Main Purpose and Function
The Policy Analyst will support the development and implementation of policies and bylaws in the Licensing and Community Standards division. This includes supporting the development of public policies, programs and strategies related to the multi-disciplinary services delivered by the department.
The successful candidate will possess a mix of creative thinking and analytical skills, work closely with internal staff and external stakeholders and represent the department and City in meetings.
Specific Duties and Responsibilities
Reporting to the Licensing & Community Standards Policy Manager, the position will play a key role in conducting research, preparing analysis, and developing policies, procedures, and by-laws. The scope of work includes a broad range of regulations, including the License By-law, Noise Control By-law, Vehicles for Hire By-law, Animal Control By-law and others.

The position is expected to:
  • Research best practices from comparative jurisdictions
  • Collect, analyze and present data
  • Manage surveys and questionnaires
  • Prepare graphic presentations and maps
  • Lead staff working groups
  • Organize and facilitate public participation processes
  • Prepare comprehensive reports and recommendations
  • Liaise with other internal City departments, Federal and Provincial agencies and the public
  • Provide verbal and written advice to the public, Council and/or other staff; all of which will result in the development of new policies, procedures and /or programs
  • Develop written and verbal recommendations and prepare and deliver presentations to Council and the public
  • Represent the department and/or City in meetings with other departments or agencies
  • Other duties/responsibilities as assigned
Education and Experience:
  • Completion of a University degree or a related combination of education and experience in planning, public policy or related discipline.
Knowledge, Skills and Abilities
  • Considerable knowledge of research techniques and analysis used in developing policies and regulations.
  • Considerable knowledge of the regulatory process, policies and regulations in a municipal setting.
  • Demonstrated ability to work independently and in teams, and to liaise with other employees, officials and the public.
  • Ability to complete assignments using sound professional techniques and considerable independent judgment, to manage multiple priorities, and to meet changing deadlines.
  • Experience performing complex policy studies.
  • Demonstrated ability to prepare comprehensive reports and make presentations.
  • Good working knowledge of the relevant City by-laws and City computer systems.
  • Excellent written and verbal communication, presentation and interpersonal skills.
  • Excellent information, data management and analytical skills.
  • Strong organizational skills and the ability to adapt to priorities.
  • Ability to work in a fast-paced environment and manage competing pressures.
  • Ability to be resourceful to obtain data and research within existing frameworks.
  • Ability to use MS Office Suite, MapInfo, InDesign and/or Photoshop is an asset.
A current and valid Class 5 BC Driver’s License. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities.
