Conference Program & On-Line Registration Available February 25th, 2013
The program and on-line registration for the 2013 Annual Conference being held in Victoria, BC from May 27th-29th, 2013 at the Fairmont Empress and the Victoria Conference Centre will be made available on the CAMA website on Monday, February 25th, 2013.  This year's theme is "Leadership Excellence".  Please note that this year's FCM Conference (which follows the CAMA Conference) will be held in Vancouver from May 31st – June 3rd, 2013.

New technology showcase program for local businesses
City of Québec officials are proud to support local businesses through the city's technology showcase program, which helps area business owners to use City operations and infrastructure to promote their activities.  Concretely, city officials want to reinforce their partnership with the innovative organizations of the greater Québec area and help area businesses and research centres to test their innovative products and processes in real situations. 
 
“Research and innovation are the foundation of our entrepreneurs’ competitiveness,” Québec mayor Régis Labeaume reminds us. “Therefore, it is crucial to help local businesses carry out research and development to develop exportable innovative projects.  We are proud to provide them with the environment they need to engage in their global scale research.”

First Three Businesses
Banking on municipal technological innovation, City of Québec officials would like to provide a technology showcase for local businesses.  Until now, two companies have taken advantage of the program, and an agreement with a third company is in the process of being concluded.
 
City officials have permitted LeddarTech, a company developing state-of-the-art 3D detection technology based on patented Leddar™ technology, to install its prototypes at two city road intersections to test their vehicle detection product, which is used to optimize road signalling.
 
The Québec company Nyx Hemera Technologies, which develops cutting-edge public light systems, has installed a tunnel lighting addressable control system (TLACS) in the Joseph-Samson tunnel. City purchase of the technology for the tunnel was the ultimate result of the agreement. 
 
Last, an agreement between the City and Dimonoff, an innovative company specializing in the development and manufacture of multi-technology wireless light controls and software, should be signed shortly. That Canadian company, created in Québec, will be able to benefit from the use of some streetlights on Rue Lavoisier to install and test their intelligent light control system.

How to Apply for the Program
Québec area business owners who would like to take advantage of the City of Québec technology showcase program must present their projects to the City’s economic development program by e-mail ([email protected]) or telephone (418 641-6185). 
 
To be eligible, projects must be in the form of:
•  A pilot project testing an innovative process or product or
•  A technology showcase exhibiting an innovative process or product. 
Besides being innovative and unique, the process or product must bring added value to the city and its residents and have a positive impact on the business’s national and international competitiveness.
 
Initiate, Innovate and Excel
The City of Québec technology showcase program is part of the economic development strategy launched in December 2011. 

With that strategy, city officials are encouraging business start-ups and marshalling the best conditions for developing those businesses. An innovative capital city brimming with creativity, Québec needs a strong economy to attract high-quality talent and entrepreneurs. Vitality and confidence reign throughout the Québec entrepreneurial community.

Nouveau : programme de vitrine technologique pour les entreprises d’ici

La Ville de Québec est fière de soutenir les entreprises locales par son Programme de vitrine technologique. Ce programme permet aux entreprises de la région d’utiliser les opérations ou les infrastructures de la Ville pour promouvoir leurs activités. Concrètement, la Ville désire renforcer son partenariat avec les organisations innovantes de son agglomération et permettre aux entreprises et aux centres de recherche de la région d’expérimenter leurs produits ou procédés innovants dans des situations réelles.

« La recherche et l’innovation sont à la base de la compétitivité de nos entrepreneurs, a rappelé le maire de Québec, M. Régis Labeaume. Ainsi, il est essentiel d’aider les entreprises d’ici à faire de la recherche et du développement afin de mettre au point des projets novateurs exportables. Nous sommes fiers de mettre à leur disposition l’environnement dont ils ont besoin pour réaliser leurs recherches d’envergure mondiale. »


Trois premières entreprises
En misant sur l’innovation technologique municipale, la Ville de Québec désire devenir une vitrine technologique pour les entreprises locales. Deux entreprises ont bénéficié de ce programme jusqu’à maintenant et une entente avec une troisième entreprise est en voie d’être conclue.

La Ville a permis à LeddarTech, qui développe des technologies en détection 3D de pointe basées sur la technologie brevetée Leddar™, d’installer ses prototypes sur deux intersections routières de la ville afin de tester leur produit de détection de véhicules servant à l’optimisation de la signalisation routière.

