Building for Prosperity - Canada's Long Term Infrastructure Plan
The Government of Canada announced that it would develop a new long-term plan for public infrastructure, which would extend beyond the expiry of the Building Canada plan in 2014. To meet this commitment, an engagement process was launched that included building the knowledge needed to address Canada's future infrastructure needs. To support the building of knowledge a Steering Committee was established that was composed of six members:
  • The Government of Canada – Infrastructure Canada (co-chair)
  • The Government of Alberta – Treasury Board (co-chair)
  • The Canadian Association of Municipal Administrators (member)
  • The Canadian Construction Association (member)
  • Engineers Canada (member)
  • The Federation of Canadian Municipalities (member)
This Committee was formed with the goal of identifying knowledge gaps, policy priorities, and building knowledge in order to inform the development of a new long-term infrastructure plan. In support of this goal, over the course of six months, the Steering Committee heard from academics, government officials, practitioners, the private sector and think tanks on six themes:
  • Infrastructure and the Economy
  • Infrastructure and the Environment
  • Infrastructure and Stronger Communities
  • Financing Infrastructure
  • Planning and Sustainability
  • The North
Within these themes, the Committee explored topics that included water and wastewater infrastructure, climate change and adaptation, economic benefits of community infrastructure, infrastructure and urban and rural communities, public-private partnerships, alternative methods of financing, and sustainable asset planning. The final Steering Committee Summary Report can be found on the Infrastructure Canada website: http://www.infrastructure.gc.ca/plan/ref/presentations/report-rapport/report-rapport01-eng.html (English) or http://www.infrastructure.gc.ca/plan/ref/presentations/report-rapport/report-rapport01-fra.html (French).

CAMA was pleased to be represented by Mr. Bill Holtby on this Committee, and was also asked to provide feedback on Phase Three of the Long Term Infrastructure Plan in which our Position Paper will be released next week.

The Canadian Water Network
The Canadian Water Network (CWN) is driving innovative municipal water research projects within the network’s Canadian Municipal Water Consortium.  CWN-funded researcher Michèle Prévost has recently completed a project which provided municipal partners with crucial information and guidance on their decision-making in regards to the feasibility and liability associated with full-or partial-removal of lead pipe lines. CWN’s approach ensures that municipal partners are involved in the research process from day one, and that the research is relevant to municipal water managers.  For information on their conference in Banff in September on Assessing Pathogen Fate, Transport and Risk in Natural and Engineered Water Treatment – click on http://www.cwn-rce.ca/conferences-and-workshops/.
