Director of Engineering and Operations

(Full-time Exempt position)

The City of Parksville has an opening for a full-time Director of Engineering and Operations to join our senior leadership team to facilitate the achievement of the City’s strategic and operational objectives. The Director reports to the Chief Administrative Officer.

For this critical high level role, we are seeking a highly motivated, self-starting individual, with exceptional technical competence coupled with exemplary leadership and management skills. The Director will provide operational leadership to ensure the effective management and delivery of capital projects; oversee operational maintenance and long term development of municipal parks, trails and city-owned facilities; deliver efficient water / storm and sewer utilities functions; ensure safe and continuous supply of drinking water; provide appropriate management of the City’s fleet and equipment; and oversee the construction, operation and maintenance of roads and sidewalks.

This role will provide fulfilment to a professional who understands the complexities of local government and relishes working in a collaborative, fast paced, team environment. Responsibilities include both contributing to broad organizational strategy at the senior level and providing oversight and assistance with the day-to-day provision of full spectrum of engineering and operation services. Direct reports include a Manager of Parks and Facilities; Manager of Operations; Manager of Infrastructure; and a Development Engineer / Project Manager.

The ideal candidate will possess a Professional Engineer (P.Eng) designation and be in good standing with the Association of Professional Engineers and Geoscientists of BC; a university degree (preferably at a Master’s level) in civil or other related engineering field; and a minimum of 10 years’ progressively responsible municipal experience, including successful management of major capital projects and formal people management experience in a unionized setting. A Professional Project Management Professional (PMP designation is an asset.
