Benson Avenue Railway Grade Crossing Assessment

Competition No. 2018-1709

The District of Houston is seeking the services of a qualified consulting firm to undertake a Grade Crossing Safety Assessment for the Benson Road grade crossing. This assessment will be used to assess grade crossing improvements, specifically drop arms with signals, and the viability of pursuing whistle cessation in District boundaries.
Qualified proponents interested in responding to the RFP are required to do so in writing by Friday, July 27, 2018 at 2:00 P.M. Local Time. Submissions must be delivered with three hardcopies to the District Office by the closing time in a sealed envelope. No submissions will be accepted by electronic submission, i.e. e-mail to District staff or by facsimile. Any submissions sent in an unsealed envelope or not meeting the mandatory criteria will be automatically disqualified.

While it is anticipated that this Request for Proposal may lead to a Contract for the requested services, the District of Houston reserves the unfettered right to determine the next steps in the process which may include negotiation with the selected front runner(s), issuing a Tender or Request for Proposals to short listed Respondents only, issuing a tender or Request for Proposals to more than the intended number of short listed respondents, collapsing the entire process entirely or pursuing a different selection process altogether.
The District of Houston reserves the right to accept any qualified submission received, to reject any or all submissions, in whole or in part, to waive irregularities or formalities as deemed appropriate, and to request clarification of any submission
