“Leadership Excellence”
Over 200 municipal administrators from across Canada learned more about “Leadership Excellence” at the Canadian Association of Municipal Administrator’s (CAMA) national conference held in Victoria, BC from May 27-29, 2013.
The chief administrative officers, city managers, and senior municipal managers in attendance participated in various education sessions and heard from leading experts in the field of municipal management. They attended various study tours and got the opportunity to network with their peers from across the country.
During the conference, CAMA presented, for its second year, the Long Service Recognition Awards; honoured eight municipalities with awards in the areas of innovation, education and environment; presented one Honourary Member for Life award; and, elected a new national president and board of directors.
This was CAMA’s 42nd annual national conference. It was held at the Victoria Conference Centre and the Fairmont Empress Hotel in downtown Victoria. A more detailed summary of the conference follows.
May 27 – Day One
The conference started on a wet note, however all activities went ahead as planned. The annual CAMA Golf Tournament, held at The Bear Mountain Golf Resort was attended by 72 golfers with the winning team being Gary Sandberg (Alberta Municipal Affairs), Ian Smith (Comox Valley Regional District), Michael Bevan (AMSC) and Andrew Riley (AMSC). The Whale Watching Excursion started their sail, however had to come back to shore due to rough waters after an hour. The kayakers had a great day out on the water, while the cyclists also enjoyed a ride through the beautiful trails of British Columbia.
The day also included an Interprovincial Association Meeting, First-Time Delegates Reception, Women`s Social and an Opening Reception in the tradeshow area.
May 28 – Day Two
Day two of the conference started with breakfast in the tradeshow area, followed by the CAMA Annual General Meeting. Business was conducted and the following slate of officers for the Board of Directors was elected to represent CAMA:

President Shaw also took this opportunity to thank the Board for appointing the Canadian Mental Health Association as CAMA`s designated charity in memory of his late wife Janice Bantle.
The opening keynote for the conference was entitled “Five Smooth Stones of Leadership.” The session was presented by Mr. Peter Legge, Recipient of the Order of British Columbia and Award Winning and Motivation Business Speaker. There was then a panel discussion enntitled “It`s Lonely At The Top”. It was presented by panellists: Patrick Moyle (Retired CAO of Halton Region), Kelly Daniels (Retired CAO from the Capital Regional District) and Carla Ladd, City Manager, City of Barrie, ON. The session was moderated by Jim Toye, City Manager for the City of North Battleford, SK and CAMA Past President.
At the noon luncheon, CAMA's Long Service Recognition Awards were presented. One Distinguished Service Award, as well as recognition awards for 20, 25, 30 and 35-years of service were handed out. A total of just over 30 people were on hand for this presentation. For more on the program, view the news release and recipient list. In total, 78 municipal administrators from across Canada were recognized through the program for their dedication to public service and municipal management.
In the afternoon, conference delegates attended a session with Robert Cooke, Executive Team Coach entitled: “Why People Don`t Do What We Want.” After a refreshment break, the afternoon ended with a panel session called “Rising To The Top: How Talented CAO`s Are Taking On The Challenge.” The session featured three speakers: Gail Stephens, City Manager of the City of Victoria, BC; Dawn Chaplin, Chief Administrative Officer of the Town of Torbay, NL; and Janice Baker, CAO and City Manager for the City of Mississauga, ON. The session was moderated by Marie-Hélène Lajoie, Deputy City Manager with the City of Gatineau, QC.
The evening began with CAMA’s first-ever Young Professional Reception and concluded with a Casual Night Out, which included a reception at the Royal BC Museum followed by A Taste of Victoria wherein delegates explored Victoria`s vibrant culinary scene by having the choice of dinner at one of nine different downtown restaurants.
May 29 – Day Three
Day three, the final day of the conference began with breakfast, followed by a panel session entitled “The Importance of Positive Council-Staff Reltionships” with Mayor Brad Woodside, City of Fredericton, NB and Mayor Frank Leonard, District of Saanich, BC. The session was moderated by Mr. Kent Kirkpatrick, City Manager for the City of Ottawa, ON. This was followed by a plenary session by Tracey Lorenson called “Elephant Hunting: Tracking and Training the Elephant in Your Room”.
The closing keynote for the conference was a hilarious session presented by Paul Huschilt and was called the “Ultimate Ending.” Mr. Huschilt re-enacted the entire Conference from start to finish.
The noon luncheon featured the presentation of the CAMA Awards of Excellence sponsored by Ravenhill Group. Eight Canadian communities were recognized for municipal excellence in the areas of innovation, education and environment. Closing Ceremonies partner The Royal Bank of Canada was on hand to participate in the end of another successful tradeshow. During the afternoon, conference delegates took part in various study tours, offered by the City of Victoria. Tours included: Dockside Green – The World`s Most Sustainable Development; Heartland Landfill and Learning Centre; and City Centre Park and Westhills Development. Delegates could also attend a One On One Live Coaching Workshop with Mr. Robert Cooke.
During the President’s Dinner Reception, Mr. Cecil Vincent, retired CAO from the City of Port Colborne, ON was recognized for an Honorary Membership for Life Award. The conference concluded with the President’s Dinner featuring entertainment at the reception by the Queen and a live performance by entertainer, Tracey Bell who performed her critically acclaimed show "8 Divas in 44 Minutes".

