leadership ICMA are now accepting applications for the Class of 2017 with the deadline for applications being October 15, 2015. CAMA is pleased to offer members an opportunity to apply for a $500.00 scholarship toward the cost of this program with the deadline for applications being July 31, 2015.   

Leadership ICMA is a competitive, intensive two–year ICMA University program designed to cultivate key competencies needed for successful leadership at all levels of government management. Participants not yet eligible for credentialing join a class of selected individuals to complete a series of five class modules and a team-based capstone project.  All Leadership ICMA graduates receive one year of experience “credit” toward the ICMA Voluntary Credentialing Program.

The program is now graduating it's seventh cohort and welcoming the Class of 2016, with members of the class of 2014 having completed their capstone projects hosted by the Cities of Decatur, GA, Edmonton, AB, Lee's Summit, NO, and Milton, GA.   For more information on this program please visit the ICMA website at http://icma.org/en/university/leadership_development/leadership_icma.

ICMA Reflections / Feedback – Marc Landry, CAO – Town of Beaumont, Alberta 
In 2012, I had the opportunity to participate and complete the Leadership ICMA program. Looking back at this intensive two year program, I believe it was a great learning experience for me personally and professionally.

The course structure provided everyone with opportunities to share information and learn from each other. The program helped me to have a better understanding of the impact that great leadership can play in building great organizations and communities.

In addition, the program provided insight on opportunities, challenges and best practices which municipalities across North America and internationally are currently experiencing.  The opportunity to complete the Senior Executive Institute (SEI) Program and Capstone Project in Park City, Utah were also great experiences.  The peer network which was developed will continue to play an important role for me and the other participants as we evolve and move forward in local government.

I had the opportunity to participate in the ICMA Leadership Program (Class of 2010) in my previous role as General Manager of Public Works for the City of Waterloo. This program was inspirational and practical in the guidance that it provided me as a Department Leader and prepared me for a succession opportunity in the City of Waterloo to take on the Chief Administrative Officer role. The ICMA Leadership Program recognized the International common ground that Canada, the USA and many countries around the world recognize as needed leadership elements for local government.

The ICMA Leadership program offered several modules that were key learning opportunities for my continued career development such as the ‘Organizational and Team Effectiveness’ and ‘Giving Voice to Leadership’. In addition the North American and International context of this learning opportunity was value added in terms of developing a lasting network of talented peers. This network grows stronger each year as we all continue to grow and learn from each other’s challenges and triumphs. In a dynamic, complex and changing world foundational learning opportunities like the ICMA Leadership program deliver important professional development steps.

2015 CAMA Honourary Membership for Life Award

Doug Lychak, who retired as City Manager for Hamilton, ON in 2001 after a 30 year career as a planner and city manager for cities across Canada, has been recognized for his contribution to excellence in local government administration with an Honorary Membership for Life Award from the Canadian Association of Municipal Administrators (CAMA).  He was recognized during CAMA’s national conference in Jasper, AB on June 3rd, 2015.

“CAMA is pleased to recognize Mr. Lychak’s career in municipal administration with this award,” said Robert Hughes, President of the Canadian Association of Municipal Administrators and Chief Administrative Officer for Stratford, PE.  “It is this kind of leadership and professional involvement that deserves celebration.”

Mr. Lychak graduated with an Honours degree in Urban and Regional Planning from the University of Waterloo in 1972.  From 1972-1974, his career progressed from planner, senior planner to Director of Planning with the City of Hamilton, ON.  In 1976, he became Commissioner of Planning & Development for Hamilton-Wentworth, ON.

In 1981, Mr. Lychak became General Manager of Planning & Development for the City of Edmonton, AB, becoming Commissioner of Public Affairs for the City of Edmonton in 1983.  The next year, he took over as acting City Manager for the municipality.

From there he went on to serve as City Manager for four municipalities:  City of Mississauga, ON starting in 1985; City of Surrey, BC starting in 1992; City of Hamilton, and CAO for the Region of Hamilton-Wentworth, ON starting in 1998; and, finally, the newly amalgamated City of Hamilton starting in 2000.

Throughout that time, he held memberships in various organizations including the Canadian Institute of Planners for 40 years, the Canadian Association of Municipal Administrators (CAMA) for 30 years, having served as President from 1996-1997; and as a member of the International City/County Management Association (ICMA) since 1988, serving as an Executive Board Member from 2001-2004 and on the International Committee from 2002-2004.

He has served on a number of policy and advisory committees for the Ontario and federal governments.  He also chaired the GTA Airport Committee, authoring a paper that led to the creation of the GTA Airport Authority.  During his career, he received several awards of excellence and spoke at numerous conferences, universities and colleges, associations, and committees.  In 2013 he was awarded the Queen Elizabeth ll Diamond Jubilee Medal for his significant contribution to the municipal profession and the communities he served over the years. 

Mr. Lychak placed a high priority on employee education and career development, nurturing managers of the future.  As a testament to his guidance, sixteen people who worked with him went on to become city managers/CAOs in communities across Canada.   

His contributions included efforts to restructure, reorganize and re-engineer local government to create cost-effective and efficient service delivery; establishing long-term goals and strategic plans for communities; overseeing the amalgamation of the City of Hamilton / Region of Hamilton-Wentworth; and, creating business plans resulting in millions of dollars in savings.

“Nothing is more important for a city manager/CAO than providing independent, objective, professional advice to politicians, councillors and the public in order for the community’s strategic vision to be achieved in a consistent, cost-effective and efficient way,” said Mr. Lychak.

Markham Portal – Digital Services for Citizens

The City of Markham has succeeded in providing interactive, universally-accessible municipal services to citizens through the Markham Portal – Digital Services for Citizens initiative.

Known as Canada’s high tech capital, Markham is Canada’s most diverse city with over 1000 high tech life science industries and 400 corporate head offices. A thriving city of 330, 000 it embodies award winning urban architecture, heritage communities and international cultural festivals.

Markham’s web portal used a multi-phased development approach, deploying over 60 interactive online services available to citizens 24 -7 to meet the expectations of a highly educated workforce and diverse community.

Responsive design allows easy content display and access to interactive services on all sized devices.
The single login function streamlines access to personalized information and multiple online City services.
eSSENTIAL accessibility software and Google translator provide barrier free access for residents of all abilities and backgrounds. The portal has optimized business processes, improved staff productivity and responded to the need for a positive user experience.  Online transactions increased 33% in three years, and the top 20 online transactions increased by 26% in the last two years.  The robust platform is scalable and will host the City’s re-designed mobile app and additional services shortly. Through the partnership with York Region, the Portal has saved money and the platform can now be leveraged by other municipalities.
