Renaud Elected President of the Canadian Association of Municipal Administrators   Jeff Renaud, Chief Administrative Officer for the Town of St. Stephen, NB was elected President of the Canadian Association of Municipal Administrators (CAMA) at the Association’s Annual General meeting held on May 28, 2019 in Quebec, QC. He is a CAMA Member-at-Large and most recently served as First Vice-President for the Association. He succeeds Marc Landry, CAO for the City of Moncton, NB in leading the 650-member national organization of senior municipal management professionals, for the coming year. “I am honoured to continue to serve CAMA in this new role,” said Renaud. “I am very excited to have the opportunity to work with an amazing Board of Directors who have an exceptional wealth of knowledge and experience, as well as a dedication of service to our members.  I look forward to working with the Board and CAMA staff to ensure that our members continue to have access to quality services and supports which will allow them to excel in their careers.” Prior to entering the world of municipal administration, Renaud spent six years in the world of academia, where he obtained a Bachelor of Public Administration (with High Honours) from Carleton University, followed by a Master’s degree in Public Administration with a specialty in Local Government from the University of Western Ontario. Renaud is currently the Chief Administrative Officer for the Town of St. Stephen, NB. In 2004, he joined the Municipal District of Big Lakes in northern Alberta, where he held the positions of Deputy CAO and CAO.  In 2010, Renaud’s career path took him to the Yukon, where he led a concerted effort to modernize the administrative practices of the City of Dawson and develop intergovernmental relationships.  In 2012, the Association of Yukon Communities (AYC) recognized the results of his efforts when he and his Senior Financial Officer were co- recipients of the AYC Municipal Employee Award of Excellence.  Renaud was also the City Manager with the City of Elliot Lake, ON from 2015-2017. His commitment to municipal governance is demonstrated by his willingness to serve in any capacity asked of him. He served on the Municipal Act Review Committee as a representative of the AYC and was also a lecturer at the AYC Elected Official Training workshop, where he was asked to speak on Council-CAO relationships and Municipal Finance.  He was also a member of the Dawson City volunteer fire department.  Renaud is a dedicated husband and father to three beautiful daughters. CAMA Presents Long Service Recognition Awards for 2019 Municipal administrators from across Canada have been recognized by the Canadian Association of Municipal Administrators (CAMA) with the association’s 2019 Long Service Recognition Awards. The awards for 20, 25, 30, and 35-years of service were presented at a luncheon held as part of CAMA’s national conference taking place in Quebec, QC. In total, 27 municipal administrators from across Canada were recognized.  “On behalf of the CAMA board of directors, congratulations to each recipient for their years of service to local government,” said Marc Landry, President of CAMA and City Manager for the City of Moncton, ON. “Thank you for your dedication to the field of municipal administration and the politicians and residents you serve.” Letters of congratulations and recognition pins were mailed to a total of 41 municipal administrators having completed 10 and 15 years of municipal service in April 2019. The breakdown of Long Services Awards is as follows: Ten Years of Service – 25 awards; Fifteen Years of Service – 16 awards; Twenty Years of Service – six awards; Twenty-Five Years of Service – ten awards; Thirty Years of Service – nine awards; Thirty Five Years of Service – one award; and, Forty Years of Service – one award. In a special presentation made at the CAMA President’s Dinner on May 29, Jack Ramsden, Chief Administrative Officer for the Town of Eckville, AB was recognized for his 40-year career in municipal administration. CAMA’s Long Service Recognition Awards program, which was implemented in January 2011, is based on the number of years of full-time, paid employment in a local government in a management capacity, either as a Chief Administrative Officer (CAO) or reporting directly to a CAO. The Long Service Recognition Awards are granted after ten years of service and are then given in five year increments.

