Landry Elected President of the Canadian Association of Municipal Administrators

Marc Landry, City Manager for the City of Moncton, NB was elected President of the Canadian Association of Municipal Administrators (CAMA) at the Association’s Annual General meeting held on May 29, 2018 in Fredericton, NB. He most recently served as First Vice-President for the Association and is the CAMA Representative for New Brunswick. He will lead the 600-member plus national organization of senior municipal management professionals for the next year.
“I am honoured to have been elected President of CAMA and have the opportunity to lead this great organization,” said Landry. “In this role, I feel that I will bring a unique perspective, having worked in different parts of Canada, in different sized municipalities, and on a number of international municipal projects and initiatives. I am always amazed at the energy, talent and dedication demonstrated by municipal administrators here at home and abroad.”
Marc Landry is the City Manager for the City of Moncton, NB, a position he has held since April 2017. From 2008-2017, he was the Chief Administrative Officer (CAO) of Beaumont, AB, a community located in the Edmonton Metropolitan Region and named as the fifth fastest-growing community in Canada. Prior to that, he was the CAO of Bouctouche, NB, where he worked for 5.5 years. At the time, he was recognized as the youngest person to occupy a CAO position in the country.
Mr. Landry holds an MBA from the University of Moncton and has completed the Seniors Executive Institute Program at the University of Virginia. He was selected as one of 230 Canadians to participate in the Governor General’s Leadership Program. He has also successfully completed the International City Managers (ICMA) Leadership Program and served on the ICMA Board of Directors as one of the International Vice-Presidents.
Mr. Landry has been involved in extensive international work. He assisted communities in Louisiana following hurricanes Katrina and Rita, as well as worked with city managers in South Africa, Mozambique and Swaziland. During his time in Beaumont, the organization received a Federation of Canadian Municipalities (FCM) Award of Excellence for its outstanding international work. Mr. Landry continues to be involved on a number of projects and initiatives at the regional, provincial, national and international levels.

Orchard Elected to Board of Canadian Association of Municipal Administrators
 Brenda Orchard, Chief Administrative Officer for Lennox and Addington County, ON, has been elected to the Board of Directors for the Canadian Association of Municipal Administrators (CAMA). She was elected as the CAMA Board Representative for Ontario during the Association’s Annual General Meeting, held on May 29, 2018 at CAMA’s national conference in Fredericton, NB.
“I am privileged to serve one Board of Directors for CAMA as the Ontario representative,” said Ms. Orchard. “CAMA not only provides educational and networking opportunities to CAOs across the country, but it also inspires CAOs to excel in municipal public service, which ultimately improves the quality of life in our communities. I am looking forward to sharing ideas and working with the many talented CAO professionals on the Board and Committees.”

Brenda Orchard is the Chief Administrative Officer (CAO) of Lennox and Addington County, ON. She has 18-years of experience in senior municipal administration and a decade as a CAO. She has worked with Municipal Councils in three different provinces (New Brunswick, Nova Scotia and Ontario) and in both urban and rural settings. She has served as a CAO in both Western and Eastern Ontario (Huron County and currently Lennox and Addington County), and in both single-tier and upper-tier structures.
She has a municipal background in Economic Development, having been a member of the Economic Developers Association of Canada (EDAC) for almost two decades. Her passion now lies in the area of human resources and staff development. She is dedicated to the growth and development of staff; believing that the success of municipal leaders is predicated on the support of others.
She has been a member of the Canadian Association of Municipal Administrators for over a decade, and is currently a member of the Board of Directors for the Association of Municipalities of Ontario (AMO).
Chaplin Elected to Board of Canadian Association of Municipal Administrators
 Dawn Chaplin, Chief Administrative Officer & Town Clerk for the Town of Torbay, NL has been elected to the Board of Directors for the Canadian Association of Municipal Administrators (CAMA). She was elected as the CAMA Board Representative for Newfoundland & Labrador during the Association’s Annual General Meeting, held on May 29, 2018 at CAMA’s national conference in Fredericton, NB.
“It is truly an honour to serve in my new capacity as the Newfoundland and Labrador representative on the CAMA Board of Directors,” said Ms. Chaplin. “This role will enable me to give back to an organization that has challenged me to become a better leader. I look forward to working with President Landry and the entire Board on strategic matters that are of vital importance to the municipal administrator profession across this great country.”

Dawn Chaplin has been the Chief Administrative Officer and Town Clerk for the Town of Torbay, NL since 2006. She brings with her an extensive background in both the private and public sector. She has close to twenty years of experience serving as the Executive Director of the Newfoundland and Labrador Chamber of Commerce (1999-2000), the Community Development Officer with the Kittiwake Economic Development Corporation (2000-2002), and the Economic Development Officer with the Town of Holyrood (2003), and the Northeast Avalon Regional Economic Development Board (2003-2006).
She holds a Bachelor of Science degree and has also completed the Public Sector Leadership and Management Development Program, and earned a Certificate of Achievement in Human Resource Development, all from the Memorial University of Newfoundland. She has also received her National Advanced Certificate in Local Authority Administration, Levels One and Two from Dalhousie University.
She currently serves on a number of municipal government Committees including the Joint Asset Management Technical Committee (Department of Municipal Affairs and Environment), the Diversity/Inclusion Task Force Member, the International Institute of Municipal Clerks, and the Professional Municipal Administrators of Newfoundland and Labrador (Avalon Regional Director). She has also served as a Committee Member (Development, Insight, Fiscal Framework, Benchmarking, and Membership Services) for the Municipalities Newfoundland and Labrador.
Sage Elected to Board of Canadian Association of Municipal Administrators
 Rodney (Rod) Sage, City Manager & Chief Administrative Officer for the City of Brandon, MB has been elected to the Board of Directors for the Canadian Association of Municipal Administrators (CAMA). He was elected as the CAMA Board Representative Manitoba & Saskatchewan during the association’s annual general meeting, held on May 29, 2018 at CAMA’s national conference in Fredericton, NB.
“As a firm believer that local government is the closest form of government to its citizens, I am very much looking forward to my role on the CAMA Board of Directors and see it as an opportunity to be part of a team working to shape local government for future generations,” said Mr. Sage. “Serving with CAMA provides avenues to build relationships and create a sense of pride, politically, administratively and with the citizens of our communities.”

