Main Purpose and Function

The Senior Mechanical Engineer is a management position that provides technical, management, leadership and financial expertise and oversight to the reporting unit. The position is responsible for comprehensive asset management of the City’s 4,500 unit vehicle and equipment fleet, ranging from small equipment, automobiles, light and heavy duty trucks, to heavy equipment. This position is responsible for overseeing engineering works, fleet investment decisions and budgeting, preventative maintenance program development, leading the development of strategic initiatives & fleet innovation and development and execution of the City’s green fleet plan. The position also provides fleet related technical expertise to internal departments and to senior management across the City.

Specific Duties and Responsibilities
  • Lead analysis of operating costs, downtime & minimum service levels to determine optimum financial lifecycles for fleet & equipment
  • Provide oversight & guidance for development of capital replacement & maintenance programs for fleet & equipment
  • Provide oversight & guidance for development of technical requirements for replacement of fleet & equipment
  • Develop and present to senior staff fleet asset management key metrics & gap analysis
  • Provide oversight & guidance to team members & stakeholders for mechanical design & failure analysis
  • Oversee approval & coordination of requested fleet/equipment modifications & upgrades
  • Oversee the execution of engineering/design work for City trades staff, contractors & consultants
  • Provide technical expertise & guidance for stakeholders’ warranty /rework claims and vendor engagement
  • Supervision of junior engineers, engineering assistants, & technologists in the asset management support team
  • Delegate & prioritize requests for engineering support to asset management support staff
  • Plan team members performance objectives & identify necessary resources, training & development
  • Assess team members performance against performance objectives & identify opportunities for continuous improvement
  • Ensure excellent customer service is provided to internal and external stakeholders
  • Lead the development & continuous improvement of processes/strategies for asset management of fleet & equipment
  • Management procedures/policies
  • Recommend strategies to senior staff & stakeholders for development of asset management strategic goals & levels of service
  • Develop comprehensive asset condition assessments & management strategies/tools and present to senior staff
  • Provide oversight & guidance for analysis of financial history of assets to determine optimum economic lifecycles
  • Lead development of business case cost benefits/impacts analysis to ensure best value & alignment with City corporate objectives
  • Lead analysis of fleet repair history & provide recommendations for replacement, repair or refit as required

Qualifications
Education and Experience:
  • Bachelor’s Degree in Mechanical Engineering is required
  • Registration as a Professional Engineer in B.C. is required
  • Valid BC class 5 driver license required
  • Minimum 5 years current experience with truck/equipment and/or the equipment industry is required

Knowledge, Skills and Abilities:
  • Extensive knowledge of engineering and fleet related principles, practices and regulations, including
  • Canadian Motor Vehicle Safety Standards, the National Safety Code, and Worksafe BC regulations and
  • other such legislation concerning the management of a commercial fleet of vehicles and equipment
  • Extensive knowledge of fleet & equipment maintenance programs & asset management
  • Working knowledge of mechanical systems associated with heavy duty trucks & equipment
  • Working knowledge of organizational quality management system practices & procedures
  • Extensive knowledge and experience with MS Excel and MS Office, enterprise software such as SAP, and
  • fleet management systems
  • Working knowledge of supervising staff & directing work in a unionized environment
  • Strong interpersonal, written and verbal communication skills
  • Ability to incorporate business vision, priorities, strategies, goals, emerging issues into decision making
  • Ability to provide exceptional customer service
  • Ability to write reports and create/deliver presentations to all levels of colleagues and peer groups in ways that support problem solving and planning
