The 46th Annual CAMA Conference will be held in Gatineau, Québec at the Hilton Lac Leamy Hotel from Monday, May 29th to Wednesday, May 31st, 2017. The Golf Tournament and other Pre-Conference activities will begin on Monday morning with the Conference Program ending after the President’s Dinner on Wednesday evening. New This Year - Conference Registration for Members in Transition
Going in to “transition” is a very difficult situation that all too many members face at some point in their local government careers. Any job change is difficult, but when its forced on someone for reasons that often have nothing to do with their job performance it can be traumatic.
If you are a “Member in Transition” and have been fired or forced to resign your position in local government and are now “in transition”, CAMA will provide a complimentary registration for you. Hotel and travel expenses are at your cost. Register under the “Members In Transition” category on-line, but CAMA’s membership department must have been notified of your status for you to use this option.

Louis Coutinho Receives Lieutenant Governor’s 2016 Medal of Excellence in Public Administration
An outstanding administrator who has served Nova Scotia’s municipalities for 40 years has been awarded the Lieutenant Governor’s 2016 Medal of Excellence in Public Administration. Louis Coutinho, chief administrative officer for the Town of Windsor, will receive his medal at a ceremony in Halifax on May 2. He was nominated in recognition of his innovative thinking, commitment to excellence in public service and generous support of Nova Scotia’s municipalities.
“Effective public administration is integral to the creation of a healthy and well-functioning civil society and it contributes to making Nova Scotia the fine place that it is to live,” said His Honour, JJ Grant, Lieutenant Governor of Nova Scotia. “Today’s award serves as a tangible mark of respect and congratulations from the Crown to those who have made outstanding contributions to the field of public administration. Recipients of this award have demonstrated exceptional leadership, ingenuity and commitment.”
Louis Coutinho has served as chief administrative officer for the Town of Windsor since 2006. He also worked for Halifax Regional Municipality in several capacities, including policy work, financial stewardship and community engagement. He is described as having an extraordinary ability to analyze issues, an innovative approach to problem solving, dedication to sharing his knowledge and experience, and a personal commitment to ethical service.
"I am honoured to be recognized in this way,” said Mr. Coutinho. “And while there are many more people who are more deserving, I attribute this award to a wonderful mentor I have in my life, to the progressive council I work for, and to my family, staff and colleagues who have been a great support to me all through my career in public service."
Two students of Dalhousie University’s Master of Public Administration program were also recognized at the event for academic achievement. Kathleen Somers, who works in the university’s Ancillary Services department, had the highest overall average among the program’s part-time students. Erik Fraser, the full-time MPA student with the highest overall average, now works for M-Brain in Toronto.
The Institute of Public Administration of Canada, Nova Scotia Region, administers the Medal of Excellence program, with financial support from KPMG.
“Each year, this award reminds us of the very high calibre of public servants at the municipal, provincial and federal level, as well in the academic realm in Nova Scotia,” said Darryl Eisan, Chair, IPAC NS Region. “We are inspired by their achievements and contributions.”
The award recognizes an individual who has had a significant impact on the performance or delivery of public administration in Nova Scotia. Public sector employees in Nova Scotia have made many important contributions to the improvement of public administration in the province and beyond. Recent winners include Rosalind Penfound, a former provincial deputy minister and president of the Nova Scotia Community College (2015); Dr. Colin Dodds, former president, Saint Mary’s University (2014); Faith Scattalon, Department of Fisheries and Oceans (2013), Dr. Paul Brown, Dalhousie University Master of Public Administration program (2012), and Kenneth R. B. Simpson, former Executive Director, Union of Nova Scotia Municipalities (awarded posthumously, 2011).
