The 99th Annual ICMA Conference - September 22-25, 2013 in Boston, Massachusetts
The 99th Annual Conference of the International City/County Management Association (ICMA) will be held from September 22-25, 2013 at the Hynes Convention Centre in Boston, Massachusetts. The ICMA Annual Conference will provide a unique opportunity to meet and speak with your peers and practitioners in the field and to exchange ideas, strategies and to build partnerships. It is also an opportunity to meet with hundreds of public service experts on hand to offer creative solutions to the problems you face. This event has 300 top rated educational sessions with world-renowned speakers.

Host International Program for ICMA/ MMA: Becoming a part of HIP
Whether you are an international attendee or Host, HIP is a program offered to make the 99th ICMA Boston Conference more meaningful. It is a voluntary match between our international attendees and U.S. based City/County Managers with similar interests who are familiar with the conference process.
Hospitality is the primary focus of this program. The ICMA Conference is a very large event: the largest conference of public managers in the world. We are encouraging international attendees to register with HIP and be ‘matched’ with a manager familiar with the conference, so they can make the best use of their time and have the best possible experience in Boston.
The HIP program will be available in Boston from September 20-26, 2013. By signing up in advance the best possible match can be made between parties. Special arrangements can be made if necessary. All efforts are done on a volunteer basis through the Massachusetts Managers Association International Committee and the ICMA International Committee.

CAMA Past President's Report
We are pleased to share a report submitted by CAMA Past President Ron Shaw on the travel he made on behalf of CAMA throughout the past year.
AFOA Conference – Toronto, ON
Ron was pleased to travel to Toronto, Ontario in February 2013 to participate in the Aboriginal Financial Officers Association (AFOA) Conference, one of CAMA’s affiliate partners. In attendance at this event were finance and administrative officers, and some elected representatives from first nations across the country. This was an extremely well organized conference and had a very strong speaker component, including the Right Honourable Paul Martin.
CAMA sponsored a session at the Conference, entitled “Developing Municipal-First Nation Relations the Okanagan Way – The Story of Lake Country and the Okanagan Indian Band” presented by Mr. Mark Koch, Director of Planning and Development for the District of Lake Country and Mr. Robert Corman, Director of Economic Development of the Okanagan Indian Band.
We have cultivated a great relationship with AFOA, and there is still ground to be gained. They are committed to enhancing the training and professionalism of aboriginal leadership, and we are committed to building stronger relationships with our First Nations partners.
ICMA International Committee Meeting
From April 30th to May 3rd, 2013, Ron attended the ICMA International Committee Mid-Year Meeting and Study Tour in Copenhagen, Denmark. The Danish Association hosted the event in conjunction with their Annual Conference and provided CAMA with the opportunity to attend their opening ceremonies where the Danish Prime Minister addressed the audience and recognized ICMA’s attendance in English.
Many of the sessions highlighted the local issues and the local government structure in Denmark, as they take great pride in being a social welfare state. The Danish governments have gone through a significant restructuring and are working at creating efficiencies as a result of the amalgamations.
Mr. Shaw really enjoyed the Conference and Study Tour, and was particularly impressed with the extensive cycling infrastructure in Copenhagen. The number of bicycle commuters is staggering compared to North America. There are raised platforms on busy streets for cyclists, separate traffic lights at busy intersections and counters at key points to help plan for cycling improvements.

LGMA National Congress
Ron attended the Local Government Managers Australia (LGMA) National Congress in Hobart, Tasmania, from May 19th to 22nd, 2013. He appreciated that the organizers planned a breakout session on the value of a CEO, with the speakers being the Presidents of ICMA, CAMA and SOLGM (New Zealand). Mr. Shaw based his remarks on David Siegel’s excellent article entitled, “Leadership Role of the Municipal Chief Administrative Officer” where the successful CAO must be able to lead in three different directions: down (dealing with subordinates), out (dealing with residents’ groups, media and other governments) and up (Mayor and Council).
There were many highlights of note at this Conference - one interesting fact being that approximately 30% of the attendees were members of Council.
CAMA has very much in common with the Australian and New Zealand local governments both in structure and in terms of basic value systems in the provision and importance of local government services.

CityStudio is a unique collaboration between the City of Vancouver and the city’s six post secondary institutions. It is designed to engage and enable post-secondary students to actively support Vancouver’s
Greenest City 2020 Action Plan.
Launched in September 2011, the program supports Vancouver’s ambitious 10-point plan to become the greenest city in the world. The project has created an energetic hub of learning and leadership at Vancouver City Hall where students gain hands-on experience with complex real world problems, while co-creating Action Plan solutions.
In addition, CityStudio coordinates a large network of campus-based courses that focus learning, research and action on the “green” challenges confronting the City. The implementation of the Action Plan benefits from student enthusiasm and is complimented by leading-edge thinking from the post-secondary institutions involved.
In the past two years, CityStudio has involved 1,226 students and 39 faculty members in 51 courses at six Vancouver campuses. It has also involved 27 City staff and 60 community partners.
The project has contributed more than 40,000 hours of faculty and student research, learning and action towards Vancouver’s Greenest City Action Plan.
The first of its kind in Canada and unique around the world, the project has become an engine of innovation that will help Vancouver become the greenest city in the world by 2020. The program involves faculty and students from the British Columbia Institute of Technology, Emily Carr University of Art and Design, Langara College, Simon Fraser University, University of British Columbia, and Vancouver Community College.

CityStudio, une collaboration unique entre la Ville de Vancouver et les six établissements postsecondaires de la métropole, est conçu pour habiliter les étudiants du niveau postsecondaire à appuyer activement le plan d’action 2020 de la « Ville la plus verte » et de les faire participer.
Lancé en septembre 2011, le programme appuie un ambitieux programme en 10 points visant à faire de Vancouver la ville la plus verte du monde.
Le projet a transformé l’hôtel de ville de Vancouver en centre dynamique d’apprentissage et de leadership où les étudiants acquièrent une expérience pratique des problèmes vécus dans la réalité en plus de cocréer des solutions pour le plan d’action.
De plus, CityStudio coordonne un grand réseau de cours donnés sur les campus de façon à axer l’apprentissage, la recherche et les défis « verts » à relever sur le plan municipal. La mise en œuvre du plan d’action profite de l’enthousiasme des étudiants et de la réflexion de pointe des établissements postsecondaires visés.
En deux ans, CityStudio a fait participer 1226 étudiants et 39 professeurs dans 51 cours des six campus de Vancouver. Le projet a aussi reçu l’apport de 27 employés municipaux et de 60 partenaires communautaires.
