Reporting to the Deputy Director, IT Business Solutions and Support, the Assistant Director (AD), Corporate Systems is responsible for the acquisition, implementation and operational support of internal corporate and citizen facing software applications. This position works in partnership with senior management across the City to ensure business solutions are envisioned, architected, implemented and managed in a cohesive and integrated manner to meet and exceed the needs of City departments and citizens. Responsible for managing the entire lifecycle of a business applications portfolio including SAP, Tempest, other commercial-off-the-shelf packages, and legacy systems. Leads, facilitates, and maintains business-oriented application system road-maps in close collaboration with City departments. Prov i des executive level program, business va l ue and risk management oversight to their portfolio of strategic ideation, implementation projects and sustainment activities. This includes strategic planning, technology leadership, and fostering and evolving strong internal and external business partnerships. Works both independently and in collaboration with personnel in other IT divisions and key departments to deliver quality products and services across the City with minimal disruption to day-to-day business processes. Collaborates closely with the corporate City departments such as Finance (including supply management) and Human Resources while serving all departments in some capacity. Plan, direct and manage the work of professional, functional, and technical team leads and resources engaged in the design, implementation and support of business application solutions.

The ideal candidate for this role brings a diverse and proven background of direct senior IT applications management experience. A background in leading a complex enterprise level applications development and support organization with experience in the business application architecture, implementation and integration of complex, multi-phase programs and projects including ERP (SAP) and business process transformations enabled by integrated technology is essential. Listens and facilitates effectively to elicit and identify fundamental business requirements and transform such into intuitive, “future proof” and resilient business application solutions in a “buy and integrate” paradigm. Proven track record of optimizing business processes and enhancing end-user/customer service and engagement through the delivery of suitable and appropriate software solutions. Pragmatic and proven record to negotiate successful outcomes with diverse stakeholder groups and external agencies and vendors. Consistently follows through and collaborates with all stakeholders to effect positive buy-in and change to deliver results and increase the levels of service of the Information Technology Department. Strong people orientation and coaching style in guiding and coaching staff to progress their delivery, outcomes and professional career development.

A university degree in Computer Science, Information Technology, Business Administration, Public Administration or a related field is required with a minimum of seven years of recent related experience in a senior IT business applications management level; or a Master’s Degree in Computer Science, Information Technology, Business Administration, Public Administration and a minimum of five years of direct IT business applications management experience in a similar complex technical environment with the same scope of responsibilities. Certification in project management, process engineering, IT service management or software development lifecycle methodologies and proven experience with an enterprise resource planning platform such as SAP is highly desirable. Executive-level communication skills are required, as well as the ability to nurture and evolve strong relationships at all levels internally and with key business partners.
