Survey for CAMA's CAO Performance Evaluation Initiative
The CAMA Board of Directors has established a CAO Performance Evaluation Committee whose goal is to  develop a “go to” document for municipal CAO’s that will assist them in the following ways:
  • Preparing performance agreements.
  • Having quality conversations with their respective Mayor and Council in setting performance targets, documenting agreements, and setting out the performance evaluation process.
  • Completing annual evaluation processes with Council.
  • Focusing discussion on driving operational excellence for their municipality.               
As one of the initial steps of this project, the Committee has put together a survey that will help:
  • To understand the performance evaluation experiences of Chief Administrative Officers (CAOs) throughout Canada.
  • To gather information on what steps or tools can be taken to improve CAOs’ evaluation experience.
  • To receive feedback on what the Canadian Association of Municipal Administrators (CAMA) can do to support CAO performance evaluations.
This survey takes approximately ten minutes to complete and we would appreciate your feedback before Friday, October 24th, 2014.  The link was sent to all CAMA members by e-mail on  Friday, October 10th, 2014.  If you did not receive it please contact the CAMA National Office (admin@camacam.ca).

LGMA-CAMA E-Learning Series - Fall 2014. Open to all Employees!
             
             
      
Save time and money with our E-Learning courses. These easy-to-use live webinars provide training through a combination of PowerPoint-style presentation and interactive teleconference – all from the comfort of your own office. Led by experienced public sector instructors, the content is timely and relevant, based on best practices and real-world examples. Open to all public sector employees, the online format also allows for networking and sharing of ideas and solutions with your peers from across Canada.
 
How does E‑Learning Work?
Participants simply log on to the internet and dial the toll-free number for the audio portion. The technology allows participants to ask questions or comment via either voice or a “chat” feature. Upon registering, an email will be sent prior to the course with instructions on how to access the webinar.
 
The webinars are scheduled to run on Tuesdays or Wednesdays and are two hours in length:
 
• 10:00 a.m. – 12:00 p.m. Pacific Time
• 11:00 a.m. – 1:00 p.m. Mountain Time
• 12:00 p.m. – 2:00 p.m. Central Time
• 1:00 p.m. – 3:00 p.m. Eastern Time
• 2:00 p.m. – 4:00 p.m. Atlantic Time
• 2:30 p.m. – 4:30 p.m. Newfoundland and Labrador 
 
If an attendee misses a session, the recording will be available for viewing for seven days after the course is offered.
 
Cost:
The two-hour informative and interactive webinars are $150 per participant plus applicable taxes – a bargain when compared to the cost of time and travel to attend a similar course in person. They also include additional resources such as assessments and workbooks, the ability to network with others across Canada and a link for reviewing the recording the following week. Plus our personable instructors are available after to discuss any items of particular interest to you.

Alberta Members: Tourism Growth Grant Available Until November 3, 2014
The Government of Alberta is offering grant-funding, between $25,000 and $40,000 per initiative, to grow local tourism events. Municipalities and not-for-profit organizations can use the monies to hire third-party experts who will help identify strategies and actions to increase visitation and spending, and enhance visitors’ experience at local events.

Municipalities are encouraged to apply for this funding and to promote the program to local not-for-profit organizations, First Nations or Metis entities, that host annual events attracting more than 1,500 attendees, with at least 25 per cent from out of town.  Complete information is available on the Government of Alberta website:http://www.tpr.alberta.ca/tourism/programs-and-services/product-development/festivals-and-events/tourism-growth-program

FCM International: Call For Volunteers / Appel de Candidature
FCM’s Caribbean program is seeking an economic development volunteers for a six month project.

FCM is implementing a six-year, $23.2-million project to stimulate sustainable local economic development in the Caribbean Region. The Caribbean Local Economic Development Program (CARILED) supports nearly 50 local governments and agencies in their local economic development initiatives targeting more than 500 micro, small and medium-sized enterprises.

FCM is recruiting an economic development volunteer to advise on CARILED’s LED initiatives. Interested individuals should review the available opportunities and apply online by Sunday, October 26, 2014.

Contract of Employment for Municipal Chief Administrative Officers
 
Did you know that CAMA’s Member’s Section has a sample employment contract for municipal Chief Administrative Officers?

In a world in which employment relationships are becoming more and more litigious municipal administrators, like other senior administrators, should consider the importance of an employment contract. This sample contract addresses why one should consider employment contracts, discusses some of the common terms and provides an example contract.  It is recommended that since each employer-employee relationship is unique and subject to differing provincial and municipal legislation, any municipal manager considering an employment contract should contact an experienced employment lawyer to discuss legal formalities appropriate for their particular situation and no employee should start work prior to executing a written contract, if in fact it is the intent of the parties to enter into a written contract.
 
CAMA members are also encouraged to check with their ProvincialTerritorial Association for any employment lawyers in their area.