Queensland Local Government Manages of Australia and CAMA Participate in a Manager Exchange             Bernard Smith and Nathan Peto We were pleased to invite CAMA members to participate in a Canadian local government manager exchange with the Queensland Local Government in cooperation with the Local Government Managers of Australia. Congratulations to Nathan Peto, City Manager for the City of Portage-la-Prairie who will travel to Queensland in September 2019 to participate in the LGMA Annual Conference and spend a week learning about their local government; policies, practices, innovations and challenges. We were pleased to have Bernard Smith, CEO Gympie Regional Council, attend last week’s CAMA Conference who will also spend some time in Manitoba learning about Canadian local government.   This program is a unique opportunity to learn about local government and broaden knowledge of different approaches that have been applied. MacPherson Recognized for Contribution to Local Government Administration Chris MacPherson, Chief Administrative Officer for the City of Fredericton, NB, has been recognized for his contribution to the field of municipal administration and the work of the Canadian Association of Municipal Administrators (CAMA) with the association’s Honorary Membership for Life Award. The presentation was made during CAMA’s national conference. Mr. MacPherson has been the Chief Administrative Officer (CAO) for the City of Fredericton since 2011. Prior to that he served as the City’s Assistant CAO, Director of Corporate Services, Assistant Director of Community Services, Recreation Officer, and student labourer for the Recreation Department; a career that has spanned over 40 years with the City of Fredericton. As part his work for the City of Fredericton, he has served as the President of Newmarket Properties (Fredericton Boyce Farmers Market), Chairman of the Fredericton Convention Centre, and Chair of both the Fredericton Lands Commission and eNovations, Inc.; all of which are municipally-owned corporations. From 2007-2015, Mr. MacPherson served on the board of directors for Service New Brunswick (SNB). He was chair of the Canadian Association of Municipal Administrators (CAMA) from 2009-10, having served on the board for seven years prior to that. He was a member, vice-president and president of the Institute of Public Administration of Canada (IPAC), Fredericton Regional Group from 2000-2004. He also served as the Local Arrangements Chair for the IPAC National Conference in Fredericton in 2009.  Over the years, he has also chaired and assisted with numerous committees of the Union of the Municipalities of New Brunswick (UMNB). From a community perspective, Mr. MacPherson has been involved with the Fredericton Community Foundation, Fredericton Sports Investment (FSI), the Chalmers Hospital Foundation, numerous sport and recreation activities, as well as various other community organizations involving health, school, economic development, youth, the NB Association for Community Living, and United Way. He earned an ICD.D designation (Institute of Corporate Directors) from the Rotman School of Business at the University of Toronto in 2017. He received his Black Belt Lean Six Sigma Certification in 2014, having earned his Green Belt in 2012.  In 2011, he attended Harvard University, completing the Certificate Program in State and Local Government.  He has undergraduate degrees in Physical Education and Business Administration, as well as a Master of Arts degree in Sport and Recreation Management, from the University of New Brunswick. “I want to thank President Landry and members of the CAMA Board of Directors for this honor,” said Mr. MacPherson. “I am proud to be associated with an association that works to grow, develop and promote the profession of CAO.  I am also fortunate to work for an organization with hundreds of dedicated employees and elected officials who truly care about their City and its citizens.  I wish to share this honor with them.”

Eight Canadian Municipalities Win National Awards of Excellence   Eight Canadian municipalities have won national awards of excellence from the Canadian Association of Municipal Administrators (CAMA). The awards were presented in the areas of innovation, environment and professional development during CAMA’s national conference held in Quebec, QC. Winning efforts included a municipal podcast, an immigration strategy, a natural asset mapping program, a sewage lagoon decommissioning, a new arena built on a brownfield property, an energy implementation program, an employee learning and development program, and an employee engagement program encouraging service excellence. “On behalf of the CAMA board, I am pleased to recognize the excellent efforts and best practices being carried out by our members of all size communities from across the country,” said Marc Landry, president of CAMA and City Manager for Moncton, NB. “Each winning project showcases the idea of building better municipalities together and can certainly benefit other Canadian communities from coast to coast to coast.” The following municipalities and projects were recognized, in three categories, based on their population size: 2019 CAMA Willis Award for Innovation Town of Saugeen Shores, ON, (Under 20,000 Population Category) – Shore Report Podcast City of Moncton, NB, (20,001-100,000 Population Category) – Moncton as a Leader in Mid-Size Canadian Cities in Immigration City of Edmonton, AB, (Over 100,000 Population Category) – Municipal Natural Asset Mapping 2019 CAMA Environment Award Town of Niverville, MB, (Under 20,000 Population Category) – Sewage Lagoon On-Site Phyto-remediation City of Moncton, NB, (20,001-100,000 Population Category) – Avenir Centre City of Richmond, BC, (Over 100,000 Population Category) – District Energy Implementation 2019 CAMA Professional Development Award City of Fort St. John, BC, (20,001-100,000 Population Category) – Learning and Development Program City of Vaughan, ON, (Over 100,000 Population Category) – Vaughan Innovators “We are extremely pleased with the quality and scope of the 35 award submissions received for this year’s CAMA Awards of Excellence,” said Louis Coutinho, Chair for the 2019 CAMA Awards Jury, CAMA representative for Nova Scotia & PEI, and Chief Administrative Officer for the Town of Windsor, NS. “Congratulations to the winners and all those who took the time to enter a submission.” The Willis Award for Innovation, awarded in recognition of Jack Willis for his contribution to CAMA, is presented for programs, projects or services that demonstrate exceptional innovation or meritorious initiative. CAMA’s Environment Award recognizes the commitment of a municipality to environmentally sustainable governance, to protecting the environment and to combating climate change.  The Professional Development Award recognizes a community that has developed a unique and innovative program for their staff and can be replicated in other communities.  Since Canada has a unique mixture of small and large communities, awards are granted according to population – for municipalities under 20,000, for those between 20,001 and 100,000 and for those over 100,000.