L’entreprise de Québec Nyx Hemera Technologies, qui développe des systèmes d’éclairage publics à la fine pointe de la technologie, a procédé à l’installation d’un système de contrôle intelligent TLACS dans le tunnel Joseph-Samson. Cette entente s’est finalement traduite par l’achat de cette technologie par la Ville pour le tunnel.

Finalement, une entente entre la Ville et Dimonoff, une entreprise innovante spécialisée dans la fabrication et le développement de produits sans fil multi-technologie de contrôle d'éclairage et de logiciels, devrait être conclue d’ici peu. L’entreprise canadienne, créée au Québec, pourra profiter de l’utilisation de certains lampadaires de la rue Lavoisier pour installer et tester leur système de contrôle intelligent de lumière.

Comment profiter du Programme?
Les entreprises de la région de Québec désirant profiter du Programme de vitrine technologique de la Ville de Québec doivent présenter leur projet au Service du développement économique de la Ville, par le biais du [email protected], ou en communiquant avec le 418 641-6185.
 
Pour être admissible, le projet doit prendre la forme :
·         d’un projet pilote pour tester un procédé ou un produit innovant; ou
·         d’une vitrine technologique pour exposer un procédé ou un produit innovant.
En plus d’être innovant et unique, le procédé ou le produit doit apporter une valeur ajoutée à la ville et ses citoyens et avoir un effet positif sur la compétitivité de l’entreprise à l’échelle nationale et internationale.

Le Programme de vitrine technologique de la Ville de Québec s’inscrit dans la Stratégie de développement économique, lancée en décembre 2011.

Deadline for 2013-2014 CAMA Board Nominations - March 1st, 2013
In accordance with the requirements of the CAMA by-laws, three positions have opened up for the CAMA Board of Directors for the 2013-2014 year, the position for Ontario which is currently vacant due to the retirement of Patrick Moyle on January 11, 2013, the British Columbia and Yukon position which will be vacant due to the retirement of Kelly Daniels on January 31st, 2013, and the Director-At-Large position currently being filled by President Ron Shaw. The Nominating Committee invites CAMA members to express their interest in letting their name stand for the election at the Annual General Meeting on May 28th, 2013 in Victoria, British Columbia.

The length of term is one year, renewable annually at the subsequent Annual Meeting for a total of four consecutive years of service. Technically, all positions can be challenged through a nomination on the floor at the Annual General Meeting.

Please note that any CAMA member can be nominated for the Director-At-Large position regardless of their location. Also, if a CAMA member is nominated for the British Columbia/Yukon position or the Ontario position they can also be nominated for the Director-At-Large position however two separate application forms must be completed.

Nominations to the Board of Directors can be made by any CAMA member by completing the nomination form, and attaching a copy of the nominee’s bio. Completed applications can be forwarded to Ms. Jennifer Goodine (link the [email protected] e-mail address) no later than March 1st, 2013.



Reminder: 2013 CAMA Awards of Excellence Nominations and Honourary Membership for Life Nominations due March 1st, 2013
This is just a reminder that the deadline for applications for the 2013 CAMA Awards of Excellence Program is Friday, March 1st, 2013.

Please note that this year’s submissions will once again only be accepted in electronic format by the CAMA National Office. Award winners will be asked to submit a high resolution logo and fifteen to twenty photos of the project to be included in a video. Winners will also be recognized in CAMA’s e-Brief, press releases will be prepared and circulated to the local media, and the CAMA Board member closest to the successful community will also arrange to attend a Council meeting to make the award presentation to your Mayor and Council. The awards will be presented at the CAMA Annual Conference being held in Victoria, BC on May 29th, 2013.

CAMA is also accepting nominations for the Honourary Membership for Life Award. The award

Past recipients include John Robison, Cy Armstrong, the late Robert Byron, Wes Lancaster, Murray MacLean, Paul Stapleton, Richard White, Bob Linner, Gerard Lewis and Doug Lagore. The deadline to nominate one of your municipal colleagues for this unique honour is also March 1st, 2013. There is no fee to nominate someone. ICMA Annual Award Nominations-- Accepted through March 8th, 2013
In keeping with ICMA President Bonnie Svrcek’s request to do “Just One Thing” this year, can your country’s association consider making a nomination to the Annual Awards Program?  Each year, through its Annual Awards Program, ICMA recognizes outstanding contributions to the local government management profession. This is a great opportunity for colleagues and local governments in your  country to receive recognition.  Annual Awards are conferred in the areas of Professional Awards and Program Excellence Awards.
 
