1. Invitation to Proponents

This Request for Proposals (“RFP”) is an invitation by Ross River Dena Council to prospective Proponents to submit proposals to determine the feasibility of building a Community/Language/Cultural Centre in the Ross River (Tu Łidlini) area. An expert consultant is required to conduct a Needs Assessment/Feasibility Study to determine the function and purpose of the building, location, community needs and options.

Ross River Dena Council (RRDC) is part of the Kaska Nation whose territory extends through much of southeastern Yukon and into British Columbia and the Northwest Territories. The community of Ross River (Tu Łidlini) lies 360 kilometers northeast of Whitehorse near the junction of the Campbell Highway and the Canol Road near the confluence of the Pelly River and the Ross River.

The purpose of the proposed project is to determine the feasibility of building a Community/Language Centre in the area surrounding Ross River. An expert consultant is required to conduct community engagement, as well as consult with Government and industry, to determine the function and purpose of the building, community needs and its operational and capital cost feasibility. The consultant will be required to synthesize that information into a report that identifies and recommends different building options. RRDC operates in a community driven, consensus based decision making process. The community has a population of approximately 400 people.

The consultant will be required to meet with a Steering Committee to confirm goals of the study and other contextual issues related to the project.

The contract range is $40,000 - $50,000
