Infrastructure Report from Canada West Foundation
At the Intersection: The Case for Sustained and Strategic Public Infrastructure Investment (http://cwf.ca/publications-1/at-the-intersection) — a new report from the Canada West Foundation (CWF) supports FCM’s advocacy for predictable federal financing in a new long-term infrastructure plan.
The CWF report maintains that sustained, predictable public and private sector investment in infrastructure fuels economic growth, enhances productivity, and is one of the most effective forms of government investment. The report comes at a critical time when federal government officials are making final decisions on Budget 2013 and a new long-term infrastructure plan.
Jim Watson, Mayor of Ottawa, represented FCM at the report’s launch and joined Casey Vander Ploeg, Senior Policy Analyst for the Canada West Foundation, and Warren Everson, Vice-President, Canadian Chamber of Commerce, to discuss the report findings.
I invite you to review and share the CWF report, FCM’s news release, and to use the findings to support your own efforts to communicate the need for a predictable, long-term funding in the new federal infrastructure plan.

Professional Development Web Based Training: LGMA-CAMA 2013 Spring Sessions
In partnership with Paragon Strategic Services (Tracey Lorenson) and Jan Enns Communications the LGMA and CAMA are pleased to offer the following course offerings for the Spring 2013 semester that will help meet your training needs and increase capacity in your organization, all from the comfort of your own office. These programs are open to all public service employees. Web based E-Learning courses provide the ability to participate via either internet and audio, or audio only.
The technology allows participants to ask questions or comment via either voice or a “chat” feature.
The webinars are scheduled to run on Tuesdays and are two hours in length:
• 10:00 am – 12:00 pm Pacific Time
• 11:00 am – 1:00 pm Mountain Time
• 12:00 pm – 2:00 pm Central Time
• 1:00 pm – 3:00 pm Eastern Time
• 2:00 pm – 4:00 pm Atlantic Time
• 2:30 pm – 4:30 pm Newfoundland and Labrador
At the end of each session time will be set aside for discussion of the topics for those that are interested.
If an attendee misses a session, the recording will be available for viewing for seven days after the course is offered.
The cost for each session is $150 plus applicable taxes per person.

Alberta Members: Funding Available for Municipal Festivals and Events
Is your municipality looking for funding for your festivals and events? If so, this provincial funding opportunity is for you. Alberta Tourism, Parks and Recreation is inviting organizations, including municipalities, to submit applications to the Festivals and Events Tourism Growth Program. The application deadline is February 15, 2013.
The program aims to help festivals and events in Alberta reach their tourism potential with available grant funding of $25,000 to $40,000. Funding is used to work with a third party-consultant to evaluate an organization’s festival or event, identify tourism growth opportunities, and set clear steps towards growing the visitor experience and increasing visitation and revenue.
Eligible organizations include municipalities, not-for profit organizations and First Nations or Métis governments. The program is most appropriate for festivals and events that attract regional, provincial, national or international visitors, and have an annual audience of at least 1500, of which a minimum 25% are out of town visitors.

QUEEN ELIZABETH II DIAMOND JUBILEE MEDAL RECIPIENTS
A new commemorative medal was created to mark the 2012 celebrations of the 60th anniversary of Her Majesty Queen Elizabeth II’s accession to the Throne as Queen of Canada. The Queen Elizabeth II Diamond Jubilee Medal is a tangible way for Canada to honour Her Majesty for her service to this country. At the same time, it serves to honour significant contributions and achievements by Canadians. CAMA is pleased to recognize recipients from our member community.
Over the next several months, we will be featuring our members that received this prestigious award.
Tony Kulbisky, Chief Administrative Officer, Town of Devon, AB
We are proud to report that Tony Kulbisky, Chief Administrative Officer for the Town of Devon, AB and CAMA member, was a recipient of the Queen Elizabeth II Diamond Jubilee medal in Ottawa as part of the Canadian Volunteer Fire Services Association and Government of Canada dedication of the Firefighter Memorial in September 2012. Tony has his NFPA 1001 Professional Fire Fighter designation and E2 Fire Instructor certification and has served as Firefighter in the communities of Whitecourt, AB, Hardisty, AB and currently in Devon, AB. He was awarded Firefighter of the Year honours in 2005 when he was with the Whitecourt Fire Department. In 2012, Tony was awarded with the Alberta Emergency Services Medal from Province of Alberta for twelve years plus service as a firefighter. Tony has been with the Town of Devon, AB as CAO since March 2009.
Frank Miele, Town Manager/Chief Administrative Officer, Town of Erin, ON

Congratulations to Frank Miele! Frank holds an undergraduate degree in Planning and a Masters degree in Local Economic Development from the University of Waterloo, and has held senior leadership positions in municipal government over the past thirty years. Frank began his municipal career as a planner with the City of Niagara Falls in 1979. Since then, he has held progressively senior positions with the City of Niagara Falls, Scarborough, Vaughan and has been the Chief Administrative Officer for the Towns of Meaford, Gravenhurst and currently with Erin. Frank also teaches Economic Development at York University’s School of Public Policy and Administration and at Ryerson University’s School of Urban and Regional Planning. He has currently authored a textbook on Economic Development in Canada.
Frank has a strong employment track record, improving long range fiscal planning, and is committed to continuous improvement and service excellence. He has been key to the success of several initiatives including a municipal-wide organization review, developed a new corporate vision/strategic plan, and building his community’s leadership and organizational capacity. As well, Frank has led administrative project teams in the development of several Citizen Task Forces that has driven his community’s successful process of eliminating its deficit.
In addition to his professional pursuits, Frank enjoys an active role in community life as an avid soccer coach, volunteers in numerous organizations and spending time with his wife and four children.

Mayor Ian Hamilton made the Diamond Jubilee Presentation to Jim Toye prior to the January 14th, 2013 meeting of City Council. "It was humbling and a great honour upon learning that I would be receiving the Queen Elizabeth II Diamond Jubilee Medal" said Toye. "I enjoy what I do and appreciate this great recognition."
Jim has held his position as City Manager with the City of North Battleford for twelve years. Prior to this position, Jim held senior management positions in Kindersley, Leader and Unity, all in Saskatchewan, for a total of twenty-seven years experience in municipal government management. Jim attended the College of Commerce, University of Saskatchewan, received his Local Government Administration Certificate from the University of Regina and has also received a Certificate in Economic Development from the University of Waterloo.
Jim has been an active member of the Urban Municipal Administrators’ Association of Saskatchewan (UMAAS) from 1996 to 2006 and held the positions of Division Director, Vice-President, President and Past President. Jim was a recipient of the 2006 Saskatchewan Centennial Volunteer Medal, which recognized his service to UMAAS and municipal government. He is active in the community and is a member of the Battlefords Rotary Club and a member of the Knights of Columbus. Jim was appointed as the Saskatchewan/Manitoba representative to the CAMA Board at the 2006 Annual General Meeting held in Montréal and is a CAMA Past President.
Jim enjoys spending time with his family, golfing, camping and curling. He and his wife Colleen, a registered nurse, have three daughters, two grandsons and one granddaughter.
