This is supervisory work involving responsibility for completion of City payroll, financial payroll postings and all required third party remittances using an integrated ERP system. An incumbent of this class plans, assigns, trains, supervises and checks the work of subordinates engaged in clerical tasks; reviews, develops and documents payroll procedures; applies and advises on various acts, regulations, policies and procedures regarding payroll compliance in consultation with the Payroll Manager; assists with administering provisions of a variety of collective agreements; participates and makes recommendations involved with improving automation of payroll and resolving technical issues to ensure effective utilization of the City’s ERP system; creates a variety of financial reports used by finance for analysis and budgeting; reconciles and balances payroll and related general ledger accounts; assists financial, payroll staff and managers with understanding cost allocations and financial payroll postings. Considerable independent judgment and action are exercised by the incumbent in meeting required deadlines and in applying a variety of laws, regulations and policies pertaining to payroll preparation. Performs related work as required.
Qualifications include Grade 12 supplemented by completion of the payroll compliance manager (CPM) certificate, and a certificate in Accounting, plus considerable related experience of a supervisory nature in computerized payroll processing work or an equivalent combination of education, training and experience. Thorough knowledge of Federal and Provincial laws, City regulations and policies and collective agreements as applicable to salary and wage administration. Thorough knowledge of the City's enterprise system HR, Payroll and Timekeeping modules; and of the methods, practices and principles involved in the preparation, calculation, data entry and processing of salaried and hourly payrolls. Ability to establish and maintain effective working relationships with a variety of internal and external contacts at all levels of the organization in matters related to the work. Ability to host meetings and deliver presentations regarding payroll. Canadian Payroll Association CPM Certification is required.
