Fall PD - Budgeting Best Practices for BC Local Government

This newly designed GFOABC course has been developed specifically with BC local governments in mind and in consultation with budgeting experts in BC and referencing GFOA budgeting best practices.

This one-day course that focuses on knowledge and techniques critical to preparing a local government budgets in BC. Using a combination of real cases and exercises, this course provides an overview of the budget development process, including best practices and techniques required in effective budgeting. Participants will also have an opportunity to network with colleagues to share best practices and to discuss budgeting challenges in local governments of all sizes.

This course will focus on the tools and topics important in understanding budgeting for regional districts and member municipalities. In addition, participants will analyze the politics of budgeting, various revenue forecasting methods, capital programming concepts, public involvement, expenditure analysis of actuals, budget systems, and other topics relevant to developing, implementing, and monitoring budgets.

Objectives: Peer learning and networking with colleagues from other GFOA BC member governments is an integral part of this course. Additionally, those who attend will benefit from a new and improved understanding of the following:
  • BC local government budget process
  • PSAS accounting principles and how they relate to the budget
  • Revenue and expenditure analysis for purpose of improving the budget
  • Working with operating departments to develop goals and budget requests
  • Types of data and documents used for the budget
  • Linking the capital and operating budgets
  • Communicating, presenting and adopting the budget
