2017 FEATURED CAMA AWARD SUBMISSIONS

I.N.S.P.E.C.T. Weed Control Program
Northern Sunrise County's I.N.S.P.E.C.T. Weed Inspection Program uses clear and open communication to deliver economic, ecological, and social benefits to our residents. I.N.S.P.E.C.T. stands for Inspector’s Next Step Per Established Communication Table. 

They have constructed a simple and effective inspection matrix that guides their weed inspectors in following a set communication and action strategy.

The goals of the weed program are to increase agricultural productivity, protect the environment from invasive species, and provide a clean municipality through increased awareness and collaboration.  Their matrix can be used by residents, industry, government agencies, and landowners to self-assess areas of concerns on their property.

One analogy is speed limit control: most people will follow the rules if they have a speedometer to evaluate their speed, clearly posted limits, and clear consequences for driving too fast.  Their multi-leveled communication strategy has produced positive results. Since 2014, they have seen a reduction of 47% of required communication with landowners through collaboration and cooperation.

Job Description Initiative - City of Chestermere
The City of Chestermere wanted to ensure that their job descriptions reflect their current jobs, are consistent throughout their organization, tied to their performance management and performance evaluations, and the City’s compensation strategies.  All job descriptions were drafted according to a new format that is consistent throughout the organization. They reflect their corporate culture, their values and their accountabilities and contain language that reflects the type and level/grade of job as well as terminology that aligns to market definitions of similar positions.  Job descriptions are just the beginning of an ongoing conversation about goals, objectives and career opportunities.  They are committed to pay their staff equitably.  Chestermere do this by surveying a similar market for skills on a regular basis.  This Job Description Initiative led into the creation of a unique salary / wage grid that is aligned to their marketplace.
 
All job descriptions now contain four Key Result Areas (“KRAs”) and they are:
1.     People leadership
2.     Work Team (responsibility to the team the position works in)
3.     Financial and administrative
4.     Accountabilities specific to the job

The first three KRAs align with soft skills competencies expected of all City employees.

Planning and Infrastructure Operational Plan - Town of Beaumont
Planning for Positive Organizational Change: This is not your everyday Operational Plan!
For many municipalities change is a constant.   The Town of Beaumont are continually challenged with dramatic population shifts, upsizing or downsizing, process and policy relevance, variable budgets, and human resource issues. Strategically addressing these challenges can one resilient to change and set municipalities on a path of success. Beaumont’s Planning and Infrastructure Department has created an operational plan that not only addresses standard municipal projects, but the strategic projects that can strengthen teams, divisions, and organizations as a whole. The innovation of this complex project can be found within the drafting process, the staff facilitation program, the final work plans, and the document’s implementation measures. Further, the entire project from start to finish was developed in such a way that it can be emulated by other departments or municipalities, regardless of size.

The positive results of this project can be seen in the department’s culture, efficiency, and effectiveness. There is a greater positivity, understanding of capacity, improved budget control, clarity on training needs, and increased accountability.

Building the Best Community Through Governance Innovation
The Town of Stratford has been trying to create a better community by adopting leading practices in governance like sustainability, community engagement and strategic performance management.  This approach is based on the simple premise that better governance leads to better decisions and outcomes. 

The sustainability approach ensures that decisions that are more balanced through consideration of the full economic, social, cultural and ecological impact of decisions.  The engagement approach improves the evidence upon which Council makes decisions, and the support of the community for those decisions.  The strategic performance management approach ensures that decisions and actions are tied to vision and values, that performance is measured and managed to achieve the desired outcomes and that continuous improvement strategies are developed for all aspects of the organization.

The Town of Stratford has built an inclusive, collaborative, sustainable evidence-based decision-making process that enjoys the broad support and satisfaction of residents.  Stratford is currently planning to digitize the decision-making process, based on leading practices in governance, to institutionalize this approach.

Oil Spill / Water Crisis - July/August/September 2016 - City of Prince Albert
On July 21, 2016, a rupture occurred in a Husky Oil pipeline resulting in approximately 250,000 litres of crude oil and other chemicals being released into the North Saskatchewan River about 380 kilometers upstream from the City of Prince Albert.  The oil spill contaminated the Saskatchewan River where the City's water intake is located.  On Saturday, July 23, 2016, the City of Prince Albert Emergency Operations Centre (EOC) was activated to address the impending crisis: a) how to protect the intake into the North Sask River to prevent hydrocarbons entering the City's Water Treatment Plant and subsequently getting into the water system b) immediate activation of the water reserve system, including indication of the duration of these reserves and actions to be taken to prevent the City's water supply from running out and the system becoming depressurized; and c) plans on accessing an alternate water supply that could be utilized for an unknown and possibly lengthy period of time.

Newmarkets' Automated Stormwater Charge
The Town of Newmarket introduced a new Stormwater Charge in 2017. This launch was a success due to new software developed by the Town that uses big data analytics and outputs a charge with just a few clicks.  The software analyses the 27,000 properties in Newmarket, estimates and then applies the charge. This innovative technology makes the program sustainable, fair and replicable for other municipalities in Canada looking to implement their own Stormwater Charge.

Newmarket aimed to balance the principles of fairness and efficiency. Through various public engagement opportunities, using best practices from subject matter experts and automating the process, the Town excelled at both fairness and efficiency.

The low cost of administering the program means more stormwater funding can go towards closing the infrastructure gap and upgrading infrastructure to protect homes and businesses against climate change.

Part of Newmarket’s success is due to the openness from other municipalities to share their best practices and challenges. When completed, Newmarket hopes to share its Stormwater Charge Manual, which explains the in’s and out’s of developing and maintaining a successful, fair and efficient stormwater charge program.
