2017 FEATURED CAMA AWARD SUBMISSIONS

Strathcona County - Priority Based Business Planning and Budgeting
The implementation of priority based budgeting methodology into Strathcona County’s business planning and budgeting processes that brings a strategic emphasis on community priorities.  Strathcona County is one of the first municipalities in Canada to have fully implemented priority based budgeting practices and the first in Canada to implement the Online PBB Toolset. The philosophy behind priority based budgeting is that resources should be allocated according to how effectively a program or service achieves the goals and objectives that are of the greatest value to the community.  The most important strategic priorities are identified and through a collaborative evidence based process programs are grouped based on how well they align to priorities.  In addition the methodology helps to better articulate why the program/services offered exist, what price the community pays for them and consequently what value they offer citizens.

City of Fredericton: Canadian Lean Summit
In 2011, the City of Fredericton adopted Lean 6 Sigma as its primary continuous improvement tool.  It did so for a number of reasons, primary of which were financial pressures, frustration with service among staff and citizens and the ongoing challenges with employee engagement and departmental silo's.  The City uses all the LEAN tools, including 6S, Waste walks, Daily Management, Staffing to Demand, Projects, Kaizens among others.  The challenge became -"how do we keep our skills sharp".   Up until 2016, the City would send its staff to the United States for LEAN professional development opportunities - they could not find a conference in Canada where communities doing LEAN could congregate and share knowledge.  It was out of this frustration,  that the City of Fredericton decided to start its own National Conference organized strictly by City staff.   So, in 2016 they created the first ever National Conference for LEAN in Canada - the Canadian Lean Summit.  It was held in Fredericton in April of 2016, and much to their surprise they had over 300 delegates representing every province in Canada.  The reviews from attendees were excellent and as a result they hosted the 2nd Annual Lean Summit in 2017 and will be ready again to welcome delegates to Fredericton April 23-25, 2018 for the third Summit.

The City of Fredericton submitted a nomination to the 2017 CAMA Awards of Excellence Program under the category Professional Development for municipalities with a population 20,001 to 100,000.  If you would like to see their full submission please visit the CAMA Member's Section, Awards of Excellence/Best Practices section and search "Fredericton".  If you would like more information please contact Jennifer Goodine at 506-460-2090 or [email protected]
