Main Purpose and Function
This is a Senior Planner position involved in leading a Community Planning staff team on a Regular, Full Time basis. The senior planner is responsible for managing teams in the newly formed Implementation Group within Community Planning, coordinating with other City departments, other divisions within Planning Urban Design and Sustainability (PDS), external partners and agencies, and the public.

The work involves highly complex professional planning work including policy review and development, negotiation, capital planning, development financing, analysis, project design and implementation. The role serves to strategically advance, support and manage the implementation of the City’s adopted community and area plans. The position may also support other planning initiatives and projects or areas within the department.

Specific Duties and Responsibilities
  • Scoping a variety of policy/project initiatives within tight timelines.
  • Supervising a team that includes professional, technical support and clerical staff.
  • Conceptualizing project work and coordinate associated steps in the process, which includes managing a team, overseeing input from various stakeholders and coordinating the work flow.
  • Developing and managing associated work programs.
  • Providing mentorship and growth opportunities for direct reports.
  • Implementing complex policy and public benefits strategies, including the interagency work necessary to move from high level policy to implemented projects on the ground.
  • Establishing collaborative working relationships and carrying out the work in consultation with internal and external stakeholders including other City departments, governments and agencies, community residents, landowners and business interests.
  • Designing, attending and facilitating community events that could include community forums, public engagement, workshops and meetings (including weekday evenings and weekends).
  • Exercising considerable judgement and demonstrating professionalism, diplomacy, tact and discretion in carrying out the work.
  • Preparing technical and complex reports and presentations to Corporate Leadership, Council and other governments and agencies.
  • Representing the City to outside agencies, delegations and other external functions.
  • Performing other related duties, as requried.

Education and Experience:
  • A post-secondary degree in planning recognized by the Canadian Institute of Planners is required.
  • 10 years professional and supervisory experience in the planning field preferred.
  • Experience with and knowledge of City of Vancouver land use policy and regulatory frameworks, development financing, and capital planning.
  • Experience with Finance and long-term Capitol improvements required.
  • Membership or eligibility for membership in the Canadian Institute of Planners is desirable.

Knowledge Skills and Abilities
  • Demonstrated planning ability with an emphasis on the integration of all facets of city building, inclusive of land use, housing policy, infrastructure, social policy, public realm and sustainability.
  • Considerable knowledge of development financing and long-term capital planning.
  • Scoping and developing work programs and managing complex planning projects.
  • Developing and carrying out public processes.
  • Analyzing effectiveness of existing policy and recommending improvements.
  • Superior verbal and written communication skills including the ability to negotiate and facilitate a constructive dialogue with a variety of stakeholders.
  • Knowledge and experience in leading effective teams including recruitment, goal setting, delegation of tasks, and promoting diversity within the organization.
  • Ability to lead and work within a multidisciplinary team environment involving diverse interest groups using facilitation; and within defined time lines.
  • Demonstrated ability and skill working with groups using facilitation, conflict resolution and interest based mediation skills to achieve mutually agreeable solutions.
  • Preparing and presenting reports which clearly communicate complex ideas.
  • Considerable knowledge of governmental, legal and financial procedures for municipal development and of the City By-Laws relative to planning activities and the City’s Zoning and Development By-law, Official Development Plans, Policies and Guidelines, plus a broad knowledge of City Services, programs and processes.
  • Ability to be highly creative and use sound judgement in policy and project planning.
  • Ability to work in a rapidly changing environment while delivering complex projects on time.
