Main Purpose & Function
The award-winning False Creek Neighbourhood Energy Utility (“NEU”) has a vacancy for a Project Engineer to assist with the expansion and operation of the City’s low carbon district energy system.
The NEU is an innovative low-carbon district heating system that provides space heat and domestic hot water to buildings in the False Creek neighbourhood. This system, which is owned and operated by the City of Vancouver, sources most of its energy from waste heat recovered from untreated sewage. It is the first of its kind in North America and has been the recipient of a number of awards. The NEU currently serves 5.7 million square feet of customer building floor area, and is forecast to grow to 22 million square feet by 2035. This system growth will require the addition of new sewage heat recovery capacity, boilers, hot water distribution pipes and energy transfer stations.
In addition, the NEU is working to transition to 100% renewable energy by 2030. This goal forms part of “Big Move 4” in the City’s Climate Emergency Response.
Reporting to a Senior Engineer, the Project Engineer provides the following key functions:
- New Neighbourhood Energy Infrastructure Development: perform energy demand analysis, conceptual design, cost estimating, site services, design reviews, development and construction coordination, project management, and other related activities.
- Neighbourhood Energy Operations: analyze system performance to improve efficiency and reliability, respond to customer issues, and other issues.
Specific Duties & Responsibilities
New Neighbourhood Energy Infrastructure Development
- Supports the neighbourhood energy expansion planning including developing energy demand analysis, GHG forecasting, evaluating options for increasing low carbon energy generation capacity, performing extension tests and conceptual design of new systems, and updating and running scenarios in the NEU financial rate model.
- Provides project management function with respect to capital expansions, including expansions of the energy generation capacity, pipe network and service connections.
- Assists in the oversight of contractors and consultants and the management of contracts.
- Reviews designs developed by consultants to ensure conformity to City standards and specifications; during construction, ensures new infrastructure conforms to designs/specifications and recommends design changes required to respond to field conditions.
- Reviews building mechanical design by developer to ensure conformance to neighbourhood energy connection standards.
- Estimates costs and schedule requirements of planned infrastructure, and analyzes costs of newly built infrastructure.
- Analyzes energy demand and GHG emissions data from existing customers to inform infrastructure and business planning.
- Coordinates infrastructure development with other Engineering Services infrastructure branches.
Neighbourhood Energy Operations
- Collects system data and analyzes system performance, with a focus on improving efficiency and reliability.
- Responds to technical issues that arise in day to day operations
- Researches and suggests changes to equipment, control systems, operating protocols to ensure reliable, safe and efficient services.
- Responds to customer/stakeholder inquiries regarding the system.
- Engages in customer outreach to stratas, businesses, property managers, etc. to keep them informed regarding NEU services and value.
- Other duties/responsibilities as assigned
Education and Experience:
- Bachelor's Degree in Engineering, preferably with a focus on Mechanical, Civil, Environmental, Chemical or Process Engineering
- Master’s degree in clean energy or sustainable energy considered an asset.
- Registration or eligibility for registration as a P.Eng. or as an EIT with EGBC required
- A minimum of 4 years of recent related experience
- Experience in designing energy systems required; experience in hydronic heating/cooling systems and in green buildings would be an asset
- Experience in utilization of SCADA systems and other analytical tools to evaluate and optimize system performance and efficiency
- Experience in developing and managing budgets for infrastructure capital works.
- Experience in procuring and managing technical consultants to deliver projects and studies
- Experience in project and construction management; accredited project management training (e.g. PMP certification, tertiary qualification) would be an asset
Knowledge, Skills and Abilities:
- Engineering knowledge related to industry best practices for energy systems
- Practical knowledge of infrastructure planning and asset management principles
- Knowledge of standard office software applications
- Strong analytical skills and a demonstrated ability to anticipate and manage multiple interacting and technically complex issues
- Strong organizational and time management skills
- Ability to work collaboratively in a dynamic team environment with little supervision
- Ability to build and maintain excellent working relationships with the public, outside agencies and other employees
- Proactive/professional in addressing questions and concerns from stakeholders in a timely and effective manner
- Excellent written and verbal communication skills with a variety of interested parties
