Call for Nominations for the 2020-2021 CAMA Board of Directors
In accordance with the requirements of the CAMA by-laws, two positions have opened up for the CAMA Board of Directors for the 2020-2021 year: 
  • The position for Saskatchewan and Manitoba.
  • The Member-At-Large position for a Municipality with a population over 100,000. It was approved at the 2019 Annual General meeting that CAMA would have two Member-At-Large positions:  one (1) Member-At-Large position dedicated to municipalities over 100,000 and one (1) Member-At-Large position dedicated to municipalities under 100,000 population to ensure that the voice of all populations and their needs are identified.  The position for a municipality with a population over 100,000 is available.
The Nominating Committee invites all Regular CAMA members to express their interest in letting their name stand for the election of the above noted positions by completing the nomination form (including the names and signatures of two nominators who are Regular members of the Association), accompanied by a photo, and a one-page bio (with a maximum of 500 words) including a paragraph on why you are interested in this Board position.  Photos and bios will be posted to the CAMA website.  Please note that only Regular Members resident in Manitoba/Saskatchewan are eligible for election in that region and the Member-At-Large position is open to Regular Members from any part of the country who represent a municipality with a population over 100,000.
 
Please note that a member is permitted to only be nominated for one position (either the regional position or the Member-At-Large position.)
 
Nominations should be sent to Ms. Jennifer Goodine, CAMA Executive Director (and Returning Officer), via e-mail ([email protected]) by 4:30 p.m. PST on Thursday, March 5th, 2020.

Further information regarding the procedures for voting will be distributed electronically to all CAMA members eligible to vote, prior to the commencement of the voting period.  Please also note that only CAMA members in good standing with membership fees paid for the current fiscal year (April 1st, 2020 to March 31st, 2021) will be eligible to vote.

Election of the CAMA Board of Directors – E-Voting Process
The election of the CAMA Board of Directors is governed by an e-voting process. Should a member wish to stand for election for an available position on the Board they must complete a nomination form.

The CAMA Board of Directors shall be comprised of eleven (11) Regular Members who are elected by the membership. The Immediate Past-President shall serve on the Board of Directors and shall have voting privileges.  The eleven (11) elected Members of the Board of Directors shall be regionally represented as follows:
 
British Columbia 1 Member
Alberta 1 Member
Manitoba and Saskatchewan (Position available) 1 Member
Ontario 1 Member
Québec 1 Member
New Brunswick 1 Member
Nova Scotia and Prince Edward Island 1 Member
Newfoundland and Labrador 1 Member
Yukon Territory, Northwest Territories and Nunavut 1 Member
Member at Large (Municipality – Population Under 100,000) 1 Member
Member at Large (Municipality – Population of Over 100,000)

Elections are only held for positions on the Board when there is a vacancy (as bolded).

The Nominating Committee shall appoint the Executive consisting of the President, First Vice-President, Second Vice-President and Treasurer from among the members of the Board of Directors.

Elected members of the Board of Directors shall serve for a four (4) year term except where the member is to serve as the President, First Vice-President, Second Vice-President, Treasurer or Immediate Past President. After an absence from the Board of Directors for a period of two consecutive years, members who have previously served shall again be eligible for office.  The term of office of directors shall commence immediately following the CAMA Annual General Meeting being held this year in Huntsville, Ontario (Deerhurst Resort) on June 2nd, 2020, at which time they are elected, and shall conclude upon the election of their successors.
Municipal Cybersecurity Best Practices Event – 26 MARCH 2020
TECHNATION (formerly ITAC) along with industry, government, and academic partners will be holding a day-long municipal best practices event on 26 March 2020 at the Centre for International Governance Innovation (CIGI) at the University of Waterloo.   Intended for municipal leaders in political, technical or administrative roles in municipalities of 10-50K, this event includes expert insights on municipal cybersecurity followed by a working session where participants will collaboratively develop cybersecurity best practices specifically for municipal contexts facilitated by industry leaders in the following areas:
  • Threat and risk assessment
  • Organizational planning and governance
  • Training and awareness
  • Third party arrangements
  • Cybersecurity Incident Management
  • Emerging technology and evolving risk
If you are a municipal leader interested in improving the cybersecurity and resilience for your community, we look forward to you participating in this upcoming session. The only session of its kind to be offered to municipal leaders this year, participation will be capped at 60. Once registration is open you will need to act quickly.

The day preceding this event 25 March 2020, e-Sentire, Canada’s premier managed detection and response company, will be holding a special ‘Cyber College’ for technical leaders only (CIOs, CTOs, CISOs) who will be attending the best practices. This day-long learning session will delve more deeply into cyber threats, incident response, mitigations and planning. This will provide important, up-to-date information that will better arm technical advisors for municipal cybersecurity best practices discussions the following day.      Registration information for both will be out shortly. International Management Exchange Program: CANADA and BELGIUM

CAMA is seeking members to be matched with your colleagues in Belgium/Flanders through ICMA’s International Management Exchange Program (IMEP). This program provides a unique opportunity for members to participate in an exchange with a counterpart from one of ICMA’s international affiliate organizations. 

Applicants have to be current CAMA and ICMA members during the time of application and available for a two-week trip to Belgium in May 2020 around the ICMA European City Managers Meeting in Turnhout (between May 13-17), and hosting a Belgium colleague for up to two weeks in September 2020 around the ICMA Annual Conference in Toronto (between September 23-26).

ADMINISTRATION & COUNCIL: COUNCIL ETHICS
Recognizing the importance of political understanding in the role of senior municipal administrators, also referred to as political acumen, the Canadian Association of Municipal Administrators (CAMA) launched a Political Acumen Toolkit.   This resource can be found at politicalacumen.camacam.ca

Over the next few editions of e-Brief (and by direct e-mail to you – our members) we will be featuring each topic that is offered in the toolkit. Today’s featured category is Council Ethics.

Many CAOs face challenges in navigating Council ethics. Whether it is harassment, failing to disclose a conflict of interest, a breach of confidentiality, or a Councillor attempting to strong arm a decision in their political favour, the CAO plays a significant role in ensuring ethics are maintained and enforced. Council Orientations for newly elected officials should always address this topic, and when needed, other tools such as policies or bylaws can be put in place to support and encourage best practices in this area.

This section of the Political Acumen Toolkit also focuses on the following topics:

Tip for Mentor-Mentee Relationships:
Ask for recommendations: There are mentorship programs of various kinds across Canada, often connected with municipal education programs, that can help match you with a potential mentor. However, you are more likely to find a useful match by doing your own research and approaching someone yourself. If you are interested in finding a mentor but are unsure who to choose, ask around. Talk to respected colleagues and let them know you are looking for a mentor; ask if they have any recommendations.
