Full-Time Bylaw Enforcement Officer

The City of Fernie is inviting applications for the position of Bylaw Enforcement Officer. This is a union position, reporting to the Director of Fire and Emergency Services. This position will provide bylaw enforcement and animal control services to the community. The Bylaw Enforcement Officer will be required to work 7 hours per day, five days a week. The hours of work will generally be between 8:00 a.m. and 4:00 p.m., Monday to Friday. The Bylaw Enforcement Officer may be required to work irregular hours and schedules due to the nature of the duties of the position.

SCOPE OF RESPONSIBILITIES:
  • Ensuring compliance with all City Bylaws
  • Responding to public complaints/inquiries
  • Performing field/site inspections with respect to unsightly premises
  • Land use and zoning infractions
  • Sprinkling/burning regulations
  • Illegal dumping violations
  • Animal control functions
  • Parking violations
  • Preparing reports for Council/Administration
  • Issuing tickets (MTI)
  • Business Licensing
  • Other related duties as required

MINIMUM QUALIFICATIONS:
  • Must possess a valid Class 5 BC Driver’s Licence
  • High School Diploma
  • Level One Bylaw Enforcement and Investigative Skills Course Certificate or Bylaw Enforcement Officer 1 Certificate or equivalent certification through RCMP or Municipal Police Training
  • 1-3 years of local government and enforcement work or an equivalent combination of training and experience.

PREFFERED QUALIFICATIONS AND SKILLS:
  • Ability to deal with confrontations in a professional and courteous manner
  • Strong written and oral communication skills
  • Well-developed report writing and record keeping skills
  • Ability to interpret maps and legal descriptions
  • Sound knowledge of local Government bylaws, and associated Provincial and Federal statutes, including the Local Government Act and Community Charter
  • Ability to operate a networked personal computer and operate computer software programs utilized within the department
  • Ability to represent the City at Court hearings
  • Ability to deal in a confident and humane manner with wild or domestic animals
  • Demonstrated ability to work independently with minimal supervision

The successful applicant must provide an RCMP criminal record/background check and current driver’s abstract. The rate of pay for this position is $36.51 per hour, in accordance with the CUPE Local 2093 Collective Agreement.
