Solids Processing at the Okanagan Falls WWTP

The Regional District of Okanagan-Similkameen is requesting submission of Proposals from Proponents to prepare plans, specifications, design documentation, permit applications (federal, provincial, and/or local), environmental documents, design report, cost estimates, and any other required tasks. The Consultant will provide engineering, tendering, inspection and construction services, as well as project management, for the solids processing project at the Okanagan Falls Wastewater Treatment Plant.

The Regional District owns and operates the Okanagan Falls Wastewater Treatment Plant (OKFWWTP). The proposed solids upgrade project is funded from the Strategic Priorities Fund administered by the Union of British Columbia Municipalities (UBCM). The total grant received is $2.06 Million for all of the expenses associated with the engineering and construction of the new grit removal system and the dewatering system at the WWTP. No additional funding is available for this project.

Currently the OKFWWTP carries out thickening of the produced waste activated sludge utilizing a Dissolved Air Flotation (DAF) unit to about 3-4% solids. The thickened sludge (TWAS) is stored in underground-aerated tanks prior to septic trucks hauling the thickened sludge over 22 kms to the Penticton Wastewater Treatment (WWTP) Plant for further dewatering and processing. At the OKFWWTP Fermented Primary sludge (FPS) is produced in the Primary Fermenter then transferred into a separate underground–aerated tank where it is stored until it is hauled to the Penticton Advanced WWTP. The FPS is about 6-8% solids.

Submission of Proposals
Proposals may be submitted by email and/or hardcopy until the Closing Time specified. It is the Proponent’s sole responsibility to ensure its Proposal is received at the address or email set out above by the Closing Time. If submitting by hardcopy please enclose three (3) hard copies and an electronic copy on a memory stick.

The Proposals and their envelopes should be clearly marked with the name and address of the Proponent, the RFP program title, and be addressed to the following:

Proposals will not be opened publicly. The Proponent bears all risk associated with delivering its Proposal by electronic submission, including but not limited to delays in transmission between the Proponent’s computer and the Regional District’s mail system.

Proponents wishing to make changes to their Proposals after submission but prior to the Closing Time may do so by submitting the revisions by email or hard copy to the address above.

It also is the Proponent’s sole responsibility to ensure their revisions were received, at the e-mail or address set out above, prior to the Closing Time.

Proposals received after the Closing Time will not be considered or evaluated.

All inquiries related to this RFP are to be directed, in writing, to the following person. Information obtained from any other source is not official and should not be relied upon. Inquiries and responses providing new information will be recorded and distributed through an addendum.

Proponents shall carefully examine the RFP documents and shall fully inform themselves as to the intent, existing conditions and limitations which may affect their Proposal submission. No consideration will be given after submission of a Proposal to any claim that there was any misunderstanding with respect to the conditions imposed.

Proponents finding discrepancies or omissions in the Contract or RFP, or having doubts as to the meaning or intent of any provision, should immediately notify the above listed project contact. If there are any changes, additions, or deletions to the Proposal scope, conditions, or closing date, Proponents will be advised by means of an Addenda emailed directly to the Proponents from the Regional District. All Addenda is to become part of the Proposal Documents and receipt of Addenda should be acknowledged
by the Proponent in the submission.

Verbal discussion between the Regional District directors, trustees or staff and a Proponent shall not become a part of the RFP or modify the RFP unless confirmed by written Addendum. The Regional District shall not be responsible for Proponents adjusting their Proposals based only on oral instructions by any representative of the Regional District.


There is a MANDATORY pre-proposal meeting scheduled on Tuesday October 23, 2018. The meeting will begin at 10:00 AM local time at the Okanagan Falls Wastewater Treatment Plant, located at 300 Rail Road.

Proposals will not be evaluated from Proponents not in attendance at this meeting.
