Senior Environmental Specialist

(Full Time)

The Municipality of North Cowichan (population 30,000) is located in the beautiful Cowichan Valley on Vancouver Island, between Nanaimo and Victoria. Our communities of Chemainus, Crofton, Maple Bay, and the South End including University Village, are home to a multitude of artistic, cultural and outdoor recreational activities. The Municipality of North Cowichan is looking for candidates with the proven skills, qualifications and abilities to fill the new role of Senior Environmental Specialist. Reporting to the Director of Engineering, this position will ensure the quality and timely delivery of large, complex and high-visibility projects and programs, provide technical leadership, guidance and active participation within a team-based environment to successfully achieve North Cowichan's environmental goals, and drive a culture of environmental practice within the organization.

Key responsibilities include but are not limited to:
  • Developing, promoting and implementing a full-range of environmental services, plans, strategies, budgets, policies, procedures, proposal writing, obtaining grants and other initiatives to support environmental priorities.
  • Working collaboratively with all departments, consultants, and key external partners to achieve Council’s environmental priorities.
  • Collaborating, developing and executing various projects and initiatives from an environmental lens, in partnership with a variety of stakeholders, such as:
    • North Cowichan’s Climate Action and Energy Plan (including future efforts toward a comprehensive climate change risk, vulnerability and adaptation strategy)
    • Municipal biodiversity protection strategy
    • Green infrastructure
    • Natural asset management
    • Multi-modal transportation networks 
    • Official Community Plan and Zoning Bylaw
  • Conducting public engagement to gather input into North Cowichan’s environmental strategies and to promote awareness of environmental initiatives.
  • Managing the environmental review of large scale development proposals, including recommending opportunities to incorporate green infrastructure (e.g. gray water reuse, solar power, charging stations, district energy, etc.).
  • Providing responsive professional expertise, advice, and information on all matters pertaining to environmental management.

Required Skills, Qualifications, and Abilities 
  1. Bachelor degree in biology, environmental sciences, environmental engineering, natural resource management or related field.
  2. 6 years’ relevant public and private sector experience is desirable and 3 years’ in a supervisory or management role.  
  3. In-depth knowledge of the environmental principles and practices of planning, land development and sustainability in British Columbia, including application of provincial planning legislation.
  4. Experience managing projects, implementing policies and overseeing the work of technical staff and contractors.
  5. Experience in technical report writing and presenting to Council, Committees and large groups of people at public meetings.
  6. Experience facilitating community engagement initiatives.
  7. Possession and maintenance of a valid Class 5 B.C. Driver's License; a satisfactory current driver's abstract will be required.

Candidates being considered will be required to undergo a comprehensive evaluation of skills, qualifications, and abilities.  The successful candidate will be required to undergo a police information check.

A competitive salary and comprehensive benefit package is offered. This position is excluded from union membership.
