This Request for Proposal (RFP) by The Corporation of the City of Vernon (the “City”) is open for bidders to submit proposals for the provision of Evacuation Route Planning as further described in the RFP 19-68-INF Terms of Reference.
The City of Vernon has Council approval to complete an Evacuation Route Planning Project in 2019 funded through the UBCM’s Community Emergency Preparedness Fund. The City intends to engage the services of a Consultant to undertake this project, in line with the Provincial Evacuation Operational Guidelines (2009), to assess the existing and potential evacuation routes and identify any necessary improvements to permit their use by residents and emergency vehicles.
The proposed project will consider the isolated neighbourhoods with limited access by roads. In Section 7 of the 2017 Emergency Plan high risk areas are identified as Tronson Road, Eastside Road, and Predator Ridge. These areas present unique challenges with only one corridor providing both the access and egress routes. In addition to these pre-identified areas, other areas of concern include the Foothills, Blue Jay, Turtle Mountain and the Rise areas, which also have limited access roads.
