Manager, Budgets and Taxation
If you understand the broad finance and budgets needs of a complex organization, have solid experience working with budgets, strategic financial planning, and corporate reporting, preferably in a government setting, then we have the perfect opportunity for you.
Reporting to the Director of Finance, the Manager, Budgets and Taxation is responsible for organizing and leading the financial planning and taxation functions; leadership of professional staff in the functions of capital, operating budgeting and taxation and revenue collection. The Manager leads and works in collaboration with the directors and senior managers within the City departments engaged in the budgeting and planning for city services and capital investments and prepares funding bylaws for the approval of council.
The successful candidate will possess a Chartered Professional Accounting (CPA) designation plus a Bachelor’s Degree in Business Administration, Commerce or Economics with a minimum of ten (10) years of experience in financial planning and analysis, preferably with experience in managing budgeting processes. A minimum of five (5) years of experience at the management level preferably in municipal government, or an equivalent combination of education, training and experience. This role requires thorough knowledge of Canadian Public Sector Accounting Standards, the Community Charter, and the Local Government Act pertaining to financial accounting, reporting and municipal budgeting; policies, rules, regulations and legal requirements of the Community Charter related to the work; financial management principles including controls, mitigating risk, contractual and legislative obligations.
The role is solution focused based on strategic and analytical problem solving. The successful candidate will have the ability to anticipate trends and create innovative strategies and flexible plans; supervise, direct, lead, coach and motivate the work of staff; establish priorities, set and meet goals and to accomplish objectives; organize and manage a variety of competing deadlines within time and budget constraints; maintain effective communication between Finance and staff in other divisions and departments to ensure input into the development of effective financial policies and procedures; foster the development of management practices which focus on continuous improvement in the activities of the department; and to establish and maintain effective working relationships with managers, employees, unions, elected officials and a variety of outside agencies. The ability to manage competing priorities in a fast paced, dynamic environment is essential.
With excellent communication skills and considerable leadership experience you will work with elected officials, clearly present written and verbal information, manage complex problems to resolution, and develop effective working relationships with City Council, employees, other departments, agencies, the private sector, and the public. You have strong proven negotiation, mediation, and facilitation skills as well as a demonstrated commitment to change and process management.