CAMA Launches Political Acumen Toolkit and Mentorship Forum Municipal administrators work at the crossroads of management and politics. Their job is a delicate balance between the formal and informal influences that shape decision-making; between the political and non-political relationships inherent in municipal activities.  Recognizing the importance of political understanding in the role of senior municipal administrators, also referred to as political acumen, the Canadian Association of Municipal Administrators (CAMA) has launched a Political Acumen Toolkit. In addition to the Toolkit, which was created by the CAMA Political Acumen Committee, a Mentorship Forum has also been introduced to connect members across the country. The toolkit was released as part of CAMA’s 2019 National Conference in Quebec, QC and is now available by visiting the CAMA website at politicalacumen.camacam.ca.  Interested individuals can also connect with the Mentorship Forum by visiting mentorship.camacam.ca. “Political acumen is a key skill set for any municipal administrator. While it may come naturally to some, others will need to learn it through experience, observation, and touching base with colleagues,” said Marc Landry, CAMA President and City Manager for the City of Moncton, NB. “I believe the Toolkit delivers on the outcomes identified by the Board and Committee, which were to find ways to strengthen political acumen as a core competency for Chief Administrative Officers, their direct reports, and the next generation of municipal leaders.” The Toolkit offers information that clarifies roles and responsibilities with governance, supports relationship-building at all levels, encourages situational and self-awareness in municipal leaders, helps manage personal risks, and furthers effective communication and stakeholder engagement. It provides definitions, sub-topics, downloadable resources, links to additional materials, and is fully searchable. To allow users to navigate the material easily, the Toolkit has been divided into several categories, including:  Introduction, Administration & Council, Residents and Ratepayers, Intermunicipal, Provincial & Federal, Media, Mentorship, Case Studies, Mentorship Forum, and References & Additional Resources. The related Mentorship Forum was developed in tandem with the Toolkit to encourage and facilitate the relationship between experienced and new leaders, as well as support succession planning in local government. It is a resource for connecting with other CAMA members, finding mentors, obtaining support from colleagues across the country, and discussing municipal issues at a pan-Canadian level . “CAOs operate in a unique position and because of their role they sometimes feel isolated and don’t know where to turn to support when facing challenging or even overwhelming situations,” said Bev Hendry, Chair of the CAMA Political Acumen Committee and Chief Administrative Officer for the Township of West Lincoln, ON. “CAMA hopes this toolkit will become a valuable resource to support senior administrators in their careers, and that the mentorship forum will provide a practical way for CAMA members to connect and support one another.” In addition to Bev Hendry, the Political Acumen Toolkit Committee included the following CAMA members: Gordon Howie, John Enns-Wind, Sheila Bassi-Kellett, Diane Burton, Louis Coutinho, and Jeff Renaud.  This Committee worked in collaboration with consultant Transitional Solutions Inc. (TSI) to develop the Toolkit. TSI is a municipal consulting firm headquartered in Edmonton, AB that provides services across Canada. The Committee made every effort to reflect the nuances of different government bodies and their requirements across the country.