Professional Awards categories include: career excellence, career development, excellence in leadership as an assistant, and academic contributions to the profession.

Program Excellence Awards recognize outstanding local government programs in the areas of community health and safety, community partnerships, community sustainability, and strategic leadership and governance.

As a leader in your country we ask that you consider which of your colleagues have made a significant difference in their community or to the profession of local government.  Do you know of a colleague who has implemented an innovative program that addressed a critical community need, improved quality of life for residents, or saved the local government valuable resources?  If so, please encourage the individual or local community to apply for an ICMA Annual Award now!  If you are so inclined, feel free to make the nomination on behalf of your colleague.

QUEEN ELIZABETH II DIAMOND JUBILEE MEDAL RECIPIENTS






A new commemorative medal was created to mark the 2012 celebrations of the 60th anniversary of Her Majesty Queen Elizabeth II’s accession to the Throne as Queen of Canada. The Queen Elizabeth II Diamond Jubilee Medal is a tangible way for Canada to honour Her Majesty for her service to this country. At the same time, it serves to honour significant contributions and achievements by Canadians.  CAMA is pleased to recognize recipients from our member community. 

Over the next several months, we will be featuring our members that received this prestigious award.









Wayne Tallon, Director of Public Safety, City of Fredericton, NB

A presentation by Deputy Mayor Stephen Chase to Mr. Wayne Tallon, CAMA Member, and Director of Public Safety with the City of Fredericton, New Brunswick took place at a City Council meeting held on January 14th, 2013. 

Wayne started his municipal career in 1979 when he was hired as a Finance Officer – Computer Operator for the City of Vanier, Ontario.  During his 14 years with the City of Vanier he was promoted to Assistant City Treasurer/Assistant City Clerk.  In 1993 Wayne saw an opportunity to advance his career to a more senior position in municipal government and moved to St. Stephen N.B. and became the Town Manager. While Town Manager, Wayne joined the Association of Municipal Administrators of New Brunswick and was elected President in 1998 and held that office for a term of two years.  He also worked on several provincial government initiated committees such as the Unconditional Grant Reform Committee in 1996, the Committee on Local Governance in 1999 and several others.  Some of the major projects he was responsible for while in St. Stephen were the creation of the St. Stephen Business Park, the refurbishment of the old train station to the St. Stephen Information Centre, the construction of the St. Stephen Library and the construction of the Whidden Ganong Dover Hill Park and Rose Garden.

In 2001 Wayne made another career move and decided to move to Fredericton to become the Director of Corporate Services, a position he held until January 2005 when he was asked to take a lateral move to become the Director of Community Services.  During his Community Services directorship he was responsible for the construction of the Willie O’Ree Place, the Grant • Harvey Centre, Scotiabank Park North and Scotiabank Park South athletic fields, the refurbishment of the Lady Beaverbrook Arena and Henry Park, Royal Road, Queen’s Square and Marysville outdoor pools and the construction of the Nashwaaksis Outdoor Rink Facility (soon to be completed).   In June of 2012, the City went through a re-organization and Wayne was asked to take yet another lateral move to become the Director of Public Safety the position he holds today. 

Wayne is married to Susan and has four children Anne-Marie, Mireille, Joey and Megan.

During his 34 year municipal government career Wayne has accomplished many milestones.  The Canadian Association of Municipal Administrators was proud to nominate Mr. Tallon for this award based on his many contributions not only to municipal government but to his community.   Congratulations Wayne!


Owen Tobert, City Manager, The City of Calgary, AB


 

Congratulations to Owen A. Tobert, who serves as the City Manager of The City of Calgary, on being nominated by CAMA for the Queen's Diamond Jubilee Medal.

Leading over 15,000 employees in 28 different businesses with an operating budget of over $2.8 billion annually and current public works projects underway that will exceed another $5.7 billion in the 2012-16 timeframe, Owen leads a busy and customer-focused organization.  He focuses his energy on ensuring Calgary City Council’s priorities are well-managed, the workplace is safe and healthy for all employees, and corporate managers have the leadership and resources they need to help their staff deliver quality public programs and services to more than one million Calgarians.

