Deputy Director, Community Safety Unit

$76,200.06 - $105,700.02 annually

Cannabis legalization represents an historic shift in public policy. British Columbia has prioritized the goals of protecting children and youth, promoting health and safety, keeping the criminal element out of cannabis, keeping our roads safe, and supporting economic development.  The Community Safety Unit, operating within the Ministry of Public Safety and Solicitor General, is charged with the responsibility of conducting inspections and investigations of unlicensed cannabis retailers and related operations to ensure compliance with federal and provincial cannabis laws. 

The Deputy Director of the Community Safety Unit plays a key leadership role in the administration and delivery of a province-wide, complaints-based regulatory compliance and enforcement program with an initial focus on the illegal retail sale of cannabis without a license and other related activities. The Deputy Director oversees the Administrative Monetary Penalty program, the associated hearings processes ensuring that hearings are adjudicated in a professional and efficient manner and in accordance with the principles of administrative fairness and the relevant law and regulations. The Deputy Director ensures that effective processes are in place to receive and follow-up on complaints and also leads the development of original policy for the Community Safety Unit. The leadership provided by the Deputy Director ensures that the objectives of the legislation are upheld, including protecting public health and safety, preventing young people from accessing cannabis, and deterring criminal activity.

Qualifications for this role include:
  • Degree (preferably post-graduate) in a related discipline such as administrative law, social sciences, or criminology, or an equivalent combination of related education and experience.
  • Minimum of three (3) years of related and recent experience managing legislative or policy projects and implementing policy decisions.
  • Experience preparing briefing materials and briefing senior officials.
  • Experience developing and managing human resources.
  • Demonstrated experience in applying the principles of administrative fairness and natural justice.
  • Demonstrated experience in developing good relationships with internal/external stakeholders to build partnerships and collaborative arrangements to help the organization achieve goals and to enhance its profile.
  • Experience in developing, managing, and evaluating strategic and business operational plans, strategies, and priorities with clear and measurable performance outcomes.
  • Preferred experience working in a regulatory compliance and enforcement program ensuring compliance with provincial or federal regulatory frameworks.
