Scope
The Buyer 2 will be responsible for performing full cycle purchasing work of a complex and responsible nature through a competitive bidding process, as well as processing requisitions and purchase orders.You will advise and assist departments on purchasing matters and will be responsible for the purchase of goods and services in a timely, cost effective manner.

As the successful candidate, you will solicit tenders, proposals and quotations on behalf of user departments; prepare appropriate contracts, correspondence and reports as deemed necessary.You will also respond to inquiries from the public, suppliers, City staff and others as well as maintain purchasing records and documentation.

Responsibilities

  • Liaise with the City's business units and assist with developing strategies for the procurement of consulting services, goods and services, and construction.

  • Coordinate, prepare, and issue tender documents, request for quotations, requests for proposals, contracts, purchase orders, change orders, and other contract or project related administrative documents.

  • Will facilitate the evaluation of quotations, proposals and tenders, negotiate with vendors, and obtain City business unit approvals.

  • Manage all administration from original requirements to contract close-out, to keep paper moving.

  • Ensure that all documents and processes are in compliance with the City's purchasing policies, guidelines and follow operational procedures.

  • Maintain regular status reports, tracking log updates, schedule updates, and other related documents.

  • Develop client relationships in a manner consistent with City's client centric approach.

  • Problem solving—the individual identifies and resolves complex problems in a timely manner and gathers and analyzes information skillfully.

  • Strong interpersonal and excellent communication skills, including written, verbal & presentation skills.

  • Ability to handle multiple projects concurrently in a time sensitive manner.

  • Ability to cooperate and commit in a team environment to achieve goals and deliverables.

  • Have sound knowledge of public purchasing practices, procedures, functions, good knowledge of municipal standards and familiarity with a variety of MS Office software packages related to the work.


Qualifications

  • Completion of grade 12 supplemented by completion of Year 2 of the Supply Chain Management Professional  (SCMP) program from the Purchasing Management Association of Canada or an equivalent combination of training and related experience in purchasing. 

  • Considerable experience in City of industrial purchasing and materials management.

  • A valid BC Driver’s License with a safe driving record.
