Renaud Elected to CAMA Board as Director-At-Large
  
  


 
Jeff Renaud, Chief Administrative Officer for the City of Dawson, YT has been elected to the Board of Directors for the Canadian Association of Municipal Administrators (CAMA).  He was elected Director-at-Large during the Association’s Annual General Meeting, held on May 28, 2013 as part of CAMA’s national conference in Victoria, BC. 

The Association, which represents 500 senior municipal administrators from across the country, promotes administrative excellence in the field of municipal management.  Renaud replaces Ron Shaw, Chief Administrative Officer for the City of Stratford, ON, who was a Director-at-Large for CAMA and is the Association’s outgoing president.

Prior to entering the world of municipal administration, Renaud spent six years in the world of academia, where he obtained a Bachelor of Public Administration (with High Honours) from Carleton University, followed by a Master’ degree in Public Administration with a specialty in Local Government from the University of Western Ontario.

 In 2004, he joined the Municipal District of Big Lakes in northern Alberta, where he held the positions of Deputy CAO and CAO.  In 2010, his career path brought him to the Yukon, where he has led a concerted effort to modernize the administrative practices of the City of Dawson and develop intergovernmental relationships. In 2012, the Association of Yukon Communities (AYC) recognized the results of Renaud’s efforts when he and his Senior Financial Officer were co-recipients of the AYC Municipal Employee Award of Excellence.

Renaud’s commitment to municipal governance is demonstrated by his willingness to serve in any capacity asked of him. Jeff currently sits on the Municipal Act Review Committee as a representative of the AYC.  He has also served as a lecturer at the AYC Elected Official Training workshop, where he was asked to speak on Council-CAO relationships and Municipal Finance.

It his non-working hours, Renaud is a dedicated husband and father to three beautiful daughters. He also serves as a member of the Dawson City volunteer fire department.  “CAMA has played such an integral role in my professional development that I truly consider it an honour and privilege to be asked to serve on the Board,” said Mr. Renaud.  “I look forward to working with President Savard and the other Board members to ensure that CAMA continues to be the preeminent champion for excellence in municipal administration.”

“I am pleased to welcome Mr. Renaud to the CAMA board of directors,” said Jean Savard, President of the Canadian Association of Municipal Administrators and Director of Special Projects¹ in the Office of the Chief Administrative Officer for Quebec, QC.  “His background in academia and municipal government makes him a welcome addition.”


Canadian Dinner at the Boston ICMA Conference

CAMA Mentorship Program

CAMA is pleased to introduce two new members to the CAMA Mentorship Program:

Kelly Daniels

 


Kelly began his career in local government working for the City of St. Albert, Alberta shortly after graduating from university with a B.A. in Recreation Administration.  He worked in Fort Saskatchewan and in Grande Prairie, Alberta where he rose to City Manager before moving to Vancouver Island and the Regional District of Nanaimo as the CAO for twelve years.  Kelly was appointed as Chief Administrative Officer for the Capital Regional District in 2005 and retired in January 2013. 

Kelly is an avid runner and skier.  Kelly has twin daughters who are just as avid about those sports as he is. He and one daughter have run the Vancouver Marathon and he ran the Las Vegas Marathon in December 2006 with his second daughter.

Local governments that Kelly has led are characterized by strong strategic planning and a focus on results within a business planning framework.
 

Patrick Moyle
 
     


Patrick Moyle recently retired from his position as the Chief Administrative Officer with Halton Region. Prior to joining the Region, he held a variety of positions in the public, private and not for profit sectors. He began his career in land use planning and economic development in the Muskoka District, followed by experience as a CAO in Huntsville, Orangeville and Caledon. He was also the Commissioner of Corporate Services with the City of Brampton, President of Evanco Development, and Executive Director of the Association of Municipalities of Ontario (AMO).

Mr. Moyle served as a Board Member of the Headwaters Health Corporation and currently is a member of the municipal pension employers group, MEPCO.  Patrick has also served as an advisory to the Province during the realignment of services discussion in the 90's and most recently was an advisor on infrastructure matters during the Provincial Municipal Fiscal Services Review.

Patrick has recently established his own consulting practice, Patrick Moyle and Associates Inc. and also serves as a Senior Advisor with the Toronto office of StrategyCorp.

Since 2009, Town of Beaumont, the City of Leduc and Leduc County, AB, have been partners in offering Supervising for Results, a certificate program administered through MacEwan University.  The program enhances employee development in the areas of supervision and management at a greatly reduced cost when compared to similar training elsewhere.
 