Jean Savard élu président de l’Association canadienne des administrateurs municipaux
Jean Savard, directeur de projets spéciaux au bureau du directeur général de la Ville de Québec, a été élu président de l’Association canadienne des administrateurs municipaux à l’assemblée générale annuelle de l’association tenue le 28 mai 2013 à Victoria, en Colombie-Britannique.
M. Savard dirigera, pour la prochaine année, l’organisation nationale qui représente quelque 500 professionnels de l’administration municipale. Il succède au président sortant de l’ACAM, Ron Shaw, directeur général de la Ville de Stratford, en Ontario. « Mon rôle à la présidence de l’ACAM au cours de la prochaine année sera de me concentrer sur ce que veulent les membres, explique M. Savard. Le dernier sondage de l’effectif a donné lieu à la création d’un nouveau plan stratégique que le conseil juge important pour répondre aux besoins et préférences des membres. Mon but est de veiller à ce que notre équipe atteigne ou dépasse les objectifs du plan. »
M. Savard obtient son diplôme en éducation de l’Université Laval en 1975 pour ensuite faire un stage au Haut-Commissariat à la jeunesse aux loisirs et aux sports du gouvernement du Québec. De 1976 à 1987, il est directeur des loisirs de la municipalité de Saint-Émile, avant d’en assurer la direction générale en 1987.
Après l’obtention de sa maîtrise en administration publique à l’ÉNAP en 1991, il est nommé directeur de l’arrondissement de La Haute-Saint-Charles après la fusion municipale de Québec en 2001. Il sera directeur de l’arrondissement de Charlesbourg jusqu’en 2005. Il est actuellement directeur de projets spéciaux au bureau du directeur général de la Ville de Québec.
Natif de Québec où il a grandi, M. Savard est marié depuis 1975. Il aime le sport, notamment le basketball, le badminton, la natation, la pêche et le golf. Il s’investit aussi dans son association provinciale l’ADGMQ – l’Association des directeurs généraux des municipalités du Québec. Avant d’être élu à la présidence de l’ACAM, M. Savard représentait le Québec à l’ACAM et, tout récemment, à titre de premier vice-président de l’ACAM.

Jean Savard Elected as President of the Canadian Association of Municipal Administrators
Jean Savard, Director of Special Projects in the Office of the Chief Administrative Officer for Quebec, QC was elected president of the Canadian Association of Municipal Administrators (CAMA) at the association’s annual general meeting held on May 28, 2013 in Victoria, BC.
Mr. Savard will lead the 500-member national organization of municipal management professionals for the next year. He succeeds outgoing CAMA president, Ron Shaw, Chief Administrative Officer for the City of Stratford, ON. “My role as CAMA president over the next year will be to focus on what the CAMA membership wants,” said Mr. Savard. “Our last member survey resulted in a new strategic plan for CAMA; a plan that the board put in place in response to member needs and preferences. My goal is to make sure that our team reaches or exceeds the plan’s objectives.”
Mr. Savard completed his Education Degree at the University of Laval in 1975 and did his internship at the High Commission for Youth, Recreation and Sport with the Government of Québec. From 1976 to 1987, he was the Recreation Director for the Town of Saint-Émile and was promoted to the General Manager of Saint- Émile in 1987.
He completed his Master’s degree in public administration from ENAP in 1991 and was appointed as Manager of the Borough of Haute-Saint-Charles after the municipal reorganization of Québec City in 2001. Mr. Savard was appointed as the Manager of the Borough of Charlesbourg in 2005. He currently works as Director of Special Projects in the Office of the Chief Administrative Officer for Québec City.
Mr. Savard was born and raised in Québec City and has been married since 1975. He enjoys a variety of sports and activities including basketball, badminton, swimming, fishing and golf. He is also very involved with his provincial association ADGMQ – Association des Directeurs Généraux des Municipalities du Québec. Previous to being elected as president of CAMA, Mr. Savard served as the CAMA representative for Quebec and was most recently First Vice-President of CAMA.
