Hotel Room Block Open for the 2016 CAMA Conference and Annual General Meeting – Winnipeg, MB
The 45th Annual CAMA Conference will be held in Winnipeg, Manitoba at the Delta Winnipeg and Winnipeg Convention Centre from Monday, May 30th to Wednesday, June 1st, 2016.   The Golf Tournament and other Pre-Conference activities will begin on Monday morning with the Conference Program ending after the President’s Dinner on Wednesday evening.
 
The Full Conference Program and on-line registration will be available at the end of February 2016.

CAMA has secured a block of rooms at the Delta Winnipeg Hotel located at 350 St. Mary Avenue, Manitoba’s largest four star hotel located in the new heart of Winnipeg’s downtown (and connected to the Convention Centre by a heated skywalk).    The following special Conference rates will be offered:

August 10: Deadline for Grant Applications for Newcomer Settlement & Multicultural Programs
Citizenship and Immigration Canada (CIC) is inviting grant applications for programs relating to newcomer settlements and multiculturalism.  Funding is available under three programs:
  • Settlement Program:  Provides assistance to immigrants and refugees to overcome barriers specific to the newcomer experience (such as a lack of official language skills and limited knowledge of Canada);
  • Resettlement Assistance Program:  Provides immediate and essential support services and income support to assist refugees’ resettlement needs; and
  • Inter-Action (Multiculturalism) Program:  Provides funding for long-term community development and engagement projects, aiming to foster an integrated, socially-cohesive society.
Through these programs, organizations can deliver services to newcomers to Canada, as well as respond to the needs of new and established Canadians. As part of building welcoming and inclusive communities, municipalities may wish to apply for funding to strengthen support services for immigrants and temporary foreign workers. Examples of support services include: needs assessment and referrals, language training, employment bridging initiatives, cross-cultural mentoring and networking and translation and interpretation services.

Municipalities may also wish to bring this funding program to the attention of community organizations that are eligible to apply, such as not-for-profit organizations and educational and other public institutions.

Funding from CIC will be available for up to three years, for projects beginning on or after April 1, 2016. The amount of funding and scope of activities that will be supported by CIC will be contingent on the satisfactory negotiation of a contribution agreement.

Applications will be accepted electronically until August 10, 2015 (11:59 PM EST).

Assist Low Income Seniors In Your Municipality
Municipalities are encouraged to promote the opportunity for community organizations to apply to act as third-party administrators of the Canada Pension Plan (CPP) and Old Age Security (OAS) benefits for seniors who are homeless, at imminent risk of being homeless, or who are incapable of managing their own affairs.

Under this initiative, third-party administrators apply for and receive CPP and OAS benefits on behalf of the senior they represent and then pay out the benefits in the best interest of that person. Municipalities also have the opportunity to apply to be an administrator.

Congratulations to 2015 Long Service Award Recipients


 

Municipal administrators from across Canada have been recognized by the Canadian Association of Municipal Administrator’s (CAMA) with the Association’s 2015 Long Service Recognition Awards. 

The awards for 20, 25, 30 and 35-years of service were presented at CAMA’s Long Service Awards Luncheon held during the Association’s national conference in Jasper, AB.   

Congratulations to Ronald Campbell, Chief Administrative Officer, Cultus Lake Park, BC and Lorraine Heinbuch, Director of Corporate Services / Deputy Clerk, Town of St. Mary’s, ON who received their 40-year service pins.

Letters of congratulations and recognition pins were also mailed to municipal administrators having completed 10 and 15 years of municipal service.

The breakdown of 2015 Long Services Awards is as follows:

Redesign of City of Gatineau Staffing System

In 2009, Gatineau introduced its first human resources plan, which covered a five-year period. Four main strategic areas were included:
  1. Human resources shortages and gaps
  2.  Human resources planning
  3. Organization of work
  4. Employees' professional development
In order to improve human resources systems and to address these strategic areas, the Human Resources Department adopted a competency-based approach. The redesign of staffing systems was undertaken as a priority action.
 
Recruitment and selection of new employees is no longer limited to measuring the knowledge of the candidates, but also takes into consideration their skills and their characteristics. By addressing these competencies, Gatineau ensures smoother hiring practices and better retention rates.  Implementation steps included the:
  • Introduction of a core organizational competencies profile common to all City jobs.
  • Creation of job families and the specific competency profiles linked to them.
  • Identification of selection methods aimed at evaluating the organizational competencies profile and the competencies for each job.
  • Creation of a pool of pre-qualified candidates (for white collar jobs) through the posting of eligibility lists.
  • Complete revision of competency profiles for executive and professional positions. 
The redesign of the City of Gatineau staffing systems led to improvements in the quality of persons hired and a substantial reduction in the time required to fill vacant positions.

Refonte des processus de dotation de la Ville de Gatineau

En 2009, la Ville de Gatineau adoptait son premier plan de main-d’œuvre qui s’échelonnait sur une période de cinq ans. Quatre grands axes d’intervention y étaient abordés :

1. La pénurie de main-d’œuvre
2. La planification de la main-d’œuvre
3. L’organisation du travail
4. Le développement des employés


Afin d’améliorer ses façons de faire et de considérer ces axes d’intervention, le Service des ressources humaines a mis en place l’approche par compétences. La refonte des processus de dotation a donc été entreprise de façon prioritaire.

Désormais, le recrutement et la sélection des nouveaux employés ne se font plus uniquement en mesurant le savoir, mais également en validant le savoir-faire et surtout le savoir-être des candidats. Ainsi, Gatineau s’assure d’une meilleure embauche et d’une meilleure rétention.  Étapes de mise en œuvre
  • Mise en place d’un profil de compétences organisationnelles commun pour tous les types d’emploi à la Ville
  • Création de familles d’emploi, auxquelles sont rattachés des profils de compétences spécifiques
  • Identification des outils de sélection visant à évaluer le profil de compétences organisationnelles et les compétences liées à chaque emploi
  • Création de bassins de candidats préqualifiés (cols blancs) par l’affichage de listes d’admissibilité
  • Révision complète des profils de compétences des cadres et des professionnels
La refonte des processus de dotation à la Ville de Gatineau a permis d’améliorer la qualité des embauches et de réduire considérablement les délais de dotation lors de la vacance d’un poste.
