Reporting to the Manager Solid Waste and Recycling, this is environmental technical, inspectional, regulatory and enforcement work with a focus on the City Solid Waste and Recycling programs. The Environmental Services Officer assists in the organization and development of environmental programs and policies; has extensive contact with representatives of senior government and the private sector and with local environmental groups; provides guidance and work direction to more junior staff; assists with more complex investigations and projects; and responds to urgent non-routine enquiries addressed to a supervisor during short-term absences. Develops terms of reference for environmental projects; reviews proposals and provides appropriate recommendations for hiring of environmental consultants; and coordinates all technical, financial and administrative aspects of the project. Develops communication and outreach strategies and public educational materials. Represents the Division as a member of various internal and external committees dealing with environmental matters. Assists in preparing Council reports and makes presentations at public/stakeholder meetings on environmental matters where required. Prepares a variety of technical and statistical reports, correspondence, tabulations and related materials on environmental matters. Performs related work as required.

Qualifications include Bachelor of Science degree with a major in biology, ecology or related discipline, plus sound related experience, or an equivalent combination of training and experience. Considerable knowledge of the procedures, methods, equipment and instruments used in environmental service programs and of related trends and developments. Considerable knowledge of the related policies, regulations, standards, bylaws and objectives. Working knowledge of relevant Provincial and Federal environmental legislation. Ability to assist a supervisor in the organization and development of environmental services programs and to prepare cost estimates, correspondence, project specifications, plans and studies; to exercise sound judgment in interpreting policies, requirements and standards and in making decisions; to communicate effectively orally and in writing and to conduct and facilitate workshops and to develop public education and communication strategies related to environmental matters; and to prepare a variety of correspondence, reports and promotional materials related to the work and to maintain relevant records. Driver’s License for the Province of British Columbia is required.
