Congratulations to CAMA Board Member-Elect for New Brunswick
During our recent election process for the 2019-2020 CAMA Board of Directors there were two positions available: one for New Brunswick, and one for Nova Scotia and Prince Edward Island.  The Board of Directors is pleased to announce that we had one nomination for New Brunswick. Thus, by acclamation, we would like to congratulate Marc Melanson, City Manager for the City of Dieppe, NB.  Marc will take on his new role as the Board member for New Brunswick after the CAMA Annual General Meeting being held on Tuesday, May 28th, 2019 in Québec City.

Marc Melanson has been employed by the City of Dieppe since 1996 and has been the City Manager since 2007. The municipality has experienced phenomenal growth with the population doubling in the past fifteen years reaching 25,384 in 2016.   Marc has been working in the municipal sector for over 32 years. He has worked with municipal councils in two municipalities as a director for more than 20 years and as the City Manager for more than 12 years. He was employed as the Director of Recreation for the community of Lamèque and later took over the same position in Dieppe.   Marc has a Bachelor's Degree in Recreation with a minor in Administration from the University of Moncton. He is also a member of the Association of Municipal Administrators of New Brunswick. Customer service, teamwork and responsible management are values ​​that have led him to integrate the "Lean Six Sigma" approach in his organization for six years.  He participates in various training opportunities in order to follow the trends affecting the municipal environment.   On the international scene, he is responsible for partnerships with Dieppe (France) and Carencro (Louisiana).

His love for municipal work has earned him many awards in the recreation field, including the Recreation Workers Association of New Brunswick on two occasions, and he has served as the New Brunswick Representative to the Canadian Association of Parks and Recreation. In 2014, he received the Hermel Courturier Award for having distinguished himself in his career through his hard work, impact and commitment to the creation community.  He was also Vice-Chair of the Nominating Committee for Southeast NB and IP-E for the 2019 World Acadian Congress and is currently a member of the organizing committee for the event that will be held in August 2020.

Félicitations au membre du conseil de l’ACAM élu pour Nouveau Brunswick

Dans le cadre du processus d’élection des membres du conseil d’administration de 2019-2020, deux postes étaient à pourvoir, un pour Nouveau-Brunswick et un pour la Nouvelle- Écosse et de l’île-de-Prince-Édouard.  Le conseil d’administration annonce avoir reçu une seule candidature pour Nouveau-Brunswick, celle de Marc Melanson, directeur général de la ville de Dieppe au Nouveau-Brunswick. Marc est donc élue par acclamation et nous lui adressons nos félicitations. Il assumera ses nouvelles fonctions au conseil après l’assemblée générale de l’ACAM qui aura lieu le mardi 28 mai 2019 à Québec.  

Marc Melanson est à l’emploi de la ville de Dieppe depuis 1996 et le directeur général depuis 2007. La municipalité a connu une croissance phénoménale alors que la population a doublé durant les 15 dernières années pour atteindre 25,384 en 2016. Il œuvre dans le milieu municipal depuis plus de 32 ans. Il a travaillé avec les conseils municipaux dans deux municipalités comme directeur de service pour plus de 20 ans et à la direction général pour plus de 12 ans. Il a été à l’emploi comme directeur des loisirs pour la communauté rurale de la ville de Lamèque pour ensuite, devenir le directeur du service des loisirs de la municipalité urbaine de Dieppe.   Il a un Baccalauréat en loisir avec un mineur en administration de l’Université de Moncton. Il est membre de l’association des administrateur (trice)s municipaux du N-B. Le service à la clientèle, le travail d’équipe et une gestion responsable sont des valeurs qui l’ont mené à intégrer dans son organisation l’approche de « Lean Six Sigma » depuis 6 ans. Dans l’optique d’être toujours à l’affut du monde municipal, il participe à divers formations touchant le milieu municipal.  Sur la scène internationale, il est le responsable des collaborations avec les jumelages de Dieppe (France) et Carencro (Louisiane) pour assurer le suivi des dossiers.

L’ensemble de son travail municipal lui a valu quelques prix de mérite dans le milieu des loisirs, entre autres de l’Association des Travailleurs en loisir du Nouveau-Brunswick à deux occasions et a siégé comme représentant du N-B à l’association canadien des parcs et loisirs. En 2014, il a reçu le prix Hermel Courturier pour avoir réussi à se démarquer dans sa carrière grâce à ses efforts, son impact et son engagement.  Il fut également le vice-président au sein du comité de mise en candidature du sud-est du N-B et l’I-P-É pour Congrès Mondial Acadien 2019 et il est actuellement membre du comité organisateur de l’événement qui se déroulera en août prochain.

In accordance with the requirements of the CAMA by-laws, I wish to advise the membership that the 2019 Nominating Committee has received the following nominations for the position of Nova Scotia & Prince Edward Island that is available on the CAMA Board of Directors for the 2019-2020 year:
An election for this position on the Board of Directors is therefore required.  Voting will take place commencing on Monday, April 29th, 2019 at 8:30 a.m. AST and finishing on Friday, May 3rd, 2019 at 4:30 p.m. PST.

CAMA is a national organization and when elections are held, every Regular Member, regardless of the Province or Territory you work in, votes for the candidate of your choice in each respective jurisdiction. You are therefore eligible to vote for one nomineefor Nova Scotia & Prince Edward Island. The photos and bios of the above-noted nominees can be found above or on the CAMA website.   Further information regarding the procedures for voting will be distributed electronically to all CAMA members eligible to vote, prior to the commencement of the voting period.  

