Main Purpose and Function
The Director is responsible for establishing the mission, vision, and strategic goals of Carnegie Community Centre to support the City of Vancouver’s mission to create a great city of communities.
 
The Director is responsible for managing all aspects of the Carnegie Community Centre, a community resource providing social, cultural, education, nutritional, health and recreational programs and services primarily to low income community members of the Downtown Eastside, including at Oppenheimer Park.

The Director works closely with the Carnegie Community Centre Association board to respond to changing community needs and interests, and advocates for the community including advising senior management and Mayor and Council on emerging issues and service gaps.  The Director provides leadership in community development and collaborates with service providers, community groups, business, and other levels of government within the Downtown Eastside to establish and coordinate responses to emerging and ongoing community concerns.
 
The Director integrates value based leadership and decision making into the operation of the Carnegie Community Centre. The Director demonstrates openness and leads, coaches, and mentors staff and volunteers to be successful in a service focused environment.
 
The Director develops and manages the annual operating budget and prepares small and large capital expense requests, as well as pursues alternate funding sources and provides oversight of grants and partnerships between the Center, Community Centre Association, and other levels of government and community organizations.
 
Key Contacts and Relationships
This is a leadership position within Arts, Culture, and Community Services reporting to the Managing Director, Non Market Housing & Social Operations.
 
The Director provides leadership and oversight to staff and volunteers at the Carnegie Community Centre and Oppenheimer Park and works collaboratively with the Community Centre Association and other City departments, including Police and Fire, to achieve objectives.
 
Specific Duties/Responsibilities
  • Leadership and management of Carnegie Community Centre and Oppenheimer Park programs, and other assigned programs, with oversight of the budget and program decisions affecting services to the Downtown Eastside community.
  • Working collaboratively with the Carnegie Community Centre Association board to establish and implement short and long-range goals and objectives for programs and services to enhance the health and well-being of community members and ensure that programs and services in the Centre remain relevant.
  • Collaborate with community organizations and City of Vancouver departments in the development and sharing of best practices regarding programs, services, policies, and procedures, as well as innovative projects to address intractable problems such as poverty, employment, and mental health and addiction issues.
  • Building and strengthening positive relationships within the Downtown Eastside community through community development and engagement.
  • Modeling personal excellence and supporting staff to incorporate value based decision making, adaptability, and initiative into their work.
  • Establishing and maintaining policies, procedures and practices to guide work at the Centre.
  • Strategically planning, managing, and evaluating to meet goals and objectives and ensure accountability.
  • Ensuring Centre staff, programs and services are service orientated and accountable.
  • Leading staff through organizational change in response to organizational priorities and shifting needs in the Downtown Eastside community.
 
Knowledge, Skills and Abilities:
  • Extensive knowledge of the interests and needs of patrons who face multiple barriers including poverty, mental and physical disabilities, and/or drug or alcohol dependencies and who may be marginally housed or homeless.
  • Extensive knowledge of social issues of poverty, isolation, trauma, addiction, colonialism and the impacts of marginalization on community members, preferably within an urban context.
  • Extensive knowledge of Indigenous people and cultures
  • Demonstrated competency in the management of a community based organization; including human resource management, financial management, administration management and program management.
  • Demonstrated competency in community development and engagement as well as social and recreational programming and evaluation to support full community participation.
  • Knowledge of administrative and employee relations practices, including coaching and mentoring skills, performance and attendance management, and corrective discipline and grievance processes
  • Demonstrated ability to convene, facilitate and network to build consensus and resolve conflicts with community stakeholders to encourage a beneficial resolution.
  • Excellent verbal and written communication skills and ability to communicate effectively to a wide variety of audiences
  • Ability to create innovative solutions that have an impact on outcomes for City of Vancouver priorities as they relate to vulnerable citizens and the low income community.
 
Minimum Position Requirements
  • University degree in Social Work, education, business administration, public administration or a related discipline.
  • A minimum of 10 years experience in the social services sector in progressively senior roles, including at least five years experience in senior administration of a non-profit or public organization; or an equivalent combination of education and experience.
  • Experience working in Vancouver’s Downtown Eastside (or similar community) is considered an asset

  • A clear police record check is a requirement of the position.
  • A credit check is a requirement of the position.
