City of Burnaby – Business Advisory Services is seeking a regular full-time Senior Business Advisor (SBA). The Business Advisory Services (BAS) assist the City in achieving its Corporate Strategic Objectives through risk based assurance and advice. Reporting to the Manager, BAS this role is responsible for leading and delivering complex internal audits, advisory projects, system implementation initiatives and special reviews, as part of the Risk Based Advisory Plan. Responsibilities include developing project scope, performing test procedures, effective coordination with stakeholders, providing directions and guidance to team members and preparing advisory and audit reports reflecting the results of the work performed. The work performed will include coverage of operating business units and focus on operational, information technology and financial processes. Additionally, the SBA performs follow-up on the implementation status of outstanding recommendations. The SBA will also assist the Manager, BAS with periodic reporting to the Director Finance, development of the risk based annual advisory plan, and champion internal controls and corporate governance concepts throughout the business.

Qualifications required include a degree in business or related discipline; professional accounting and auditing designation e.g. CPA and Certified Internal Auditor (CIA) or Certified Information Systems Auditors (CISA); and at least 7 years of operational, information technology and financial audit/advisory experience with a large, complex organization. Relevant and equivalent combination of training and experience can be considered.  Certified Fraud Examiner (CFE), Certificate in Risk Management Assurance (CRMA) or Project Management Professional (PMP) certification would be an asset.   

The role requires extensive knowledge of International Professional Practices Framework (IPPF), auditing standards, public sector accounting standards, Generally Accepted Accounting Principles (GAAP), Risk Management frameworks, and subject matter expertise on risk management methodologies. In-depth knowledge and expertise in Financial Enterprise Reporting (ERP) Systems, Automated Audit management software, Data analysis software, Robotic process automation, Power BI, MS Office Applications (Visio, PowerPoint, Word and Excel). Working knowledge of Information Security Framework issued by International Standardization Organization (ISO), BC Office of the Chief Information Officer, National Institute of Standards & Technology (NIST); Freedom of Information and Protection of Privacy Act (FOIPPA) and General Data Protection Regulation (GDPR). Working knowledge of related statutes, regulations, and bylaws, including but not limited to the Community Charter, Local Government Act, Employment Standards, Financial Information Act and Canada Revenue Agency regulations.

This role requires the ability to plan, coach and motivate staff; establish and maintain effective working relationships with senior managers, employees, elected officials and a variety of outside individuals and agencies; advanced business acumen with the ability to think outside the box and identify improvement opportunities while not losing sight of the big picture, establish priorities, set goals and manage a variety of competing deadlines within time and budget constraints;; develop solutions to business problems based on strategic and analytical problem solving; anticipate trends and create innovative strategies and flexible plans; and prepare and deliver appropriate, clear and concise communications, both orally and in writing to a range of internal and public audiences. Driver’s License for the Province of British Columbia is required.
