Reporting to the Manager Community Programs and City Services, this is supervisory social work in overseeing the counselling program and restorative justice program of the Burnaby RCMP Youth Service Unit. An incumbent organizes, oversees and delivers prevention and intervention services through clinical counselling and a restorative justice program to children, youth and their families and in support of the RCMP in the form of extra-judicial measures. An incumbent ensures service delivery conforms to program guidelines and objectives, participates in identifying program goals, supervises and provides direction to subordinates, clerical staff and volunteers engaged in program delivery. An incumbent also provides clinical counselling services to children, youth and their families, reviews and makes referrals to other organizations, and promotes the program. Perfoms related work as required.
Qualifications include a Master’s Degree in Psychology, Social Work or related field supplemented with a registered designation of a professional association plus considerable experience in children, youth and family counselling and supervisory experience, or an equivalent combination of education, training and experience. Thorough knowledge of the objectives, policies, regulations, legislation and requirements relative to the supervision and delivery of clinical counselling and restorative justice program aligned to RCMP objectives; of the principles, practices and techniques of related clinical counselling and restorative justice. Considerable knowledge of recreational, educational and cultural and vocational services available; of related administrative methods and procedures; and of the British Columbia Association of Clinical Counsellor’s (i.e. BCACC) Code of Ethics. Sound knowledge of the resources available for at-risk children and youth in the region. Ability to implement, direct, supervise and promote clinical counselling and restorative justice program for children, youth and their families within the community. Ability to supervise and provide direction to staff and volunteers engaged in counselling, restorative justice program and clerical work; provide clinical supervision to Counsellors; to provide clinical counselling services to children, youths and their families; to conduct interviews and engage youth and parent(s)/guardian(s) in counselling sessions, and diffuse situations involving conflict between youth and parent(s)/guardian(s); to recognize, assess and deal with behavioural and social problems related to at-risk youth; to communicate effectively (i.e. verbal and written) and establish and maintain working relationships with a wide variety of internal and external contacts on related matters, to promote the program, and to deliver workshops and presentations; and to prepare and maintain a variety of related reports, records, correspondence and other documentation. Skill in the operation of related computer systems, equipment and office computer applications. Eligibility for Registered Clinical Counsellor or Clinical Social Worker (e.g. RCC, CCC, MSW) and Driver’s License for the Province of British Columbia are required. The position be able to obtain and maintain an RCMP Enhanced Security Clearance.
