Planner 2 (Development Planning)(12-Month Temporary Full-Time)

We are looking for a Development Planner 2 to lead complex planning projects through the application process. Projects range in scope from subdivision applications through to complex higher-density, mixed- use applications that include amenity negotiations and preparation of recommendations for approval or denial. These positions may involve in-depth research on development-related special projects and formulation of policy recommendations. Under the direction of the Section Manager of Development Planning, you will work to ensure project conformity with applicable Municipal Law and the District’s objectives and bylaws including land use designations, environmental protection, community benefits, transportation management, housing strategies, and economic development goals.
In your professional capacity you will participate in community and other related meetings to provide advice, information, and explain policies and procedures related to projects. You will liaise with a variety of internal and external contacts and groups concerning general planning issues and development applications. You will review planning issues involved in your development files and will coordinate the work of municipal staff to ensure the timely and efficient processing of subdivisions, development permits, rezoning applications and OCP amendment applications.
You have University graduation in urban planning or a related discipline supplemented by a post graduate degree in Community or Regional Planning with considerable municipal application processing experience of progressively complex development proposals. You are a member or eligible for membership in either the PIBC or CIP. Your development planning experience includes understanding of planning, architectural and legal best practices applicable to a range of mixed-use and medium to high density developments including the implementation of sustainable development principles, community engagement, and project management. A thorough knowledge of the various regulations, legislation and legal frameworks that regulate development and subdivision applications is essential to this position. You excel in a team environment and have excellent leadership, customer service, time management and problem solving skills. You have a proven ability to process complex development applications, preferably at the municipal level, and demonstrate skills necessary to do so in a timely and efficient manner.
The pay range for this unionized position is $46.75 - $55.35 per hour (2019 rates) based on a 35-hour work week.
