2018 CAMA Conference Program and On-Line Registration Available at the End of February!
The 2018 Annual CAMA Conference will be held in Fredericton from May 28-30, 2018 at the Fredericton Convention Centre. The program and on-line registration for this event will be made available at the end of February 2018 and all CAMA members will be sent an e-mail. Watch for details in the future. When making your travel arrangements, please note that the City of Fredericton is pleased to provide Conference attendees with complimentary shuttle service during the peak flight times on Sunday, May 27th, 2018 from the Fredericton Airport to the Conference hotels. This service will correspond with flights coming in from Toronto, Montreal and Halifax. Please check the Transportation Section of the Conference website for these details and all other information about this event.

2018 Awards of Excellence Program
Each year CAMA recognizes the value of excellence and professionalism in municipal administration through the Annual Awards Program in three areas of Program Excellence. Awards are presented to local governments and their chief administrators in recognition of their creative and successful programs, projects or services. Honourary Membership for Life Award
You are invited to nominate one or more of your colleagues in this unique field of municipal administration for an Honorary Life Membership in CAMA. This honour is presented to long serving CAMA members during the President’s Dinner at the Annual Conference to individuals who have made an extraordinary contribution to the field of municipal administration and to the work of the Canadian Association of Municipal Administrators (CAMA). 2018 Conference Scholarships
In recognition of the importance of promoting professional development opportunities for members, the Canadian Association of Municipal Administrators established the CAMA Scholarship Program. Through the Scholarship Program, CAMA will provide six scholarships for the registration fee (in the amount of $725.00) for the 2018 Annual Conference (two to young professionals pursuing a career in local government; two to members working in municipalities located north of the 60th parallel; and two to members from smaller municipalities). Individuals are only eligible to receive a scholarship once to provide an opportunity to others to access this scholarship. The scholarship is not transferable and must be used in the same year that it was awarded. For further details and an application form please visit the CAMA website.

Call for Nominations for the 2018-2019 CAMA Board of Directors
In accordance with the requirements of the CAMA by-laws, three positions have opened up for the CAMA Board of Directors for the 2018-2019 year:
- The position for Manitoba and Saskatchewan (previously occupied by Jean-Marc Nadeau).
- The position for Newfoundland and Labrador position currently being filled by Rodney Cumby.
- The Ontario position currently being filled by President Janice Baker.
The Nominating Committee invites all Regular CAMA members to express their interest in letting their name stand for the election of the above noted positions by completing the nomination form (including the names and signatures of two nominators who are Regular members of the Association), accompanied by a photo, and a one-page bio (with a maximum of 500 words) including a paragraph on why you are interested in this Board position. Photos and bios will be posted to the CAMA website. Please note that only Regular Members resident in each region are eligible for election in that region.
Nominations should be sent to Ms. Jennifer Goodine, CAMA Executive Director (and Returning Officer), via e-mail ([email protected]) by 4:30 p.m. PST on Friday, March 9th, 2018.
Further information regarding the procedures for voting will be distributed electronically to all CAMA members eligible to vote, prior to the commencement of the voting period. Please also note that only CAMA members in good standing with membership fees paid for the current fiscal year (April 1st, 2018 to March 31st, 2019) will be eligible to vote.

Election of the CAMA Board of Directors – E-Voting Process
The election of the CAMA Board of Directors is governed by an e-voting process. Should a member wish to stand for election for an available position on the Board they must complete a nomination form.
The CAMA Board of Directors shall be comprised of eleven (11) Regular Members who are elected by the membership. The Immediate Past-President shall serve on the Board of Directors and shall have voting privileges. The eleven (11) elected Members of the Board of Directors shall be regionally represented as follows:

Elections are only held for positions on the Board when there is a vacancy.
Only Regular Members resident in each region are eligible for election in that region. The Nominating Committee shall appoint the Executive consisting of the President, First Vice-President, Second Vice-President and Treasurer from among the members of the Board of Directors.
Elected members of the Board of Directors shall serve for a four (4) year term except where the member is to serve as the President, First Vice-President, Second Vice-President, Treasurer or Immediate Past President. After an absence from the Board of Directors for a period of two consecutive years, members who have previously served shall again be eligible for office. The term of office of directors shall commence immediately following the CAMA Annual General Meeting being held this year in Fredericton, New Brunswick on May 29th, 2018, at which time they are elected, and shall conclude upon the election of their successors.

Manitoba Launches New Land Use and Development Web Application
"The Land Use and Development Web App has proven to be a valuable tool for day-to-day administration," said Ashley Pielak, administrative clerk, RM of Kelsey. "The application has greatly improved the amount and quality of municipal data and information readily available for us to assist in analysis and decision-making in regards to our municipal issues."
The Manitoba government has launched a new land use and development web application that will help communities develop their vision for the future, Municipal Relations Minister Jeff Wharton announced on January 25. "Our government is committed to reducing red tape and streamlining development processes for local municipalities and planning districts," said Wharton. "Land use planning is an integral part of building healthy, thriving and sustainable communities. This new web tool will enable users to perform land use analyses that will help them to understand and visualize their community's development potential and build a stronger, more prosperous future." The Land Use and Development Web Application is a GIS interface. It has development plan and zoning information for all lands in Manitoba, outside of the City of Winnipeg, and it features: information representing land use designations and zones contained in the development plans and zoning bylaws adopted by municipalities or planning districts, and assessment parcel information and various base maps from Manitoba Assessment Online.
Wharton noted the new web application will help communities decide the best places to develop homes, parks, agriculture and industry, and also determine where land should be left in its natural state. This will help communities manage change, and balance the demand for development with the need to protect and preserve valuable resources and the environment, he noted. 2017 FEATURED CAMA AWARD SUBMISSIONS
Caledon's Community Green Funds
The Community (2006) and School (2012) Green Funds were a recommendation of the Town's Environmental Strategic Plan, endorsed by Council in 2005. The Green Funds were initiated in recognition of the critical importance of community involvement and participation in local environmental initiatives. The Community Green Fund provides local non-profits and volunteer groups with funding up to $5000.00 to support the implementation of environmental initiatives. Since 2006, the Town has contributed a total of $183,500 funds to 53 community environmental projects, which in turn, have helped local organizations leverage over $150,000 in additional external funding.
The School Green Fund presents Public and Catholic schools in Caledon with an opportunity to receive up to $2000 of funding to support projects that address issues related to climate change. Since 2012, the Town has contributed a total of $53,000 to 34 school-led projects, and has helped 18 out of 24 Caledon schools to either achieve or maintain their EcoSchool certification.
Overall, the Green Funds are designed to encourage schools and community groups/not-for-profits to undertake projects that support the protection, conservation or promotion of the local environment.

Meenans Cove Wastewater Development Project
The Town of Quispamsis is among the fastest growing municipalities in New Brunswick. Challenges with population growth necessitate a leaner cost effective, more energy efficient, innovative method to collect and treat wastewater. The beach-front neighbourhood along the scenic Kennebecasis River Valley, known as Meenans Cove, is a mixed development of year-round homes, farms and seasonal recreational facilities including ball fields, public beaches and boating facilities. Development in the higher elevations has overloaded the existing 30 year-old private wastewater treatment facility, resulting in failure to meet provincial guidelines for the release of treated wastewater. Existing homes along the lower river front relying on individual private septic systems are subject to spring flooding and failing disposal fields. Drinking water is supplied by individual private groundwater wells with potential for bacterial contamination. The community sought a solution to replace on-site private systems, while developing a treatment facility utilizing innovative technology. The final design is the first to integrate a pressure sewer to an engineered subsurface flow wetland and has become the model for other communities in the province.