Owen fosters a culture that puts citizens first, and creates a collective responsibility, especially amongst management, for ensuring delivery of the best possible services and products to the citizens of Calgary by using available resources responsibly. This involves an unending pursuit of quality, effectiveness, innovation and efficiency, with the organizational ear finely tuned to citizens’ needs and expectations. 

Owen joined The City in 1982, and held increasingly senior positions in the organization.  In 2000, he was selected as General Manager of Utilities & Environmental Protection and appointed to the Executive Team. In June 2004, City Council appointed Owen to the position of City Manager.

Owen holds a degree in Civil Engineering from the University of Alberta and a Masters of Business Administration from the University of Calgary.

Sandy Gray, Chief Administrative Officer, City of Courtenay, BC

Sandy Gray, the Chief Administrative Officer (CAO) for the City of Courtenay, has been awarded the Queen Elizabeth II Diamond Jubilee Medal in recognition of his significant contribution to the municipal profession and to the Vancouver Island communities where he has worked over the past 38 years. The award was presented by Comox Valley MLA Don McRae.  A video of the award presentation is available at: http://www.courtenay.ca/jubilee-award.aspx.  Gray was nominated by the Federation of Canadian Municipalities (FCM) in consultation with the Canadian Association of Municipal Administrators (CAMA).  
 
CAMA President Ronald R. Shaw stated “This commemorative medal was created to mark the 2012 celebrations of the 60th Anniversary of Her Majesty Queen Elizabeth II’s accession to the Throne as Queen of Canada,” explained Shaw. “The Queen Elizabeth II Diamond Jubilee Medal is a tangible way for Canada to honour Her Majesty for her service to this country. At the same time, it serves to honour significant contributions and achievements by Canadians.”

Gray has held senior management positions at the Alberni Clayoquot Regional District (3 years), the City of Nanaimo (10 years), the Township of Esquimalt (13 years) and the City of Courtenay (10 ½ years).  Over this career he has held the position of CAO for nearly 26 years.  The CAO is responsible for the overall management of municipal operations, and is the senior advisor to Council on all civic matters.  In addition to his municipal role, Gray has been active in the professional development of local government employees at the provincial level, most notably as the foundation chair and member behind the development of the Municipal Administration Training Institute (MATI). MATI provides core training in local government administration, and has been offered annually for 31 years.

Gray has also held a number of executive posts with local government professional associations, including as President of the Vancouver Island Local Government Management Association and Vice President of the provincial body of the Local Government Management Association (LGMA).  Vancouver Island North MP John Duncan provided a statement from Ottawa, saying the award was in recognition of service to family, community and country. He noted that Gray has “tirelessly served local residents in [his] role as Chief Administrative Officer for the City of Courtenay over the last 10 years, as well as the residents of the other Vancouver Island communities where [he has] been employed over the last 38 years.”  

Gray will be retiring from the City of Courtenay at the end of March 2013.   Congratulations Sandy on this award and your upcoming retirement!


Douglas A. Lychak, Retired Member, BC


 
 

Doug spent over 30 years working in local government.  He graduated from the University of Waterloo with a degree in Urban and Regional Planning beginning and ending his career in Hamilton, Ontario.   In the intervening years, he became Commissioner of Planning and Development before leaving Hamilton, moved to Edmonton where he served his last year as Acting City Manager, then to Mississauga as City Manager, Surrey as City Manager, and back to Hamilton (City and Region) as City Manager, followed by City Manager of The New (amalgamated) City of Hamilton before retiring in 2002.

During his career, Doug served on the boards of several organizations, including CAMA (President, 1997), ICMA (Vice-President International 2001-4), the Canadian Council for Public Private Partnership (2000-2003), and Pragma Council University of Waterloo (2003-2007). 

Doug served on many advisory committees, including committees advising the Federal Government, two Provincial Governments and several universities.  He was a selected member of the Governor General’s Study Tour of 1987, and was frequently invited to be a speaker at universities, colleges and professional organizations. 

As City Manager over the years, Doug received various awards on behalf of his administration – notably for public participation (ICMA), innovation (ICMA), budget process and documentation (GFOA), and was widely recognized for his skills for restructuring, visioning, change management and strategic thinking.
