The City of New Westminster is seeking a qualified Asset Management & Project Engineer. Reporting to the Manager, Infrastructure Planning, you will actively lead, coordinate, advise and contribute in the continuous advancement of the Corporate Asset Management program. As the asset management lead, you will work with staff from various departments who oversee infrastructure and consultants to ensure assets are managed consistently within the corporate Strategic Asset Management framework and industry standards.

You will also conduct research, liaise with external practitioners/experts and introduce practice changes as the City transitions to a formal state of asset management. This role will also include analytical work; working closely with financial and GIS staff to prepare long term financial forecasts and provide asset management reporting to a steering committee and Council.  

The Asset Management & Project Engineer will also prepare, update and manage the City’s Development Cost Charge Program; develop and update various engineering bylaws; sustainable design criteria; engineering policies and standards, etc. You will manage budgets of assigned projects and also oversee the work of consultants and contractors.

In addition, you will be responsible for researching and preparing a variety of reports and correspondence for departmental, committee and council meetings; participating in the formulation and implementation of policies and procedures; monitoring, representing the Infrastructure Planning Division on various committees, task forces and in council meetings; and other duties as required.  

REQUIREMENTS:
  • Completion of a University degree in Civil Engineering or a related discipline, plus a minimum of 5 years of experience in a municipal engineering field, or an equivalent combination of education/training and experience.
  • Registration or eligibility for registration as a Professional Engineer with EGBC. 
  • Knowledge of the practices and techniques of civil engineering and construction work. 
  • Knowledge of the relevant policies, rules, legislation, bylaws, regulations and procedures, especially in the land development process.
  • Knowledge of municipal infrastructure including water, sewer, drainage, transportation design and construction standards.
  • Knowledge of project management in the municipal engineering field.
  • Ability to take initiative and manage projects with limited supervision;.
  • Ability to communicate and effectively present ideas and concepts to all levels within the organization.
  • Ability to establish and maintain effective working relationships with internal and external contacts.
  • Ability to problem solve and analyze information in order to make complex technical computations and assessments.
  • Valid BC Driver’s License for the Province of British Columbia.
