Chief Financial Officer
We are seeking a dynamic individual who will provide leadership to the Finance department, as well as provide guidance to senior managers and directors across multiple departments at the District of Squamish. This position plays a significant role working closely with the members of the Senior Leadership Team to achieve the long term strategic vision of the organization.
The District of Squamish has made a significant investment by implementing modern, connected, enterprise-wide systems as part of a multi-year Technology Transformation program. The CFO will work closely with the TTP Project Manager to ensure the successful implementation and leadership of our new Finance System, Unit4 Business World.
Key responsibilities will be varied and include:
- Working with the senior leadership team provide progressive, strategic financial advice to the Chief Administrative Officer and Council.
- Working collaboratively with senior leaders throughout the organization to achieve the Strategic Plan.
- Leading the development and continual improvement of District financial standards, policies & operations.
- Leading the Finance department to apply best practices and provide excellent service to the organization and community.
- Ensuring through effective finance processes legislated accounting and reporting is achieved.

The Chief Financial Officer is a key member of the senior leadership team at the District of Squamish. This position provides long term strategic financial vision to the organization. Additionally, the Director of Financial Services is responsible for the statutory duties of financial administration under the Community Charter and Local Government Act and the efficient service delivery and operation of the Financial Services Department.

MAIN DUTIES AND RESPONSIBILITIES

- Follows the District of Squamish’s Customer Service Guidelines to ensure the Delivery of Outstanding Service.
- Maintains courteous and positive public relations with customers, including residents of the community, representatives of organizations and other District staff, by delivering quality customer service.
- Ensures that all financial matters are conducted in accordance with the: Community Charter and Local Government Act, Provincial and Federal Legislation, and District of Squamish Policies and Bylaws.
- Provides strategic financial leadership to the Chief Administrative Officer and Council.
- Recommends and delivers proactive policy.
- Provides leadership, direction, evaluation and supervision of Financial Services Department staff. Assures the effective utilization of staff through training, coaching, development and motivation.
- Maintains direction of Financial Services Department operations to ensure delivery of a high standard of service that meets Council's standard.
- Ensures, through finance team, that financial matters are recorded according to Generally Accepted Accounting Principles for local government.
- Leads Finance staff to meet all required Financial Functions.
- Provide expert leadership and guidance to the Finance department on all financial functions, including direction and control of financial reporting, accounting, departmental budgeting, revenue collection, and expenditure control functions.
- Manages municipal insurance policies and claims; liaises with Municipal Insurance Association including reporting and monitoring of claims;
- In conjunction with the Information Technology Department, approves and provides guidance on the design and required functionality of the computerized financial systems using cost-effective combinations of in-house and contracted programming expertise.
- Provides interpretations, assessments and evaluations of bylaws relating to financial matters; proposes and prepares finance related bylaws or amendments as required.
- Participates on committees as assigned by Council and the Chief Administrative Officer to represent the Municipality's interests, gather and provide input on finance matters or act as a resource person.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Proven leadership competencies as outlined above Ability to influence proactive strategy and effectively manage change.
- Excellent interpersonal and communications skills and ability to deal with people in a professional manner.
- Excellent knowledge of financial and auditing principles and practices; internal control systems and procedures; and municipal budgeting skills.
- Thorough knowledge of and experience complying with the Community Charter and Local Government Act, related statutes, laws, regulations and precedents respecting Local Government.
- Ability to lead and supervise staff and maintain good working relationships with City officials, other personnel and the public.
- Good knowledge of personnel and industrial relations practices.
- Advanced computer word processing skills and thorough knowledge of Microsoft Office including MS Word, Excel and Outlook and Financial Software programs.
REQUIRED TRAINING, EDUCATION, AND EXPERIENCE
- Valid BC Class 5 Drivers License
- Grade 12
- Minimum of five years progressive financial management experience at a senior management level
- Relevant financial management experience within public or municipal administration an asset
- Chartered Professional Accounting Designation (CPA) is required
- Local government specific education or training through an accredited institution an asset
- Relevant Post-Secondary Degree
An equivalent combination of education, training and experience.
Hours of Work:
Monday to Friday, 70 hours bi-weekly.
