As millions of people around the world unite to speak out against the killing of George Floyd, many are grappling with grief, anger and anxiety. We are especially concerned at this time about all groups that are discriminated against in our society. Update on CMHC’s mortgage insurance programs |
The COVID-19 pandemic is affecting all sectors of Canada’s economy, including housing. Job losses, business closures and a drop in immigration are adversely impacting Canada’s housing markets, and CMHC foresees a 9% to 18% decrease in house prices over the next 12 months, depending on the trajectory of the economic recovery. Adding to that, high household debt among homeowners continues to be of concern. Our forecasting suggests the ratio of household debt to disposable income will increase to well over 200% through 2021 (from 176% in late 2019). We must act. In order to protect future home buyers and reduce risk to taxpayers, CMHC is changing its underwriting policies for insured mortgages. For our homeowner transactional and portfolio insurance products, effective July 1, 2020, we will:
- Remove exceptions to our standard Gross/Total Debt Servicing (GDS/TDS) ratio requirements of 35/42;
- Establish minimum credit score of 680 for at least one borrower;
- Remove non-traditional sources of down payment that increase indebtedness as an eligible equity source (e.g. third-party borrowing, unsecured loans, lines of credit, as well as from provincial and territorial lending programs); and
- Please note that programs with a government homeowner equity grant or that require the borrower to provide the minimum required amount of down payment from their own resources remains acceptable sources of down payment for CMHC-insured financing.
These decisions are within CMHC’s authorities under the National Housing Act and are in anticipation of a potential house price adjustment. We will continue to monitor market conditions and work with our government colleagues on potential macro-prudential policy options.