Please also note that only CAMA members in good standing with membership fees paid for the current fiscal year (April 1st, 2019 to March 31st, 2020) will be eligible to vote.

Élection des membres du conseil d’administration de 2019-2020 – Nouvelle- Écosse et de l’île-de-Prince-Édouard


Conformément aux exigences des règlements de l’ACAM, je tiens à informer les membres que le comité des candidatures 2019 a reçu les candidatures suivantes pour le poste de  la Nouvelle-Écosse et de l’île-de-Prince-Édouard qui est ouvert au conseil d’administration de l’ACAM pour 2019-2020:                         
Il faut donc procéder à une élection pour ce poste. Le vote se tiendra de 8 h 30 (heure normale de l’Atlantique) le lundi 29 avril 2019 à 16 h 30 (heure normale du Pacifique) le vendredi 3 mai 2019. 

L’ACAM étant une organisation nationale, lorsqu’il y a élection dans une province ou une région territoriale, chaque membre titulaire, peu importe l’endroit où il travaille, est admissible à voter pour le candidat ou la candidate de son choix dans chaque province ou territoire. Vous pouvez donc voter pour un candidat de la Nouvelle-Écosse et de l’île-de-Prince-Édouard.  Les photos et les biographies des candidats susmentionnés sont disponibles ci-dessus ou sur le site Web de l'ACAM.  Tous les membres votants admissibles de l’ACAM recevront, avant le début de la période de scrutin, un complément d’information sur la procédure du vote électronique.

Leadership in Electric Vehicle Charging Infrastructure Requirements - City of Richmond
The City of Richmond, BC, is proud to be a leader in climate action, and to support its community members in adopting electric vehicles (EVs). On December 18th, 2017, Richmond City Council made history, becoming the first jurisdiction in North America to require that all residential parking spaces in new developments feature an energized electrical outlet capable of providing “Level 2” EV charging.  

The most important factor determining whether a household will choose to adopt an EV is whether they have access to EV charging at home. Through a rigorous multi-stakeholder consultation process and a ground-breaking costing study, the City built consensus around a solution to the “EV readiness” problem, ultimately garnering the support of the development and homebuilding community, EV advocates, and members of the public.

Richmond’s EV charging infrastructure requirement is viewed as one of the single most important actions a local government can take to support adoption of EVs and pursue climate targets. It has already inspired multiple other local governments to follow suit. The requirement is readily transferable to other jurisdictions.

Torbay Votes Campaign: Website and Promotion
Town of Torbay had two main goals for the 2017 municipal elections; get people to run and get people to vote. They engaged agency partner, WaterWerks Communications, to make it happen. The campaign included a suite of tools created for the 2017 elections. A unique logo was developed specifically for the campaign. This was the foundation of all visuals for the election promotions, including in the newly developed website and social media channels. They developed a website to house important information for and about candidates. Leading up to election day, they developed printed materials and a suite of social media postings and visuals. The site was aptly launched on Municipal Awareness Day and garnered considerable earned media. The entire effort culminated during election night when the results were delivered live on the site. The campaign further established Torbay as a provincial leader in citizen engagement and proactive, progressive communications. The site saw over 6,900 sessions in three months and over 14,000 page views. On election day alone, 1.9k users tuned in to see the live results. After elections, the site still had value. It’s currently being updated to as part of the Youth Rep election effort.

Let’s Talk Niagara Falls: Community Engagement Program
In 2015, Niagara Falls City Council identified the need to ensure meaningful public involvement that respects the contribution of our community as a strategic priority. In efforts to move this priority forward, and address the ever-changing nature of how people interact with their local government, City staff developed and launched a new community engagement program, Let’s Talk Niagara Falls, in March 2017. At its core, was the development of an online engagement platform (letstalk.niagarafalls.ca), offering community members an effective way to offer feedback on City projects and help to inform Council decisions. The City was determined to empower residents to be more active in shaping their community, and future. Staff developed two supporting documents to help facilitate the engagement process and meet the objectives; A Community Engagement Framework and Community Engagement Toolkit. In 2017, Let’s Talk was rolled out through a range of marketing tactics, including; promotional videos, contest incentives, social and print advertising, e-news, and website features. To date, it has been positively received by the community, well-used by staff, and has over 1700 registered participants contributing their feedback on City matters.

Recycled Street Sweepings Pilot - City of Barrie
Every year after winter control operations conclude, the City of Barrie begins our Street Sweeping program, cleaning the City’s streets to prevent winter sand and debris from entering stormwater infrastructure and the natural environment. The sand that is collected from roads during the annual spring street sweeping program has typically been disposed of at the landfill. In the fall of 2016 staff investigated the possibility of recycling the sand for future winter control applications. After thoroughly screening the sand that was collected from roads, staff found that the sand complied with provincial standard specifications (which is a requirement for all municipalities) and was suitable for re-use on roads by mixing 75% of recycled sand with 25% new winter sand. This pilot program was highly collaborative, resulting in reduced operational costs and an overall cost avoidance of $438,000 in the first year. In addition, this initiative has proven to be an environmentally sustainable solution, diverting 87% of street sweepings from the landfill and reducing the use of new sand. The research completed in Barrie can be reused or replicated for other municipalities using road salt for winter operations.