As the City Manager / Chief Administrative Officer for the City of Brandon, Rod Sage brings a total of 31 years of experience in local government to this role. Rod was appointed as Brandon’s City Manager/Chief Administrative Officer in November of 2017, after serving as the Acting City Manager since February of 2017.
For nearly a decade prior to that, Rod held the General Manager of the Operational Services Division role with the City of Brandon, and held various progressive leadership roles within Brandon’s corporate structure dating back to the early 2000’s. It was in these leadership roles that Rod gained an appreciation for the various aspects of local government, including Strategic Planning, Finance, Budgeting and Accountability, Public Policy Development and Senior Level Communication.
Rod graduated from the Saskatchewan Institute of Applied Science and Technology in 1987 with a background in civic technology. Beginning his career with the City of Brandon in the field of engineering, Rod then acquired a Certified Engineering Technologist designation shortly after. An interest in leadership principles led him to obtain a Masters Certificate in Municipal Leadership from York University in 2012. He is currently working on obtaining a National Advanced Certificate in Local Authority Administration from the University of Alberta.
Rod is a lifelong resident of Brandon, and his vision as its newest City Manager/Chief Administrative Officer is to provide relevant services and programs for the community, along with excellent customer service, ultimately earning the community’s respect and trust.

Six Canadian Municipalities Win National Awards of Excellence

Six Canadian municipalities have won national awards of excellence from the Canadian Association of Municipal Administrators (CAMA). The awards were presented in the areas of innovation, environment and professional development during CAMA’s national Conference held in Fredericton, NB.
Winning efforts included an innovative public engagement effort, an open government portal, a bottom-up approach to neighbourhood development, a fully integrated closed-loop organic waste management system, a growth management and development dashboard, and an organizational development plan that is improving the success of corporate planning.
“I am extremely pleased that we are able to recognize the excellent work being done by CAMA members with our national awards program,” said Janice Baker, President of CAMA and City Manager for Mississauga, ON. “It is certainly great to celebrate the work being done by small, medium and large municipalities across the country.”

“CAMA received a total of 32 award submissions for this year’s awards program,” said Jack Benzaquen, Chair of CAMA’s Awards Committee, CAMA Representative for Quebec, and City Manager of the City of Dollard-des-Ormeaux, QC. “We were impressed by the quality of entries and the projects being carried out by our members. Congratulations to the winners and all those who took the time to enter a submission.”
The Willis Award for Innovation, awarded in recognition of Jack Willis for his contribution to CAMA, is presented for programs, projects or services that demonstrate exceptional innovation or meritorious initiative. CAMA’s Environment Award recognizes the commitment of a municipality to environmentally sustainable governance, to protecting the environment and to combating climate change. The Professional Development Award recognizes a community that has developed a unique and innovative program for their staff and can be replicated in other communities.
Since Canada has a unique mixture of small and large communities, awards are granted according to population – for municipalities under 20,000, for those between 20,001 and 100,000 and for those over 100,000.
CAMA Presents Long Service Recognition Awards for 2018
Municipal administrators from across Canada have been recognized by the Canadian Association of Municipal Administrator’s (CAMA) with the association’s 2018 Long Service Recognition Awards.
The awards for 20, 25, 30, and 35-years of service were presented at a luncheon held as part of CAMA’s national conference taking place in Fredericton, NB. In total, 75 municipal administrators from across Canada were recognized.
“Working in the field of municipal administration can provide a long and fulfilling career,” said Janice Baker, President of CAMA and City Manager and Chief Administrative Officer (CAO) for the City of Mississauga, ON. “Congratulations to each recipient for their years of service to local government.”
Letters of congratulations and recognition pins were mailed to municipal administrators having completed 10 and 15 years of municipal service in April 2018.
The breakdown of 2018 Long Services Awards is as follows: Ten Years of Service – 26 awards; Fifteen Years of Service – 14 awards; Twenty Years of Service – eight awards; Twenty-Five Years of Service – 13 awards; Thirty Years of Service – ten awards: and, Thirty Five Years of Service – three awards. CAMA’s Long Service Recognition Awards program, which was implemented in January 2011, is based on the number of years of full-time, paid employment in a local government in a management capacity, either as a Chief Administrative Officer (CAO) or reporting directly to a CAO.
The Long Service Recognition Awards are granted after ten years of service and are then given in five year increments. The Distinguished Member Award recognizes any CAMA member who has been in the position of a Chief Administrative Officer or City Manager position for 25-years or more, and who has been a CAMA member for at least 10 years.