 
Course fees and hosting duties have been shared between the municipalities and each year a graduation ceremony is held for those completing the program.  Graduates receive a certificate, as well as recognition from their municipal administration and council representatives.
 
 
Each year, human resource and training representatives meet with MU’s administration to evaluate the program and consider potential training opportunities.   In reviewing and refining the structure of the program, it was determined that a professional development opportunity for administrative support staff would be beneficial.   As a result, MU developed a refined Supervising for Results program and developed a new Administrative Excellence program for 2013.  It is being sponsored and hosted by Leduc County, with participation from six municipalities within the region. 
 
It is expected that all parties will continue to benefit from this educational opportunity – not only through the transfer of knowledge and information; but, in the relationships and cooperation that develop in this customized learning environment.

Depuis 2009, la municipalité de Beaumont, la ville de Leduc et le comté de Leduc, en Alberta se sont associés pour offrir le programme de certificat en supervision (« Supervising for Results ») géré par l’Université MacEwan.  Le programme perfectionne des employés en supervision et en gestion à un coût beaucoup moindre que celui d’une formation équivalente donnée ailleurs.

Les municipalités ont partagé les frais des cours et les tâches organisationnelles et chaque année on organise une cérémonie pour les finissants du programme. En plus de recevoir un certificat, ils ont droit à un hommage de leur municipalité et des représentants du conseil.

Chaque année, des représentants en ressources humaines et en formation rencontrent la direction de l’université pour évaluer le programme et les possibilités de formation.
Après avoir examiné et amélioré la structure du programme, on a jugé utile d’offrir une possibilité de perfectionnement au personnel de soutien administratif.

C’est ainsi que l’université a élaboré un programme de supervision amélioré et un nouveau programme en excellence administrative pour 2013. Il est parrainé et organisé par le comté de Leduc avec la participation de six municipalités de la région.

Toutes les parties devraient retirer des avantages de cette possibilité de formation, non seulement grâce au transfert de connaissances et d’information, mais aussi aux relations et à la collaboration qui s’établissent dans ce contexte d’apprentissage sur mesure.

The Logan Green Water Management System, one of the greenest water treatment plants in Canada, officially opened in Yorkton, SK in June 2012.   It provides improved water quality, substantial green space and six new sport fields, while responding to the demands of a growing community.

The Water Treatment Plant incorporates the latest technology, plus innovative, green ways to handle backwash water from regular flushing of the filter system.   Instead of backwash water being flushed into the sewage system for treatment, it moves through a series of settling ponds and natural wetlands to purify it, before gradually recharging the natural aquifer.  The plant is currently producing 1,100 cubic meters (1.1 million litres) of backwash water a day, with a maximum capacity 22,000 cubic meters (22 million litres) of water per day.  By using this process, some $3 million was saved on infrastructure costs and Yorkton expects to save $6.3 million in treatment costs over the life of the plant.   When completed, the site will also include substantial green space for public enjoyment and six new multi-purpose sports fields.   This new facility cost $33 million to construct and involved widespread stakeholder and community consultation and cooperation in planning and financing.  Funding came from the Government of Canada, Province of Saskatchewan and City of Yorkton.

Le système de gestion de l’eau de Logan Green, une des stations de traitement d’eau les plus écologiques du Canada, a été inauguré à Yorkton (Sask.) en juin 2012.  Il améliore la qualité de l’eau en fournissant un espace vert considérable et six nouveaux terrains de sport, en plus de répondre à la demande d’une communauté en croissance.

La station de traitement d’eau intègre la plus récente technologie en plus de moyens écologiques novateurs de traiter l’eau du lavage à contre-courant provenant du rinçage périodique du système de filtration. Au lieu d’être dirigée vers les égouts pour traitement, elle s’écoule dans une série de bassins de décantation et de terres humides naturelles pour être purifiée avant de recharger graduellement l’aquifère naturel.  La station produit 1100 m3 (1,1 million de litres) d’eau de lavage à contre-courant et sa capacité maximale est de 22 000 m3 (22 millions de litres) d’eau par jour.   Ce procédé a fait économiser 3 millions de dollars en coûts d’infrastructure en plus des 6,3 millions de coûts de traitement que Yorkton devrait éviter pendant la durée de vie de la station.  Une fois terminé, le site comprendra aussi de grands espaces verts dont la population pourra profiter et les six nouveaux terrains de sport polyvalents.
La construction de cette installation a coûté 33 millions de dollars et exigé d’importantes consultations avec les parties intéressées et la communauté en plus d’une coopération pour la planification et le financement.  Le financement provenait des gouvernements du Canada et de la Saskatchewan, et de la Ville de Yorkton.
