Expression of Interest for CAO Employment Contract Toolkit - DEADLINE MAY 6, 2019
CAMA is seeking assistance from a professional consultant with technical expertise in municipal government and labour law to develop an on-line toolkit that will support Chief Administrative Officers when negotiating their contract and also the elected officials during the recruitment process.  If you would like to receive the Request for Proposals document please contact Jennifer Goodine, CAMA Executive Director at [email protected].  The deadline for submission is Monday, May 6, 2019.

The 48th Annual CAMA Conference will be held in Québec City from Monday, May 27th, 2019 to Wednesday, May 29th, 2019 at the Hilton Québec and the Convention Centre. Are you seeking compensation for costs related to oil pollution from a ship?
The Ship-source Oil Pollution Fund (the Fund) is celebrating 30 years of compensating victims of oil pollution from ships.  "This anniversary provides us with an ideal opportunity to engage further with coastal communities, in order to continue to promote access to justice and compensation", according to Anne Legars, the Fund's Administrator. "Throughout the year of celebration, our priority will be to increase awareness of the Fund, so that municipalities bordering the sea, lakes or rivers can benefit from the Fund in case of oil pollution from a ship or boat."    In case of oil pollution, the Fund provides municipalities with compensation for:
  • clean-up costs and preventive measures;
  • environmental damage repair costs;
  • property damage;
  • losses related to tourism and fishing; and
  • other economic losses.

 FEATURED CAMA AWARD SUBMISSIONS - 2018 PROGRAM
Strathcona County Community Talk & Social Framework
In response to a growing, changing community and challenges brought to light by an economic downturn, Strathcona County launched an ambitious effort to reshape how our community embraces social challenges and opportunities. Over the last ten years the community witnessed a 16% increase in population, increased diversity, and changing community connections. Trends include significant increases in crime rates, mental health referrals, reported incidents of family violence, food bank usage (up 43 % in 2015 and 90% in 2016), and an increased demand for local supports. There was no denying that our community was beginning to feel the impact of this economic downturn.

In the midst of these increasing social challenges, the community of Strathcona County was ready to have an authentic conversation about what our citizens were experiencing. Starting in October of 2016 the County undertook the largest public engagement campaign in our community’s history – Community Talk. Using a mixed method approach, complete with multi-media, story, contemplative dialogue, survey and video, Community Talk captured the thoughts, opinions and ideas of just under 8,000 citizens – nearly ten percent of our population. In addition, six hundred and twenty.

Productivity Enhancement using Web Mapping - City of Coquitlam
The City of Coquitlam is recognized as a leader in the use of GIS technology with its development and implementation of specialized web mapping applications and tools. These tools have led to efficient data analysis and helped support staff to make informed decision-making. Through the use of web mapping applications, staff has realized outcomes leading to operational efficiency streamlined business processes and improved data analysis, and work programming, allowing for better client service. The City has embraced the development and use of web maps over the past three years and is focused on continually improving any business process through the use of web maps, where and when appropriate. For example, the development and use of a Utility Pipe Inspection Video and Report analysis application has resulted in more efficient use of staff time. This web map application reduced the effort required to analyze the sewer and storm pipe inspection videos and reports from months to minutes. Furthermore, the City’s web maps have features that are not found in commercially available software, saving the City capital costs and ongoing maintenance of third-party software.

Storeys Project - Innovative Affordable Housing Policies in Practice
Storeys, an affordable, supportive housing and services centre for at-risk populations located in Richmond’s City Centre, is the result of a unique partnership between all three levels of government and a consortium of five non-profit organizations comprising Coast Mental Health, Pathways Clubhouse, S.U.C.C.E.S.S., Tikva Housing Society and Turning Point Recovery Society. This development is one-of-a-kind in Canada and represents a best practice model for municipalities to develop affordable housing. In part, Storeys was made possible by using two tools put forward in the 2007 Affordable Housing Strategy, the Special Development Circumstance Policy and the Value Transfer Mechanism. The success of the project has resulted in updated and new affordable housing policies, endorsed by Council in July 2017, which will help the City continue to develop innovative affordable housing projects. The combination of partners and supportive services allows a variety of vulnerable groups to be served, including low-income families and seniors, and individuals with mental health and addictions issues.

MyRichmond
The City of Richmond has built an integrated technology platform of MyRichmond online applications, MyProfile, Digital Nervous Ecosystem, and City public Wi-Fi hotspots. Together, they allow the City’s growing population 24/7 access to the City’s services.  City staff is provided with a way to connect and collaborate with customers.  The platform improves staff’s capability to respond faster and complete customer requests quickly both in the office and in the field.  It inter-connects City systems to quickly introduce new innovations:
- public RichmondBC mobile app
- Mobile building inspection app
- Child care finder: an interactive map of Richmond's child care facilities
- RCMP Crime map: an interactive map of Richmond's crime data
- Online credit card payment for property tax and utility
- Access to electronic pay info for employees from home
- Real-time sharing of data between Finance, Work Order, Property Management, and HR systems

The platform is a catalyst to nurture innovation in local technology companies and community. It makes the Internet more accessible to students, low-income individuals, and seniors.  The City is now benefiting from the measurable efficiencies from process improvements enabled by the platform.

People Power: An Innovative Collective Impact Approach to Active Transportation and Healthy Communities Programming
People Power, a successful 2-year pilot program, supported residents to safely walk, roll and cycle more often, delivering 16 diverse capacity-building projects in partnership with local institutions. The Capital Regional District (CRD) used an innovative ‘collective impact’ approach to harness the skills, knowledge and networks of partner organizations to encourage the use of active transportation for commuting and recreation.

As Canadian communities face increasingly complex challenges with limited resources, local governments are looking for more efficient ways to deliver programming. People Power demonstrated that a ‘collective impact’ model facilitates implementation by allowing many players to take a role in both funding and delivery. It is an effective approach that can be replicated and grow.  To deliver on the CRD Regional Transportation Plan objective to increase sustainable transportation use, People Power directly engaged 27,369 people and supported behaviour change among children, students, families and seniors. People Power helped shift transportation modal split, reduce congestion, improve transportation safety, create community connections, improve physical literacy, and reduce greenhouse gas emissions.
