Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. In 2009, the Tsawwassen First Nation Final Agreement came into effect – this treaty was the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. The Treaty provides us municipal, provincial and federal types of jurisdiction over a land base of 724 hectares.

Tsawwassen First Nation is a full member of Metro Vancouver, the first First Nation to do so.  We are now going through a period of revival and renewal as we plan our future and seek opportunities to sustain our growth physically, economically and culturally, for present and future generations.

Position Summary
This is a technical and administrative position providing support and assistance to senior staff and performing technical work related to the completion of a variety of City engineering activities and projects.

Specific Responsibilities
  • Perform administrative duties in project management, planning, coordinating, reporting, monitoring, policy interpretation, and cost control.
  • Assist senior staff with the preparation, development, review and implementation of departmental policies, practices and procedures, capital work and maintenance programs.
  • Assist senior staff in the selection and management of consultants and contractors.
  • Coordinate designs, detail drawings, specifications and project estimates.
  • Collect and analyze data.
  • Review design and contract prepared by consultants.
  • Assist with purchasing and procurement (e.g. requesting quotes and preparing purchase requests).
  • Assist with preparing specifications, contracts, tender documents, and evaluating bids from contractors.
  • Perform field inspections as required.
  • Provide direction to contractors and coordinate with maintenance personnel.
  • Respond to inquiries from staff, contractors, consultants, and the public.
  • Assist at public meetings, liaise with outside agencies, and prepare reports.
  • Assist with asset management.
  • Other duties as required.
  • May be required to assume other responsibilities during emergencies in the municipal environment.

Working Conditions
Work is performed primarily indoors in an office environment. Off-site travel is occasionally required for meetings, field inspections, and attending conference and training events.

  • Either completion of a 2-year diploma in Civil Engineering from a recognized post-secondary institution with minimum 4 years of engineering experience, or eligible for registration as an Engineer-in-Training with the Engineers and Geoscientists BC (EGBC).

Knowledge, Skills and Abilities
  • Proven ability to communicate effectively both orally and in writing.
  • Good organizational skills and the ability to deal with workloads, frequent interruptions and changing priorities.
  • Strong attention to details.
  • Ability to understand and interpret engineering plans and specifications.
  • Ability to prepare contracts for engineering projects.
  • Ability to coordinate projects including control and monitoring of consultant's and contractor's work and performance.
  • Ability to develop specifications and contracts under minimal supervision.
  • Ability to work independently and make appropriate decisions.
  • Knowledge of Master Municipal Construction Documents (MMCD).
  • Working knowledge of AutoCAD and Civil3D.
  • Strong experience with Microsoft Office Suite (Outlook, Word, and Excel).
  • Valid Class 5 BC Driver’s License and the use of a reliable personal vehicle.
